Report of Town Accountant


During the past year payments to the amount of $37,918.92 have been made on bills, approved by the various departments of the town, of which I have kept an itemized monthly account, also an itemized account of the receipts of the Town, from various sources, as rendered by the Tax Collector, Treasurer and Depart- ment heads. Have also examined all Trust Fund accounts, Records of Assessors, Tax Collector, Treasurer and other minor Town offices, all of which accounts and records appear to be correct.


I have endeavored to keep my accounts in conformity with the forms prescribed by the State Bureau of Statistics, and in so doing have found it necessary to make some changes in the ar- rangement of the Annual Report, This applies especially to what is known as our Town Expense Account. I trust, however, that the report will be found correct and that in making up ap- propriations for the coming year the same line of arrangements will be followed.

Report of Cemetery Commissioners


TO THE CITIZENS OF THE TOWN OF LYNNFIELD :-


The Cemetery Commissioners hereby submit to you the re- port of their department for the municipal year ending February 1,1913.


The Commissioners endeavor to accomplish at least one per- manent improvement each year in addition to the general work.


'This year new iron gates were placed at the entrance to the Forest Hills Cemetery. It replaces an old wooden gate, and improves the appearance of the cemetery very much.


The work on the grove at Willow Cemetery has been con- tinued, and now it is practically free from all small growth and underbrush ; in fact, the larger part of it has been burned over.


The Commissioners discussed at their last meeting the advi- sability of advancing the price of cemetery lots from ten dollars to fifteen dollars each, and have since decided to charge fifteen dollars for each lot.


The usual care has been taken to keep the cemeteries in good condition. The cemeteries have been mowed and the endowed lots well taken care of.


There are many improvements which are still necessary and, in order to carry on the work successfully. an appropriation of one hundred dollars ($100), in addition to the unexpended bal- ance, will be required. As in the past, the Commissioners are working harmoniously and earnestly in the interests of the ceme- teries.

TOWN WARRANT


ESSEX, SS.


To eithur of the constables of the Town of Lynnfield, in said County of Essex, GREETING.


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and in town affairs, to meet at the town hall in said Lynnfield on Monday, the tenth day of March, 1913, at 11.30 o'clock in the forenoon, then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year, chosen in this man- ner; also to bring in their votes" in answer to the question : Shall license be granted for the sale of intoxicating liquors in this town? the form of ballot in answer to that question to be Yes-No.


The polls on this ballot to open at 11.30 a. m. and close at 4.00 o'clock p. m. unless otherwise ordered by vote of the town.


Upon a separate ballot for the use of women qualified to vote, according to law, to vote for members of the School Com- mittee, to bring in their votes for one member of the School Committee for a term of three years. Also to act on the fol- lowing articles :


Article 1. To choose a Moderator to preside at said meeting.


Art. 2. To act upon the reports of town officers as pub- lished.


Art. 3. To choose all town officers not required to be chosen by ballot.

Art. 4. To see if the town will authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the taxes of the municipal year, beginning February 1, 1913, and to issue a note or notes there- for payable within one year, and debt or debts incurred under this vote to be paid from the taxes of said municipal year, and if so, how much ?


Art. 5. To appoint a time when the Collector of Taxes shall settle his account.


Art. 6. To see if the town will authorize the Collector of Taxes to charge interest at the rate of 6% on all taxes not paid November 1, 1913.


Art. 7. To see if the town will revise and accept the jury list as prepared by the Selectmen.


Art. 8. To see what disposal the town will make of the money refunded by the County from the dog tax.


Art. 9. To see if the town will raise and appropriate the sum of one hundred dollars for the observance of Memorial Day and determine how the same shall be expended.


Art. 10. To see if the town will raise and appropriate money for the repair of highways for the ensuing year.


Art. 11. To see if the town will raise and appropriate the sum of four thousand dollars for the support of schools, high school tuition and transportation of scholars.


Art. 12. To see if the town will raise and appropriate the sum of four thousand dollars for town expenses for the ensuing year.


Art. 13. To see if the town will raise and appropriate a sum of money for the use of the Cemetery Commissioners.


Art. 14. To see if the town will raise and appropriate a sum of money to be expended by the Tree Warden.


Art. 15. To see if the town will raise and appropriate a sum of money for the extermination of the elm tree beetle.

Art. 19. To see if the town will raise and appropriate the sum of sum of fifty dollars to put two culverts on Salem street in front of land of A. D. Upton. A. D. Upton and others.


Art. 20. To see if the town will adopt the By-Laws pre- pared by the Committee and presented at the annual meeting in March, 1912, or what aetion it will take thereon.


Art. 21. To see if the town will choose a Finance Com- mittee consisting of five members, or what action it will take thereon.


Art. 22. To see if the town will appoint a Committee to arrange for a Centennial celebration in 1914, or what action they will take thereon.


Art. 23. To see if the town will authorize the Cemetery Commissioners to re-open, in Forest Hill Cemetery, the lots num- bered 32, 33, 118, 119, as avennes, as formerly laid out. Na- thaniel Ross and others.


Art. 24. To see if the town will raise and appropriate a sum of money sufficient to maintain fifty electric street lights in Lynnfield Centre and authorize the Selectmen, or a Committee, to make a contract with lighting company for a term of years .. J. W. Perkins and others.

Art. 30. To see if the town will raise and appropriate a sufficient sum of money to pay for the Ebenezer Parsons estate, to be used as a public playgrond, or what action it will take thereon.


Art. 31. To see if the town will raise and appropriate a sufficient sum of money for transportation of scholars from Pine street and from Gerry's Mill. E. B. Richards.


Art. 32. To see if the town will vote to remodel and enlarge the present school building on Salem street, adopt plans therefor, make a taking in, all of such additional land as may be necessary for the purpose thereof, and make an appropriation or appropria- tions therefor. Art. 33. To see if the town will raise and appropriate one hundred and twenty-five dollars for the extention of the fire alarm system in the South Village, on Broadway as far as L. B. Hay- ward's house, on Salem street as far as the Miss Lynch's house. L. B. Hayward and others.

Art. 36. To see if the town will raise and appropriate the sum of twenty-five dollars for the transportation of voters from the South Village to the Town Hall to the Annual Town Meeting. Elbridge M. Frazier and others.
