THE MOUTH OF THE NORTH RIVER LOOKING FROM THIRD TO FOURTH CLIFFS


The mouth of the North River, so familiar to boat owners today, was formed during the Great Storm of November 27, 1898, when a tidal wave broke through the shingle beach between Third and Fourth Cliffs.


Until then, the river flowed toward this beach, turned almost at a right angle and continued three miles south, parallel with Humarock Beach, before joining the South River to empty into the ocean. Humarock thus was separated, as it is today, from the rest of Scituate.


The storm accomplished what North River shipbuilders had planned for many years. In fact, in 1841 John Quincy Adams, who had returned to Congress after being President, visited the area to obtain data he might use to induce Congress to appropriate funds to improve the old outlet to the sea, or better still, to cut a new mouth through the beach between the cliffs. Nothing came of his efforts and shipbuilding on the river, already on the wane for a number of reasons, eventually died out.


More than 1000 vessels were built in river yards from colonial times through the mid-1800's. Prior to 1800, the river was known the world over for its ships, which were designated not as having been built in Scituate, Marshfield, Hanover or Pembroke, but "on the North River". Perhaps the most famous was the Columbia, the first ship to carry the American flag around the world. This was the same ship that explored the Columbia River in Oregon in 1792, and gave that waterway its name.

REPORT OF THE TOWN CLERK


ANNUAL TOWN MEETING


March 16, 1964


A legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs was held at the Scituate Junior High School Gymnasium on Monday, the Sixteenth day of March, 1964 at 7:00 o'clock P.M. The meeting was called to order by Moderator Robert C. Haufler.


The warrant was read by Town Clerk William M. Wade.


The check list was used. Checkers were: Grace B. McPherson, Alice S. Torrey, Catherine E. Levangie, Louise B. Sullivan, Joseph R. Dillon, Jr., Elizabeth Y. Robbins, Jessie M. Story, Daniel J. Queeney, Catherine E. Kennedy, Thelma L. Snow, Dama B. Sherman and Helen T. deAlmeida.


Tellers appointed by the Moderator and sworn by the Town Clerk were: Wendell W. Whittaker, Joseph R. Dillon, Alden H. Mitchell, Herbert R. Dwyer, Thomas A. Kennedy, Gerald E. Dwight and Joseph V. Feeley.


The invocation was given by Rev. Donald W. MacPeek.


ARTICLE 1


To hear the report of the Selectmen or other Town Officers and Stand- ing Committees, and act thereon.


VOTED: To accept as printed in the Town Report.


ARTICLE 2


To choose all the necessary Town Officers other than those elected by ballot, viz: Surveyor of Lumber, Measurer of Wood and Bark, two or more Field Drivers, one Poundkeeper.


VOTED: Surveyor of Lumber and Measurer of Wood and Bark: Russell L. Fish.


Field Drivers: Ernest M. Damon, Alden C. Finnie.


Pound Keeper: Augustus L. Abbott.


ARTICLE 3


To see if the Town will authorize the Board of Public Welfare to con- tract at their discretion for support of the Town's poor, or act thereon.


VOTED: To so authorize.

ARTICLE 4


To see if the Town will authorize the Selectmen to control, regulate or prohibit the taking of eels and any or all kinds of shellfish and sea- worms within the borders of the Town of Scituate and such other authority as is provided in Sec. 52 of Chapter 130 of the G.L., or take action thereto.


VOTED: To so authorize.


ARTICLE 5


Will the Town raise and appropriate the sum of $222.00 for the pay- ment of bills of previous years, said payments to be as follows: 1962 Bill of Scituate Board of Health to Massachusetts Osteopathic Hospital for premature baby, $222.00.


VOTED: To raise and appropriate $222.00. Unanimous vote.


ARTICLE 6


Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and estimated receipts used by the Assessors in fixing the tax rate for the current year.
