SOME REASONS WHY BIRTHS SHOULD BE RECORDED
To establish identity.
To prove nationality.
To prove legitimacy.
To show when the child has a right to enter school.
To show when the child has the right to seek employment under the child labor laws.
To establish the right of inheritance of property.
To establish liability to military duty, and well as exemption therefrom.
To establish the right to vote.
To qualify to hold title to, and to buy and sell real estate.
To prove the age at which the marriage contract may be entered into. To extablish the right to hold public office.
To make possible statistical studies of the health conditions.
Your co-operation to the end that all births may be properly recorded will be greatly appreciated.
Blanks for returns of births will be furnished upon application to parents householders, physicians, and registered medical offices as provided in Chapter 46, Section 15, General Laws.

ANNUAL REPORT OF THE BOARD OF SELECTMEN
Fellow-citizens of Scituate:
Many of the matters which annually come to the attention of the Board of Selectmen now fall within the purview of the Department of Public Works, and such matters are contained in that Department's report. There have been, nevertheless, other matters which should be reported.
The anchorage area in Scituate Harbor has been enlarged by several acres due to the dredging. This will provide room for a great many more boats. In addition, new floats were built and placed in the Cole Parkway landing area to accommodate a greater number of small boats and tenders. This space has been rented quite successfully during the first year for nominal amounts, has produced reasonable revenue in relation to the cost, and will probably be extended in another year. Extra patrolling has been provided in order to combat vandalism in the Harbor.
We are pleased to report that foreshore protection work has been ad- vanced by the work done on the sea wall along the North Scituate Beach, and the contract is, at this writing, being let for other foreshore protec- tion work in the area of Third Cliff. Other than emergency work this is the first type of work which the Town has enjoyed for several years, and we hope that it will continue in order to protect our valuable shore line.
The parking area at Peggotty Beach has been enlarged as has the park- ing area at Egypt Beach. It is intended to temporarily cover the Egypt parking area with an oil surface at this time, and it is hoped that this Egypt parking area will attract more of the visitors.
Scituate has been brought within the Massachusetts Bay transportation area and will henceforth be subject to an assessment for its share of the costs. It is not clear yet how Scituate will benefit very directly from present plans; however, for several years there has been a rough line showing a roadway from the Expressway through the Hingham Ammuni- tion Depot and entering Scituate near the Scituate-Cohasset line. There is no indication that this can be expected immediately, but it is a rather definite plan when and if money becomes available for this work.
The Selectmen will enter an article in the Town Meeting Warrant cal- ling for the purchase of all of the land owned by the New Haven Railroad in the town of Scituate. This project came up at the last Town Meeting, and the Selectmen were authorized to enter into negotiations. The Board is convinced that the land should be taken at this time, that it is exceed- ingly valuable to the Town for many purposes, and that if the continuity of this section of land is broken by sales of small portions to individuals, the Town will have lost a valuable asset.
Dogs may be man's best friend, but you could not prove it by the com- plaints that we receive almost weekly-complaints of bites, attacks, nui- sance, damage, and intimidation. Unfortunately, the complaints have frequently led to dissension among neighbors, but our primary concern is the protection of the safety of the people, and it will continue to be the

policy of the Board to order immediate restraint, and if necessary de- struction, of animals which threaten this safety.
During 1964 our Presidential elections pointed up a problem, in that the counters were required to count throughout the night until late in the morning following the day of the election. The Board has considered vot- ing meters and the addition of personnel. Of course this problem will not arise again in such magnitude for 4 years, but we think arrangements must be made so that the counters at any election will not be required to work unreasonable lengths of time.
We will miss retired Town Clerk Bill Wade, with whom we have had many pleasant years of association.
In the course of a year, we have occasion to deal with a number of boards and officials, and we are favorably impressed with the abilities and friendliness of almost all, but we think it is warranted that we should single out for particular comment our Personnel Board, which has done an ex- ceedingly good job for the Town. We are especially impressed with the abilities of the persons serving on the Personnel Board and the accumula- tion of facts and statistics which back up their recommendations.
Our meetings, which are scheduled weekly on Tuesdays, are open meet- ings, and we appreciate the attendance of many of the Townspeople at these meetings to assist with their suggestions and comments. We invite all to participate to the fullest extent in Town government by attending our meetings and the meetings of other Boards. We wish to acknowledge the cooperation of the many Townspeople and Town officials with whom we have had contact through the year who have contributed so measurably to making our year pleasant and successful.

In its first year of operation, the Department of Public Works has been required to consolidate the functions previously under five separate De- partments: Engineering, Highway, Park, Tree and Water. It is not easy in any endeavor to change over from traditional and historical status to a new and somewhat unknown form or organization. Your Commissioners have recognized the close involvement of past methods of operation, ex- isting facilities and, most important, present personnel. We are pleased to report very satisfactory progress in bringing about this consolidation. Credit for this progress must be given to Superintendent Bamber, Division Supervisors and the cooperation of the personnel in all Divisions of the Department.
We think our greatest progress in the first year has been in the area of central budgeting and purchasing control. It is noteworthy that the D.P.W. in 1964 spent some $13,000. less than the combined expenditures of the separate Departments in the prior year :- even though the D.P.W. made a large expenditure ($30,000.) for capital equipment. This saving to the Town has not been made at the expense of depletion of inventories or deterioration of service. During the current year we have operated on the basis of no hire, no fire policy. We will continue to operate insofar as possible with our present personnel, but in view of the expanding nature of our services, more miles of road, more water services, larger areas of public grounds around schools, etc., we cannot say that new personnel will not be necessary. We have followed the policy of contracting for size- able jobs.

In the future we will strive for further flexibility by interchange of personnel and equipment; central radio communication; possible central location of facilities. The D.P.W. should be looking to take over certain other functions dealing with the physical facilities and services of the Town, such as maintenance of public buildings, collection of garbage and possibly rubbish. (In conference with the Board of Health, it was agreed that the Board of Health would retain supervision of the garbage contract and dump for at least one more year.)
