REPORT OF THE BOARD OF REGISTRARS
Advertised meetings held for Registration of Voters and Certification of Nomination Papers in 1963:

Continuous Registration of Voters, Chapter 51, Section 33, General Laws -- In towns having six hundred or more registered voters, any person shall be reg- istered during regular business hours on application, except during such time as registration is not permitted by law.
In the year 1963 there were 238 names added to the voting list by registrations, while 491 names were dropped because of deaths and change of residence.
Registered Voters in the Town of Scituate on December 31, 1963, were 6,301.
The attention of interested parties is called to Chapter 51, Section 2, of the General Laws, viz: If the name of a female who is duly registered as a voter is changed by marriage or by decree of court, her right to vote in her former name shall continue until January first next following. Adherence to this law requires every female now on the voting list whose name is changed by marriage or by decree of court to appear before the Town Clerk or at an advertised meeting of the Board of Registrars and re-register as a voter if desirous of continuing to vote in Scituate, as her previous name will automatically be stricken from the list.

REPORT OF TOWN COUNSEL
As the town continues to grow the number of legal problems increases each year. It frequently happens that legal questions arise for which there are no legal precedents so that in attempting to answer them, we are, in effect, "sailing an un- charted sea". All town counsels with whom I have talked have had this experience on many occasions.
Early in February it became necessary for a bill to be enacted by the legislature to arrange for the financing of the proposed restoration of the beach at North Scituate. The Federal Government had agreed to pay one half of the cost of this project, namely $130,000.00, if the remaining $130,000.00 were to be paid by the Town of Scituate, the County of Plymouth, and the Commonwealth of Massachusetts. The Town had raised and appropriated the sum of $65,000.00 (some portion of which might or might not be paid by the County), leaving a balance of $65,000.00 to be paid by the Commonwealth. As the Federal Government would not pay any money, until such time as this project had been completed to its satisfaction, it became neces- sary for the project to be financed, in effect, the Commonwealth was therefore to act as a banker and disburse the necessary funds to complete the work, at which time the Federal Government would reimburse it to the amount of $130,000.00 as agreed.
As the result of a number of conferences with the Department of Public Works, and counsel for the Senate, a Bill was drafted which was filed in the Senate by Sen- ator Holmes. Subsequently it was passed by both the House and the Senate.
The volume of litigation, both on behalf of the town, as well as against it, also seems to increase from year to year.
During 1963 two cases involving appeals from decisions of the Zoning Board of Appeals on petitions for variances were tried at length in the Plymouth Superior Court. In both cases the Court upheld the decisions of the Zoning Board of Appeals.
A temporary restraining order was obtained by an unsuccessful bidder enjoining the Board of Selectmen from awarding a contract for the purchase of several motor vehicles to the successful bidder. At the hearing held in the Superior Court in Boston on the return day of the order of notice the Court vacated the restraining order, so for all practical purposes this litigation has been concluded.
A. very troublesome case brought by a Boston hospital against the Town for hos- pital services for some $1,000.00 rendered to a minor was settled by working out an arrangement under which the Welfare Department paid $100.00, and the balance of the settlement was paid by the patient's father, who borrowed the money from his employer.
There are quite a number of other cases which are pending in court. Some of these cases may be dropped, discontinued, or dismissed. Others may be settled eventually. The remainder will probably have to be tried in due course when they are reached for trial.

TOWN OF SCITUATE ANNUAL REPORT
Advice and opinions, both oral and written, have been given to the various de- partments of the town on many occasions. Substantially all regular meetings of the Board of Selectmen were attended. Upon request meetings of the other Boards were attended as well.
The splendid co-operation of the heads of all of the Town Departments has been greatly appreciated.

REPORT OF THE WATER COMMISSIONERS
With the establishment of a Public Works Dept. thereby abolishing the positions of Water Commissioners, we submit our final report.
A new standpipe was contracted for and completed during 1963. This addition of 1,280,000 gallons storage to our water system during one of the driest seasons on record was certainly one of extreme importance and prevented a drastic restriction on water use, especially with hoses and sprinklers. Conservative use of water is a must at all times.
The meter program is starting in its 4th year with a little over 60% of the Town already metered. We have established a program to meter the entire town over a period of 10 years to prevent a large expenditure in any one year.
The income from the sale of water each year was estimated to decrease with the installation of meters but at the present it has shown a slight increase partially due to the large excess bills of some of the new residents.
The exploration for water each year is a must. Land is becoming scarce and water is getting more difficult to locate. We have been fortunate this past year to find another source of supply and money will be asked for this year to develop and induct this source of supply into our system.
It is hoped that another 500,000 gallons per day will be available from this well.
To Mrs. Edith Manson, our loyal employee who retired December 31 after 18 years of faithful service, we send our wishes that she may enjoy many happy years of leisure.
To the other Departments in the town we say thanks for the many years of co-operation which helped make Scituate the Town we all love and admire.

REPORT OF THE WATER SUPERINTENDENT
To: The Water Commissioners of Scituate
Gentlemen:
Following is the thirty-second annual report to the Scituate Water Commis- sioners recording the work accomplished during the year of 1963.
In accordance with our long range water main replacement program the water main on First Parish Road has been completed from Cudworth Road to Kent Street and connects with the new water main on Edward Foster Road to Second Cliff.
On June 16, 1963 the new water tower on Pincin Hill was completed and put in operation. This new tower has a capacity of 1,280,000 gallons and this additional supply helped maintain more even pressure throughout the peak loads of the summer.
Exploration work was carried out during the summer and a supply with an estimated yield of 500,000 G.P.D. of good quality water was found on the south side of the Wasco, Inc., property near the Herring Brook.
