Upon a separate ballot for the use of women qualified, ac- cording to law, to vote for members of the School Committee, to bring in their votes for one member of the School Committee for a term of three years.


The Polls on these ballots to open at 11 a. m. and close at 4 p. m. on said March 8, unless otherwise ordered by vote of the Town.


Also to act on the following articles :

ARTICLE 4


To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the financial year beginning January 1, 1915, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1916, in anticipation of the revenue of the financial year beginning January 1, 1916, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1916.


ARTICLE 6


To appoint a time when the Collector of Taxes shall settle his account.


ARTICLE 7 .


To see if the Town will revise and accept the jury list as published by the Selectmen.


ARTICLE 8


To see what disposal the Town will make of the money refunded by the County from the dog tax for the year 1915.


ARTICLE 9


To see if the Town will raise and appropriate the sum of one hundred dollars for the observance of Memorial Day and determine how same shall be expended, or what action it will take thereon.

To see if the Town will raise and appropriate the sum of two thousand dollars, said sum together with the unexpended balance as shown in Town Expense Account to be used for maintenance of General Government, as follows : - Town offi- cers' salaries and expenses, care of municipal buildings, elec- tions and registrations, or what action it will take thereon.

To see if the Town will raise and appropriate the sum of five hundred dollars for the use of the Fire Department for the ensuing year, or what action it will take thereon.


ARTICLE 12


To determine how much money the Town will raise and appropriate for Police work, Sealer of Weights and Measures, Inspection of Barns and Animals, and slaughtering for the en- suing year.

To see if the Town will raise and appropriate the sum of one hundred dollars for the use of the Tree Warden, one-half of this sum to be expended in the planting of shade trees, or what action it will take thereon.

To determine how much money the Town will raise and appropriate for the suppression of the Elm Tree Beetle, and determine how the same shall be expended.

To see if the Town will raise and appropriate the sum of five hundred dollars for the use of the Forest Warden in sup- pression of forest fires for ensuing year and fix the rate of pay per hour for men and horses, or what action it will take thereon.

For the Year Ending December 31, 1915


ANNUAL TOWN MEETING


At the annual Town meeting held March 8, 1915, the following business was transacted.


The polls were opened at 11 o'clock a.m., and the warrant was read by the Town Clerk. The Election Officers were Andrew Mansfield, Jr., Everett Richards, Clarence Hall, John Hamilton, Jr., George H. Blanchard, John M. Lynch.


Article 1. Rutherford E. Smith was elected by ballot for Moderator of this meeting. Warren Newhall made a motion, which was duly seconded, that we act on no more articles until after 12.30 p.m.


Voted.


Art. 2. To act on the reports of the Town Officers as pub- lished.


Voted to accept the reports of Town Officers as published, also that the unexpended balance shown in Town Expense Account of $559.03 be appropriated for an Emergency Fund and that all other unexpended balances be appro- priated to the departments in which they are shown.


Art. 3. To choose all Town Officers not required to be chosen by ballot.


Voted that they be the same as last year namely: Five Surveyors of Lumber, William E. Roundy, Fred Skinner, Isaac H. Mitchell, Andrew Mansfield, John Ross. That the same men serve as Wood Measurers and that the Selectmen serve as Field Drivers and Fence Viewers and that the Chairman of the Board act as Pound Keeper. (William F. Gerry appointed Oct. 12, 1915 as weigher of Merchandise.)

Art. 4. To see if the Town vote to authorize the Treasurer with the approval of the Selectmen to borrow money in anticipation of the revenue of the financial year beginning January 1, 1915 and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. Voted.


Art. 5. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money on and after January 1, 1916, in anticipation of the revenue of the financial year, beginning January 1, 1916, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1916. Voted.


Art. 6. To appoint a time when the Collector of Taxes shall settle his account.


Voted that he shall settle his account on or before December 31, 1915.


Art. 7. To see if the Town will revise and accept the Jury List as published by the Selectmen.


Voted to accept the Jury List as published.


Art. 8. To see what disposal the Town will make of the money refunded by the County from the Dog Tax for the year 1915.


Voted it shall be used by the Library Trustees.


Art. 9. To see if the Town will raise and appropriate the sum of one hundred dollars for the observance of Memorial Day and determine how same shall be expended, or what action it will take thereon.


Voted to be expended under the direction of Isaac H. Mitchell.

To see if the Town will raise and appropriate the sum of two thousand dollars, said sum together with re- ceipts of department to be used for the maintenance of General Government as follows: Town Officers, Salaries and Expenses, Care of Municipal Buildings, Elections and Registrations or what action it will take thereon.


Voted the sum of two thousand dollars together with any receipts which may occur, for the maintenance of General Government.


Art. 11. To see if the Town will raise and appropriate the sum of five hundred dollars for the use of the Fire Depart- ment for the ensuing year or what action t will take thereon.


Voted the sum of four hundred dollars together with the unexpended balance.


Art. 12. To determine how much money the Town will raise and appropriate for Police work, Sealer of Weights and Measures, Inspection of Barns and Animals and Slaughtering, etc., for the ensuing year.


Voted the sum of $275.00 for Police work, Sealer of Weights and Measurers, Inspection of Barns and Animals, and" Slaughtering, this sum also to include the Board of Health.


Art. 13. To see if the Town will raise and appropriate the sum of $100.00 for the use of the Tree Warden, one-half of this suni to be expended in the planting of shade trees, or what action it will take thereon.


Voted the sum of $50.00 for the use of the Tree Warden, same to be used at his discretion.


Art. 14. To determine how much money the Town will raise and appropriate for the suppression of the Elm Tree Beetle and determine how the same shall be expended.


Voted the sum of $200 to be used for spraying.


Art. 15. To see if the Town will raise and appropriate the sum of $500 for the use of the Forest Warden in suppres- sion of Forest Fires for ensuing year and fix the rate of pay per hour for men and horses, or what action it will take thereon.

Voted the sum of $350 for the use of the Forest Warden in suppression of Forest Fires for the ensuing year and that persons fighting such fires shall receive fifty cents for first hour and thirty cents thereafter, and for each horse fifty cents per hour for first four hours, and thirty cents thereafter at each fire.


Art. 16. To see if the Town will raise and appropriate the sum of $6,800, said sum together with the unexpended balance of the School Department, to be used for the support of schools, High School tuition, and transportation of scholars for the ensuing year, or what action it will take thereon.


Voted, together with the unexpended balance.


Artl 17. To see if the T wn will raise and appropriate the sum of $200 for the Public Library, one-half of this amount to be used for the maintenance of the Branch Library or what action it will take thereon ..


Voted the sum of $100, one-half of this for the Branch Library at South Lynnfield.


Art. 18. To see if the Town will raise and appropriate the sum of $3,400 for the repair of highways and street oiling or what action it will take thereon.


Voted the sum of $3,000 together with the Excise Tax and unexpended balance.


Art. 19. To see if the Town will raise and appropriate the sum of $2,500 to be used in straightening and relocating Salem Street from the Wakefield line to Lawrence's corner as recommended by the Essex County Commissioners or what action it will take thereon.


Voted to indefinitely postpone.
