TOWN WARRANT.


WORCESTER, SS .- To the Constable of the Town of Mendon, in the County of Worcester, GREETING :


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the town of Mendon qualified to vote in elections and in town affairs, to meet at the town hall, in said Mendon, on MONDAY, the third day of March, next, punctu- ally, at ten o'clock A. M., to act on the following articles, viz. :


ART. 1. To choose a Moderator to preside in said meeting.


ART. 2. To hear the reports of the several town officers and committees, and act thereon.


ART. 3. To choose all necessary town officers for the year en- suing.


ART. 4. To raise such sums of money as are necessary to de- fray town charges, and make appropriations of the same.


ART. 5. To determine the manner of repairing the roads and bridges in said town the year ensuing.


ART. 6. To see if the town will require the school committee annually to appoint a Superintendent of schools.


ART. 7. To see if the town will vote to accept the list of jurors reported by the Selectmen, or make any alterations in the same.


ART. 8. To see what measures, if any, the town will adopt to secure the speedy collection of taxes.


ART. 9. To see if the town will vote to continue the High School.


ART. 10. To see if the town will authorize the Treasurer to hire money to pay current expenses for the municipal year com- mencing March 3d, 1884, in anticipation of the collection of the taxes.

ART. 11. To see what measures, if any, by borrowing money or otherwise, the town will take for the redemption of town bonds maturing during the municipal year commencing March 3d, 1884.


ART. 12. To bring in their ballots "Yes" or "No" in answer to the question, "Shall licenses be granted for the sale of intoxicat- ing liquors in this town ?"


ART. 13. To order and prescribe by vote of the town the manner in which meetings of the town for elections and town busi- ness shall hereafter be called and notified.


ART. 14. To see if the town will vote to sell any of its land to John Barry, or act in any way in relation to such sale.


ART. 15. To see if the town will authorize and direct the al- teration and reconstruction of the stairs and entrance to the Town hall, or act in any way in relation to the same.


ART. 16. To see if the town will authorize and direct spe- cial repairs on the road leading from the house of Dr. J. G. Met- calf to Milford town line, and raise and appropriate money for the same, or otherwise act in relation to such repairs.


And you are directed to serve this warrant, by posting up attest- ed copies thereof at each of the following places in said town, seven days at least before the time of holding said meeting : At the post- office, and on the door of the school-house in Albeeville, and at the post-office at South Milford.


Hereof, fail not, and make due return of this warrant, with your doings thereon, to the Selectmen or Town Clerk, before the time of meeting aforesaid.

OVERSEERS OF POOR REPORT.


The Overseers of the Poor submit the following report for the municipal year, ending March 2, 1885. Lawrence Wilber, Elijah Penniman, until September 5. Mary Hayward and Olive Hay- ward have received a full support. Charles H. Allen, Edna Allen, John Lane and wife, Mary C. Taft, Mary Kirby, the families of Jennie Tucker, Daniel Cunningham, Hugh Crawford, Henry Moore. Francis R. Scisco, Henry Wilson, (living in Spencer) ; Walter S. Wilson, (living in Athol) having a settlement in Mendon ; Henry H. Parkhurst, and Horace A. Parkhurst, having a settlement in Blackstone, Hiram. Wilson and Joseph F. Wood, belonging to Ux- bridge, Edward Shanley, having no settlement in the state, have received a partial support.


March 20, 1884. the Overseers contracted with Davis Hill to board and take care of all who may require a full support for the year beginning April 1, 1884, for $3 per week, for each person so cared for. Also agreed with Nancy S. Huse to board and clothe Edna Allen for the year ending April 1, 1885, for the sum of $1 per week, for the first six months ; $1.50 per week for the last six.


The Overseers charge themselves with the receipt of the fol- lowing named funds belonging to the town :

FOURTH ANNUAL REPORT OF TRUSTEES OF THE TAFT PUBLIC LIBRARY.


The Trustees have to report the continued usefulness and pros- perity of the Library. The Board reorganized April 19, 1884. The Purchasing Committee have purchased during the year new books to the amount of $89.30, and hope the selection of the same has been generally acceptable. The labors of the Librarian have been satisfactory, alike to the Trustees and to those who have availed themselves of the privileges of the Library, and we take pleasure in announcing that her services have been secured for the ensuing year.


The Trustees were deeply grieved to learn of the sudden de- cease of Mrs. Susan E. Huston, the founder of this Library, which occurred at Providence, R. I., on the 4th of July last. They met at the Library rooms, July 5, and passed resolutions of respect and sympathy, which were spread upon the records of the Trustees, a copy sent to the bereaved family, and they were also published in the Milford Journal. The portrait of Mrs. Huston hanging in the Library room, was draped.


On Sunday, August 10, a sermon commemorative of Mrs. Hus- ton was preached by Rev. Carlton A. Staples of Lexington, Mass., before a large gathering of her friends and acquaintances, in the Unitarian church in this place. It was a fftting eulogy, with many illustrations showing her praiseworty character and her great use- fulness in the various conditions of life through which she passed from her early days to the latest period of her earthly career.


The Trustees expect to obtain, by the kindness of Mr. Staples, a manuscript copy of this sermon, which can be bound and kept in the Library, or the sermon may be printed, if hereafter deemed ad- visable, that all who desire to know of the life of this noble woman may have the means to do so, at command.


November 4, the Town instructed the Trustees to place a tab- let to the memory of Mrs. Huston on the walls of the Library room, and one from the works of Mr. A. C. Kinney, Milford, Mass., was so placed January 20, 1885.


By reference to the Librarian's report, it will be seen that Mrs. C. A. Joy-Mann, a former resident, and others, have, during the past year, given generous gifts of books and pamphlets to the Li-

brary. To all such, we would tender the grateful thanks of our citizens.


The annual examination of the books by the Trustees, was made February 10, 1885. The books were all accounted for, and the Library ordered to be reopened February 14.


The appropriation of $150 for the ensuing year, is recommended.

LIBRARIAN'S REPORT.


TO THE TRUSTEES OF THE TAFT PUBLIC LIBRARY :


The fourth annual report of the state of the Library, is hereby respectfully submitted for your consideration.


The Library opened for the delivery of books, Feb. 9, 18~4 The whole number of books borrowed up to the first of February, 1885, fifty-two weeks, was 4,778, viz : Agriculture, 52 ; Biography, 192 ; History. 307; Travel, 327; Education, 28 ; Poetry, 58 ; Mis- cellaneous, 173 ; Novels. 3,345 ; Periodicals, 296.


Seventy per cent. of those taken, were works of fiction. The average number borrowed each library day, was a fraction less than 92. The smallest number taken any day was 71, and the largest number 128.


The whole number of borrowers during the library year, was 315.


The additions to Library from all sources during the year, are 170 voluines.


Of these, 83 were purchased and 87 donated. The entire num- ber of books in the Library, is 2131.


The Library has been generously remembered, and we would gratefully acknowledge the donors : From Mrs. Charlotte A. J. Mann, 71 volumes, 81 periodicals, 6 pamphlets ; Henry Peirce, E. A. Snow, A. C. Stockin, I. N. Tarbox and Town of Mendon, 1 volume each ; Theodore Lyman, 11 volumes, 158 pamphlets ; De- partment of the Interior, 13 pamphlets ; J. T. Cassino. 10 pam- phlets ; Henry Capron, 2 pamphlets ; the Mendon Book Club, 36 periodicals. A small magazine has been sent monthly by the Sha- ker societies.
