The scope of the task is such that a three to four year time span will un- doubtedly elapse before the production of skeleton guides, can be completed.
Guidance Services
The area of pupil guidance services and counseling should be viewed as be- ginning with kindergarten and ending two to four years after graduation from high school. It is only thru adequate guidance services that realistic paths and programs can be set for our youth to reach their individual goals.
Scituate again has made progress in this area at the secondary level but needs additional staff and programs in the elementary and junior high school.
School Plant
Inadequate school housing is one of the unmet needs facing Scituate today. This has resulted in overcrowded classrooms, the use of substandard spaces within our present facility and a limitation on the kind of educational program that can be offered.
This is a double-edged sword --- it is difficult for the professionally trained, competent teacher to perform at optimum and it also reduces the attractiveness

of the educational climate to those who might be prospective teachers. The ade- quacy of school facilities in addition oftentimes is the "magnet" that attracts or repels a discerning future resident.
Scituate has made substantial efforts in providing for the unmet needs in school housing. I suggest, however, that the time lag between the identification of the need and its resolution should be shortened. Immediate action should be taken to provide additional school housing facilities sufficient to provide equal educa- tional opportunity for all children.
School and Community Relations
The art of communication by the school with its publics is one that has yet to be mastered.
It will be a major area of concentration by the superintendent and those re- sponsible to use all devices available to inform parents and the public in general about what is happening in their schools.
Channels will be open so that parents individually and collectively will be able to communicate with their schools.
Conclusion:
For the immediate future I suggest these guidelines in our pursuit of ex- cellence.
1. A toughening of the curriculum with a coordinated approach grades K thru 12.
2. Expansion of the guidance and counseling services.
3. A gradual incorporation of the new patterns of the instructional organiza- tion such as the Ungraded Primary, Team Learning and Team Teaching where applicable; and the involvement of the faculties in in-service pro- grams in order to implement these new patterns.
4. A wider use of findings of research and development, especially in the field of technology.
5. A broader involvement of the various publics in the development of the emerging design for education in Scituate.
Scituate presents a climate for learning which is "attuned to the times and the needs of the times." It is my hope that parents, teachers and pupils, in fact the total community, will continue in their pursuit of excellence. The result, I am confident, will be a quality program producing a quality product.

SCHOOL COMMITTEE MEETINGS ARE OPEN
The Scituate School Committee meets regularly at 7:30 P.M. each month, September through June, on the first and third Tuesdays unless announced in the press. Meetings are held in the Administration Building, Cudworth Road, Scituate, and are open to the public.
ADMISSION TO THE SCHOOLS
To be admitted to kindergarten, a child must have reached the age of four years, eight months, on September 1 of the year he is to enter school.
To be admitted to Grade One, a child must have reached the age of five years, eight months, on September 1 of the year he is to enter school.
Children whose birth certificates are dated later than January 1 will not be enrolled.
A vaccination certificate must be presented to the school when a pupil enters for the first time.
A birth certificate must be presented for those pupils whose births were re- corded outside of Scituate.
