OVERSEERS' REPORT.


The Overseers of the Poor submit the following Report of their doings for the municipal year ending March 4, 1872.


On the 7th day of March, 1871, Oliver B. Everett and Eli- jah Penniman, were receiving a full support at the Asylum, which has continued to the present time.


Besides these, other persons have received aid at their own homes, whose names will appear, Benjamin Wheelock has received assistance to the amount of $77.26.


Seth Hastings, has received assitance to the amount of $30.62. Whipple Allen and family in Milford, have been as- sisted to the amount of $79.00.


There has been six tramps fed and lodged at a cost of six dollars at David Adams', and thirty-eight at the Asylum, the expense of those at the Asylum being included in support of paupers at Asylum.


All notices received from other towns for the removal and support of paupers have been rejected, except one from Bos- ton, in relation to Sarah E. Doggett.


March 13th, 1871, the Overseers contracted with Albert F. Sheldon, of Putnam, Ct., to take charge of the Asylum, and manage the farm for one year, from the first day of April en- suing, for the sum of $325 ; for further, particulars see con- tract. .


May 26th, 1871, Sarah E. Doggett, became chargeable in Boston ; her bill for relief amounting to $6.00, was paid, and she ceased to be chargeable.


Sept. 7th, 1871, Albert F. Sheldon, was discharged from the Asylum by the Overseers for misconduct, and Richard Carter,

took his place, and agreed to fulfil his contract the remainder of the year.


Dec. 9th, 1871, Lawrence Wilber came to the Asylum to be supported.


Jan. 20th, 1872, Lucina Coffee became chargeable, and as- sistance was rendered to the amount of $5.10. The Overseers have thus far been unable to ascertain her place of legal set- tlement.

REPORT OF SELECTMEN, ON THE


"MATTER OF PER CENTAGE."


At a town meeting holden March 18, 1871, it was voted as follows :-


" That the Selectmen be directed to audit and examine the Accounts of the Treasurer and the several Collectors, since 1863, in the matter of per centage, and that their Report, having been first read in town meeting, shall be published with the Annual Reports for 1872."


The undersigned, having to the best of their ability, at- tempted to discharge the duties imposed upon them by the above vote, would submit the following report, remarking by the way, that they were unaware, until it was too late, that it was first to be read in town meeting, consequently it now ap- pears, without having first been read, as above voted.


Perry Wood was Collector of taxes for the year 1864, and the amount of Town, State, and County Taxes committed to him for collection, including additional assessments, was $6790.05, and by vote of town, interest at the rate of one per cent. a month was to be added to taxes not paid on, or before July 15th, and per centage, according to Mr. Wood's under- standing of the vote, was to be added only till Dec. 1st, con- sequently no more than 5 per cent. at most would be collect- able upon any tax remaining unpaid after July 15th.

Mr. Wood kept no date of the times that the several taxes were paid to him, and the Selectmen have no data to deter- mine the amount of per centage collected by him, except the Treasurer's Book of Accounts with the several Collectors .- It appears from that, that the amount of per centage collect- ed, and finally charged to him, was $65.62, the receipts now held by Mr. Wood, of the Treasurer for money received for per centage and taxes, agreeing in amount, as the same stand ou tl.e Treasurer's Book.


John G. Metcalf, was Collector for the year 1865. Amount of Town, State and County Taxes, including additional assess- ments, committed to him, was $13320.91, and per centage, at the rate of one per cent. a month, to be added and continued on all unpaid taxes after Aug. 10th. Dates of the time of the collection of all taxes were kept by him, and it appears that the sum of $191.04 was collected as per centage, at rates ranging from one, to twenty-five per cent.


Calvin Butler, was Collector for the year 1866. Amount of Town, State and County Taxes committed to him was $4892.06, per centage to be added to unpaid taxes, after Sept. 10th. Dates of the time of the collection of taxes were kept by him, and C. C. P. Hastings, who finished the collection of the taxes left uncollected by Butler, amounting to $300, from which it appears that the sum of $30.14 has been collected by Butler, as per centage, ranging from one to seven per cent., and by Hastings, the sum of $24.36, at rates ranging from ten to twelve per cent. the sum total collected by both, being $54.46.


Charles C. P. Hastings, was Collector for 1867. Amount of Town, State and County Taxes committed to him, including taxes re-assessed, was $7786.78, per centage to be added after Sept. 10th. No accurate dates of the times of payment of all the taxes were kept by him, some being simply marked " paid," without date. We have therefore, as in the case of

Mr. Wood, no data to determine the amount of per centage collected, except the Treasurer's Book above referred to, from which it appears, the sum of $109.16 has been so col- lected.


Marcus M. Aldrich, was Collector for 1868. Amount of Town, State and County Taxes, including additional assess- ments committed to him, was $6587.04, per centage to be ad- ded after Sept. 10th. Dates of the time of payment of all taxes were kept by him, from which it appears, that the sum of $124.54 has been collected as per centage, at rates ranging from one to thirty three per cent.


Calvin Butler, was Collector for 1869. Amount of Town, State and County Taxes, including additional assessments com- mitted to him, was $7377,33, per centage to be added after Sept. 1st. Dates of the payment of all taxes were kept by him, from which it appears the sum of $125.16 has been col- lected as per centage, at rates ranging from one, to twenty- one per cent.


Francis E. Wheelock, was Collector for 1870. Amount of Town, State and County Taxes committed to him was $8162.72, per centage to be added after Sept. 10th. Dates of the time of payment of all taxes have been kept by him, and it appears, that up to Dec. 10th, 1871, the sum of $123.49 has been collected as per centage, at rates ranging from one, to sixteen per cent., no part of which sum has yet been charged to him by the Treasurer, and does not make a part of the per centage with which the Treasurer has charged himself the present municipal year.

The Selectmen close their Report by recommending to the town the passage of the following votes :-


1st. Voted, That the Assessors in future, be directed to procure for the use of Collectors of Taxes, Books ruled with two paralell columns, for the entry, against each persons tax, of the date of payment and the amount of per centage, if any, collected, and that Collectors be directed to make in all cases, the appropriate entries against each tax.


2d. Voted, That the Selectmen examine the Collector's Books monthly, and ascertain and report to the Treasurer, from time to time, the amount of per centage collected.


3d. Voted, That in all cases, the Treasurer in his receipts to Collectors, specify the amount that is received as per centage, and that he be directed to charge all Collectors with the per centage so receipted for, at the time of receiving the same.
