REPORT OF THE BOARD OF SELECTMEN
1936 - 1963
To the Citizens of Scituate:
In accordance with the prior votes of the Town, a Public Works Department will come into being immediately following our annual Town Meeting in March with the Selectmen acting as Public Works Commissioners. The Selectmen have not been content to let this change come upon them suddenly but have taken many preparatory steps to insure an immediate operating Public Works Depart- ment. The Public Works Department will include the functions of previous departments known as Engineering, Highways, Water, Park and Tree Warden.
It is obvious that the establishment of a Public Works Department to take over the prior departments in an organizational revision of such magnitude that all of the desirable changes cannot be made at once. There must be a transitional period during which some of the prior organization will be retained. We must still continue to perform the functions of these various departments. We would like to report, however, on some of the things that we have done to date, on some of the things which we will be planning to do during the coming year, and some of the longer range plans.
We have appointed as the first Public Works Superintendent, - John E. Bamber. John's long experience as a Town Engineer and his intimate connections with the department operations qualify him well for this position. We are proud of this choice. We have worked with Mr. Bamber in the preparation of a con- solidated P.W.D. budget, and from preliminary discussions with the Advisory Committee the budget which will be presented to you will include this single budget for all of these prior departments. For a comparison of the estimated costs for the new Department with the prior departments, it will be necessary to add to- gether the prior budget of the separate departments. Under this combined budget we expect to find a flexibility in the use of equipment and personnel which will produce more efficient operation and, at the same time, savings to the Town.
During the coming year we will expect to develop yearly, monthly, weekly and daily plans for the various units in the Department, with systems of accounting which will reflect more closely our costs of operation. We will expect closer control of purchasing and inventory of equipment and materials. Sometime during the year we would expect to reorganize the space in the Town Hall to accommodate the new Department and to transfer much of the billing operation of the Water Department to this new space in the Town Hall. We will look carefully at the possibility of reduction in permanent full-time personnel, and the use of temporary personnel during the busy season. Again, we must caution that there are transi- tional problems both in relation to physical location of units and also with respect to personnel.

As a long range proposition we will look to the possibility of a central location for the Public Works Department, possibly at the present Highway Department quarters, and the advisability of owning more -- or less -- of our own heavy equipment, or alternatively, contracting for work and materials.
These are a few of the problems which have been discussed and for which we must find solutions; but with the fine cooperation which we have had from members of all departments concerned, we are confident that these and other problems will be solved to the Town's benefit.

REPORT OF THE TOWN CLERK
ANNUAL TOWN MEETING
March 18, 1963
A legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs was held at the Scituate Junior High School Gymnasium on Monday, the eighteenth day of March, 1963, at 7:00 o'clock P.M. The meeting was called to order by Moderator Robert C. Haufler.
The warrant was read by Town Clerk William M. Wade.
The check list was used. Checkers were: Grace B. McPherson, Amy C. Bates, Elizabeth Y. Robbins, Marjorie A. Gately, Alice S. Torrey, Daniel J. Queeney, Helen G. McDonald, Catherine E. Levangie, Thelma L. Snow, Joseph R. Dillon, Jr., Louise B. Sullivan and Catherine E. Kennedy.

To choose all the necessary Town Officers other than those elected by ballot, viz: Surveyor of Lumber, Measurer of Wood and Bark, two or more Field Drivers, one Poundkeeper.

To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1964, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 4 and 17, Chapter 44, G.L.
VOTED: To so authorize. Unanimous vote.
ARTICLE 5
Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and estimated receipts used by the Assessors in fixing the tax rate for the current year.

ARTICLE 6
To see if the Town will authorize the Selectmen to control, regulate or prohibit the taking of eels and any or all kinds of shellfish and seaworms within the borders of the Town of Scituate and such other authority as is provided in Sec. 52 of Chapter 130 of the G. L. or take action thereto.

ARTICLE 7
To see if the Town will raise and appropriate the sum of $59,195.00 to cover the expenses and disbursements of the Retirement Systems and Pensions for 1963, or act thereon.

ARTICLE 8
Will the Town vote to raise and appropriate a sum of money to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon.

Will the Town approve the recommendation of the Personnel Board to amend the Classification and Salary Plan as follows:

To see if the Town will raise and appropriate the sum of $8900.00 for Scituate to continue as a member of the South Shore Mosquito Control Project, said sum to include the amount which may be assessed against the Town for Mosquito Control (Chapter 112, Acts of 1931), or act thereon.

Will the Town vote to accept the provisions of Chapter 90, Section 18A of the General Laws (Ter. Ed.) as most recently added by Chapter 409 of the Acts of

1962, which Act authorizes the Selectmen to adopt rules regulating the use of Ways by pedestrians and providing for the non-criminal disposition of violations thereof.

ARTICLE 23
To see if the Town will vote to transfer the proceeds of the Dog Fund from the County to Libraries and that the amount be equally divided between the Peirce Memorial at North Scituate and the Allen Memorial at Scituate, or act thereon.
VOTED: Yes.
ARTICLE 24
Will the Town vote to raise and appropriate the sum of $59,740.09 to cover the Town's share of the expenses of the South Shore Regional School District as cer- tified by the Regional District Treasurer in accordance with G.L. Chapter 71, section 16.
