To the Commissioners of Public Works


Gentlemen:


The transitional period in converting the several departments into a consolidated Public Works has required considerable time and effort over and beyond the regular working periods. A great deal has been accom- plished and much remains to be done. However, I am convinced that sav- ings have resulted without curtailing services, reducing stock inventories or plant and equipment maintenance.


Our equipment, after nine months of consolidation, is vastly improved and I recommend that in 1965 additional equipment, including a Public Grounds Division Winch Truck, a three-quarter ton Pick-up Truck, two Hydraulic Sprayers and a 1959 Highway Truck be traded. The two Sprayers will replace old equipment that was burned and upon which insurance in the amount of $1,700. has been paid to, and deposited in, the Town Treas- ury. It is also recommended that an additional Sander be purchased. Sound business procedure indicates that vehicles be traded after five years, or 75,000 miles (special equipment excluded). The purchase of costly heavy equipment is not recommended as the overall need for same is periodic. It is recommended that special projects requiring heavy or specialized equipment be contracted for in order that the projects can be quickly expedited with a minimum of inconvenience to the citizens.


Consideration should be given to the purchase of land as a site for a consolidated Public Works building even though it may be financially im- possible to build for several years.


It is also recommended that large tracts of land be acquired for water resources, recreation and conservation purposes.

I wish that consideration be given to hiring a full time assistant to aid the Town Surveyor. Under our new procedure all projects must be laid out and estimates made before the work begins. With the advent of sew- erage, additional engineering assistance will prove a necessity.


I am deeply appreciative to the Commissioners, Division Supervisors, Town Surveyor and my Secretary for their willing and able assistance so freely given during this somewhat hectic conversion period. Our thanks to the other Departments for their cooperation and to the Police Depart- ment for their watchfulness during the night and snow-storm warnings.

Superintendent's Report


To the Citizens of Scituate:


The Department of Public Works submits its First Annual Report for your perusal and careful consideration. This Department became opera- tive on April 1, 1964 in accordance with the Town's acceptance of Chapter 41 of the General Laws, Sections 69C and 69F, inclusive.


STATE AID PROJECTS - Phase I of the Driftway-Kent Street Chapter 90 project has been completed and the contract for the second phase has been awarded to the lowest bidder in the amount of $98,630.10. Construc- tion will commence early in 1965.


During 1964, in accordance with Chapter 822, Acts of 1963, the Town of Scituate received $23,592.06 direct State aid for local highways, said sum being allocated for the permanent construction of First Parish Road from Stockbridge Road easterly to Front Street and for the permanent construc- tion of Brook Street. First Parish Road has been completed and Brook Street will be resurfaced upon the completion of the installation of the new 8" transite water main and house service connections.


In July a portion of the Surfside Seawall collapsed requiring immediate action. Contracts were prepared in conjunction with the State and repairs are practically complete. The cost of this project will be approximately $54,000.


It is our intent to take advantage of every available aid, County, State or Federal, that is practical for the Town.


SPECIAL PROJECTS - During 1964 a new gravel-packed well was partially constructed off Maple Street and it is our hope that sufficient funds will be appropriated to complete this project early in 1965 in order that this new source can be used during peak load conditions.

EQUIPMENT - During 1964 the following new equipment was purchased to replace old and obsolete units:

PURCHASING PROCEDURES - The following items were purchased, under competitive bidding procedures. All equipment, Bituminous Mac- adam, Road Asphalts, Sand, Gravel, Loam, Rock Salt, Drainage Pipe, Water Pipe, Meters, Tires, Paint, Fertilizer and a continuing contract for Gasoline and Oil. Other smaller purchases were made after receiving three quotations.


PROJECTS LET OUT UNDER CONTRACT - The following projects were awarded to contractors after advertising and opening of sealed bid proposals: 1


First Parish Road Sidewalk from Municipal Grounds easterly to Country Way - 2,400 feet.


Ann Vinal Road Sidewalk from Pleasant Street northwesterly to Hollett Street - 1,850 feet.


Rebuilding Senior High School Football Field - 360 feet by 160 feet.


Laying 2,400 feet of 8" transite Water Main on Brook Street to replace old and corroded 6" cast iron main.


Cleaning beaches at Egypt, Sand Hills, Peggotty and Humarock - 7 days a week for 12 weeks.


Cleaning Restrooms at Minot Beach, Community House at North Scituate and Cole Parkway.


Construction of a 12" gravel-packed well - 90 feet deep.


DIVISIONAL REPORTS


ENGINEERING DIVISION


On April 13, 1964, John F. Caulfield took over the duties of the newly created position of Town Surveyor. Mr. Caulfield is a Registered Land Surveyor with twenty years experience in the surveying and engineering field. In the past nine months he has done a most creditable job.


During 1964 the Engineering Division completed surveys, layout plans and descriptions of the following streets for acceptance as Town Ways:

Total lineal feet added to the Highway Complex is 8,680 feet or 1.65 miles.


Specifications, plans and surveys were made for the sidewalks on Ann Vinal Road and First Parish Road and for the Scituate High School Foot- ball Field.


The Assessors Maps have been brought up-to-date including street numbering, subdivisions and all lot changes. Zoning maps were revised, printed and colored and drainage study of Rosa's Lane area was completed in order to determine the Betterment cost prior to acceptance.


This Division has furnished services to the Highway Division (survey, lines and grades for 2,500 feet of pipe and 22 catch basins), Water Division (survey and grades at new Well Site), School Department (detailed plan of High School Lot) and the Board of Health (revised Town Dump area). Also, Engineering services have geen given to the Planning Board in connection with a Zoning Questionnaire from the Massachusetts Federation of Plan- ning Boards relative to the usages in all zones and areas of lakes, ponds, playgrounds, cemeteries, municipal services, marshes, beaches, libraries and historical sites and the Town Dumps, etc. Also, considerable time has been given to viewing new developments. Engineering services have been at the disposal of all other Town Departments requiring same.


HIGHWAY DIVISION


The Highway Division during the year 1964 completed construction on the First Parish Road Project under Chapter 822, Acts of 1964, and also installed 931 feet of pipe and 9 catch basins on Brook Street, under funds from the same Chapter.


Grading and resurfacing of Meadow Lane, Hilltop Road and Daedalus Circle was also completed under the Betterment Act.


Approximately 21.4 miles of road were oiled and sand treated.


DRAINAGE - 2,503 feet of pipe was laid and 22 catch basins were con- structed. The drainage program should be accelerated in future years.


STREET SWEEPING - Ninety-one miles of accepted Town Highways were originally swept and many roads received a second sweeping. Also, all paved parking areas were cleaned and swept.


STREET PAINTING - Five hundred gallons of White Traffic paint and two hundred seventy gallons of Yellow paint, covering in excess of 42 miles were applied to the Highways by outside contractors.

STREET AND TRAFFIC CONTROL SIGNS - Approximately 102 signs and standards were purchased and erected on the Highways. The amount of vandalism to street signs has reached serious proportions and it is recommended that in the future the number of additional signs be held to a minimum.


CATCH BASIN CLEANING - Eight hundred twenty-five catch basins were cleaned by the Eductor Method. This method handles the cleaning by a flushing and suction action in one operation. It is recommended that the use of this method be continued. Approximately 150 catch basins were cleaned by Highway Division labor.


SIDEWALK RESURFACING - 3,548 feet of Sidewalks were resurfaced during 1964.


ROAD RESURFACING - During 1964, 3,340 feet of roads were re- surfaced including Norwell Avenue (Edgar to Garden), Jericho Road and a portion of Hatherly Road.


GUARD RAILS - Approximately 900 feet of old wooden guard rails were replaced by concrete posts made at the Highway Division Garage during the winter months.


PATCHING - About 800 tons of Bituminous Patching was used to fill holes and broken shoulders.


BRIDGE AND CULVERTS REPAIRS - Repairs involving grouting to the foundation were made to the Edward Foster Road Bridge. Major repairs were made to the culvert under Grove Street and the culvert under Country Way at the Old Oaken Bucket Pond. We must be prepared to make exten- sive repairs to the Edward Foster Bridge in the near future.


WATER DIVISION


Following is the report of the Public Works Department, Water Division recording of work accomplished during the year 1964.


The long range water main replacement program of two thousand or more feet per year was carried out by installing an 8" transite main on Brook Street from Front Street to Stockbridge Road, a distance of approxi- mately 2,400 feet.


During the Spring of 1964 a gravel-packed well was installed on land acquired under Article 19 of the 1964 Warrant and a water main was in- stalled from the well site to, and connecting with the existing main on Old Forge Road. The foundation for the pumping station around the new well was also constructed. It is hoped this new well will deliver over 500,000 gallons per day.


A new telemetering system was installed during the summer, with the assistance of members of the Fire Department, which records accurate elevations of the water in our standpipes at all times.

Exploration work was carried out with no success. Seismic surveys showed bedrock in one locality so shallow that it did not warrant the ex- penditure of funds for drilling, and test borings that were made in other locations produced only a small volume of water. However, we must continue exploring all available areas that are left within the Town.


We realize that in the very near future all towns on the eastern sea- board that depend on gravel-packed wells as a source of supply will not be able to meet the ever increasing demands. The Resources Commis- sion is exerting every effort to find new sources of supply for these areas, which may result in the formation of a Southeastern Water District.


During 1964 we entered our second year of drought. Our water table dropped to an all time low, and we had to declare a state of emergency during the summer months. The rainfall deficit for the two-year period is 16.24 inches.


Due to the fall-off of new construction we were able to raise many gate boxes and test control valves and hydrants, a project we had hoped to do for a long time.


A detailed table of the year's accomplishments follows this report in- cluding all capital expenditures.

PUBLIC GROUNDS DIVISION


Under Public Works we have the direct consolidation of two former departments; namely, the Park and Tree. This consolidation has proved to work out exceptionally well as it allows for a normal interchange of manpower.


Our first year proved to have less than normal problems insofar as we had no hurricanes, an exceptionally dry summer, requiring a small spraying program. We were not invaded from the North and West by the canderworm, ticks, elm tree beetle, fall web worm, gypsy moth

and the Japanese beetles. Hence, the insect problem was not as serious as anticipated.


The mowing program was somewhat curtailed due to the drought. How- ever, with the addition of the new Hatherly School grounds we now have 122.5 acres in mowable area. This area is represented by approximately 40 plots in different locations.


All grass plots, shrubs, bushes and garden plots were cared for as needed.


The Lawson Park wading pool was used more than usual requiring con- siderable attention and water. It is recommended that a filter recirculat- ing device be installed next year.


The Beaches presented the usual problems of kelp, rock-weed, broken glass, etc. It is hoped that next year the Lifeguards can be utilized to assist the Contractor during the day.


The Tennis Courts are very popular and we plan to resurface those in need of repair. It is hoped that some work can be done on the Little League playing fields.


Many of the buildings under the jurisdiction of this Department are in need of repairs, including the Old Scituate Lighthouse, Beaver Dam Road buildings, Comfort Stations, etc. The Comfort Station at Cole Parkway is now closed by order of the Board of Health. It is becoming increasingly difficult to keep these operative.


The Lawn areas were limed and fertilized, soil samples taken and analyzed resulting in a change of fertilizer for 1965.


We planted 160 new shade trees along our roadsides and due to the dry summer it was necessary to water them on two occasions.


During 1964, 171 diseased Dutch Elm trees were taken down, 128 were removed to the Town Pit and burned prior to April 1, as required by State Law. Since September an additional 43 have been cut down and removed to the Pit. Some 37 other dead trees were also removed from our road- sides, 63 stumps were cut below ground level, the holes filled with loam and seeded.


All areas reported requiring insect control were sprayed as well as poison ivy patches along the roadsides. The practice of spraying poison ivy on private property was discontinued on advice of Town Counsel.


The Roadside brush clearing program was carried on as usual with emphasis being placed on corners, near street and traffic lights and dan- gerous locations for highway safety.

REPORT OF THE TOWN COUNSEL


The past year has been a busy one, apart from litigation. The accept- ances of streets present many and time consuming problems. Frequently easements must be procured and recorded, in addition to the labor in- volved in preparing and recording the orders of taking, and so on requires much time and effort.


With the exception of three meetings, which were during my vacation period, i.e., one in May, one in June and one in September, all of the meet- ings of the Board of Selectmen were attended. Of course, and as is in- variably the case, many other meetings of the various Town Boards were attended.
