Records of Town Meetings For the Year Ending December 31, 1916
ANNUAL TOWN MEETING
The election officers for the meeting were :- Warden, Charles J. Bolton; Clerk, Andrew Mansfield, Jr .; Tellers: George L. Blanch- ard, Clarence A. Hall, George H. Carder.
At the annual town meeting, March 13, 1916, the following business was transacted.
The polls were opened at 11 o'clock A. M. and the warrant read by the town clerk.
Article 1. To choose a Moderator to preside at said meeting. Art 1. Rutherford E. Smith was elected moderator by ballot.
Art. 2. To act upon the reports of Town officers as published. Art. 2. On motion of George H. Bancroft, voted to accept the re- port of Town Officers, as published, and to extend a vote of thanks to the finance committee for their gratuitous service.
Art. 3. To choose all Town officers not required to be chosen by ballot.
Art. 3. On motion of Joseph Smith, it was voted unanimously that all officers not required to be chosen by ballot, be as follows :- Surveyors of lumber, William E. Roundy, John Ross, Frank Newhall. Wood measurers: William E. Roundy, John Ross, Frank Newhall. Field drivers and fence viewers: Board of Selectmen. Pound keepr: Chairman of Board of Selectmen.
Art. 4. To see if the Town will vote to authorize the Treasur- er, with the approval of the Selectmen to borrow money in antici- pation of the revenue of the financial year beginning January 1, 1916, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Art. 4. On motion of Oscar E. Phillips it was unanimously voted that the town authorize the treasurer with the approval of the selectmen to borrow money in anticipation of the revenue of the financial year beginning January 1st, 1916 and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of the financial year beginning January 1st, 1916.

Art. 5. To see if the Town will vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money on and after January 1, 1917, in anticipation of the revenue of the finan- cial year beginning January 1, 1917, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year begin- ning January 1, 1917
Art. 5. On motion of George H. Bancroft, it was unanimously voted that the Town does authorize the treasurer, with the ap- proval of the Selectmen, to borrow money, on and after Janu- ary first, 1917, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of the financial year beginning January 1st, 1917.
Art. 6. To appoint a time when the Collector of Taxes shall settle his account.
Art. 6. On motion of George H. Bancroft it was voted that the collector of taxes shall settle his account on or before Decem- ber 31, 1916.
Art. 7. To see if the Town will revise and accept the jury list as published by the Selectmen.
Art. 7. On motion of George E. Herrick, it was voted unanimously that the Town does revise and accept the Jury list as published by the Selectmen.
Art. 8. To see what disposal the Town will make of the money refunded by the County from the Dog Tax for the year 1916.
Art. 8. On motion of E. Harry Gerry, it was unanimously voted that the money refunded by the County from the Dog tax be used for Public Library purposes.
Art. 9. To see if the Town will raise and appropriate the sum of one hundred dollars for the observance of Memorial Day, and de- termine how same shall be expended, or what action it will take thereon.
Art. 9. On motion of Edward Q. Moulton, it was voted that the Town shall raise and appropriate the sum of $125.00 for the observance of Memorial Day, to be expended under the direc- tion of Isaac H. Mitchell.

Art. 10. To see if the Town will raise and appropriate the sum of twenty-five hundred dollars, said sum together with the un- expended balance as shown in General Government Account, to be used for maintenance of General Government as follows. Town offi- cers' salaries and expenses, care of municipal building's, elections and registrations, or what action it will take thereon.
Art. 10. On motion of George H. Bancroft, it was unanimously voted that the town shall raise and appropriate the sum of $2500.00 and the unexpended balance as shown in General Government account, to be used for maintenance of General Government, as follows :- Town officers: Salaries and expenses, care of municipal buildings, elections and registrations. 1
Art. 11. To see if the Town will raise and appropriate the sum of of six hundred dollars for the use of the Fire Department for the ensuing year, or what action it will take thereon.
Art. 11. On motion of William F. Gerry, it was unanimously voted that the Town shall raise and appropriate the sum of $600.00 for the use of the Fire Department for the ensuing year.
Art. 12. To see if the Town will raise and appropriate the sum of three hundred and fifty dollars for Police Work, Board of Health, Sealer of Weights and Measures, Inspection of Barns and Animals and slaughtering for the ensuing year or what action it will take thereon.
Art. 12. On motion of George H. Bancroft, it was unanimously voted that the Town shall raise and appropriate the sum of $350.00 for police work, Board of Health, Sealer of Weights and Measures, inspections of barns and animals and slaughter- ing for the ensuing year.
Art. 13. To see if the Town will raise and appropriate the sum of six thousand dollars, said sum together with the unex- pended balance of the School Department to be used for the sup- port of schools, high school tuition and transportation of scholars for the ensuing year, or what action it will take thereon.
Art. 13. On motion of J. Winslow Perkins, it was unanimously voted that the town shall raise and appropriate the sum of $6000.00 and unexpended balance of the School Department, to be used for the support of schools, High School tuition and transportation of scholars, for the ensuing year.

Art. 14. To see if the Town will raise and appropriate the sum of thirty-five hundred dollars, for the repair of highways and street oiling, or what action it will take thereon.
Art. 14. On motion of George H. Bancroft, it was unanimously voted, that the town shall raise and appropriate the sum of $4000.00 for the repair of highways and street oiling.
Art. 15. To see what action the Town will take in connection with the Massachusetts Highway Commission for the maintenance of Newburyport Turnpike.
Art. 15. On motion of Frank Newhall, it was unanimously voted that the Town shall raise and appropriate, the sum of $350.00 -the Massachusetts Highway Commission to raise a like sum, for the maintenance of Newburyport Turnpike, in Lynnfield.
Art. 16. To see if the Town will raise and appropriate the sum of three hundred dollars for the use of the Forest Warden in suppression of forest fires for the ensuing year, or what action it will take thereon.
Art. 16. On motion of Joseph Smith, it was unanimously voted, that the town shall raise and appropriate the sum of $300.00 for the use of the Forest Warden in the suppression of forest fires for the ensuing year,
Art. 17. To see if the Town will raise and appropriate the sum of seven hundred dollars for charities, and soldiers' benefits for the ensuing year, or what action it will take thereon.
Art. 17. On motion of George H. Bancroft, it was unanimously voted, that the town shall raise and appropriate the sum of $700.00 for charities and Soldiers' benefits, for the ensuing year.
Art. 18. To see if the Town will raise and appropriate the sum of five hundred thirty-five dollars, as required by the State for the suppression of the Brown Tail and Gypsy Moth, or what action it will take thereon.
Art 18. On motion of Albert P. Mansfield, it was unanimously voted that the town shall raise the sum of $538.08, as required by the State, for the suppression of the Brown Tail and Gypsy moth.
Art. 19. To see if the Town will raise and appropriate the sum of two hundred dollars for the maintenance of the Public Li- brary, or what action it will take thereon.

Art. 19. On motion made by E. Harry Gerry, it was unanimously voted that the Town shall raise and appropriate the sum of $200.00 for the maintenance of the Public Library.
Art. 20. To see if the Town will raise and appropriate the sum of one hundred dollars, said sum together with the unexpended balance, for the use of the Cemetery Commissioners, or what action it will take thereon.
Art. 20. On motion of Seth H. Russell, it was unanimously voted that the town shall raise and appropriate the sum of $100.00 and unexpended balance for the use of the cemetery commis- sioners.
Art. 21. To see if the Town will raise and appropriate the sum of of two hundred dollars to be used under the direction of the Forest Hill Cemetery, or what action it will take thereon.
Art. 21. Voted that the town shall raise and appropriate the sum of $200.00 to be used under the direction of the cemetery com- missioners in grading and improving the avenues of Forest Hill Cemetery.
Art. 22. To see if the Town will raise and appropriate the sum of of seventy-five dollars for the maintenance of Suntaug Park, this sum to be expended by the Park Commissioners, or what action it will take thereon .- J. W. Robbins, E. Q. Moulton.
Art. 22. On motion of John Robbins, it was unanimously voted that the town shall raise and appropriate the sum of $75.00 for the maintenance of Suntaug Park, to be expended by the Park Commissioners. . .
Art. 23. To see if the Town will raise and appropriate the sum of fifty dollars to be used for the care of the common, Lynn- field Centre, or what action it will take thereon.
Art. 23. On motion made by Nelson B. Todd, and amended by Joseph T. Bancroft, both being duly seconded, the amendment to take $50.00 from Nash Improvement Fund, was unanimously voted to be used for the care of the Common, Lynnfield Centre.
Art. 24. To see if the Town will raise and appropriate a sum of money to be expended in paying interest on notes, also to pro- vide for payment of liability insurance, or what action it will take thereon.

Art. 24. On motion made by George H. Bancroft and amended by Franklin W. Freeman, the amendment to raise and appro- priate $125.00 for the payment of premiums on liability insur- ance, but interest on notes to be taken from the general funds, was unanimously voted.
Art. 25. To see if the Town will raise and appropriate the sum of one hundred dollars for the use of the Tree Warden, one- half of this sum to be expended in the planting of shade trees, or what action it will take thereon.
Art. 25. On motion made by Joseph T. Bancroft, it was voted that the Town shall raise' and appropriate the sum of $100.00, one half for the planting of shade trees, said sum to be ex- pended under the direction of the tree warden.
Art. 26. To determine how much money the Town will raise and appropriate for the suppression of the Elm Tree Beetle, and determine how same shall be expended.
Art. 26. On motion made by William F. Gerry, it was voted that the town shall raise and appropriate the sum of $200.00 to be used for the spraying of elm trees in the public ways or be- longing to the town.
Art. 27. To see if the Town will raise and approriate a sum of money to be used for the maintenance of street lights now un- der contract, or what action it will take thereon.
Art. 27. On motion made by George H. Bancroft, it was unani- mously voted that the town shall raise and appropriate the sum of $1876.44 and the unexpended balance, to be used for the maintenance of street lights now under contract.
Art. 28. To see if the Town will raise and appropriate the sum of fifteen hundred dollars to be used in the straightening and relocating Salem street from the Wakefield line to Lawrence's cor- ner as recommended by the Essex County Commissioners, or what action it will take thereon.
Art. 28. On motion made by Albert P. Mansfield, for $1500.00, and amended by Henry Law to $900.00 and the excise tax, both being duly seconded, it was voted that the town shall raise the sum of $900.00 together with the excise tax, to be used in the straightening and relocating of Salem street, from the Wake- field line to Lawrence's corner, as recommended by the Essex County Commissioners, same to be under their direction.

Art. 29. To see if the Town will raise and appropriate the sum of two hundred dollars to provide suitable guard rails along the highways, where necessary, to warn travellers against acci- dent, or what action it will take thereon, same to be spent under the direction of the Selectmen
Art. 29. On motion. made by Albert P. Mansfield, it was unani- mously voted that the town shall raise and appropriate the sum of $200.00 to provide suitable guard rails along the high- ways, where necessary, to warn travelers against accident, same to be expended under the direction of the Selectmen.
Art. 30. To see if the Town will raise and appropriate the sum of three hundred and fifty dollars for the installation of eight- een electric lights on Essex street, from the corner of Main street to the West Peabody line, and fifteen electric lights on Walnut street between Summer street and Mansfield's Corner, or what ac- tion it will take thereon .- M. H. Doremus and others.
Art. 30. On motion made by Milton H. Doremus, it was unani- mously voted to raise and appropriate the sum of $350.00 for the installation of eighteen electric lights on Essex street, from the corner of Main street to the West Peabody line, and fifteen electric lights on Walnut street, between Summer street and Mansfield Corner. A motion to postpone was doubted, (made by E. Harry Gerry) and the moderator polled the house, appoint- ing as tellers, George Hatch and William F. Gerry. The count showed - to postpone, twenty-seven; not to postpone, fifty. Therefore, not a vote. The original motion was then unani- mously voted.
Art. 31. To see if the Town will instruct the Highway Sur- veyor to extend the sidewalk on Forest Hill avenue, to the corner of Essex street, thence continuing on the easterly side of said Essex street, toward the West Peabody line for a distance of thir- teen hundred feet. The expense for same to be taken from the highway appropriation, or what action it will take thereon.
Art. 31. On motion made by Arlon Flanagan, it was unanimously voted to indefinitely postpone the continuing of a sidewalk on Forest Hill avenue onto Essex street towards the West Pea- body line, etc.

Art. 32. To see if the Town will raise and appropriate a sum of money sufficient to build a catch-basin on Main street to take away the surface water from the front of Mrs. F. P. Russell's property, or what action it will take thereon.
Art. 32. On motion made by Nelson B. Todd, it was voted to in- definitely postpone the building of a catch basin in front of Mrs. F. P. Russell's property on Main street.
Art. 33. To see if the Town will authorize the appointment of a committee to report at the next town meeting, annual or special, By-Laws pertaining to the erection, alteration and repair of build- ings within the Town .- N. B. Todd.
Art. 33. On motion made by Nelson B. Todd, it was unanimously voted that the Moderator shall appoint a committee of three, to report at next town meeting, annual or special, by laws per- taining to the erection, alteration and repair of buildings, with- in the Town. The moderator appointed the following com- mittee : Nelson B. Todd, George H. Bancroft and William W. Moxham.
Art. 34. To see if the Town will raise and appropriate the sum of fifty dollars as a gift to the George Washington Memorial Building, Washington, D. C.
Art. 34. George H. Bancroft's motion to postpone, was not a vote. John Robbins' motion to raise and appropriate the sum of $50.00 for the George Washington memorial building, Wash- ington, D. C. was doubted. A show of hands, counted by Wil- liam F. Gerry and George Hatch, showed it was not a vote. Yes 43, No 74.
Art. 35. To see if the Town will vote to change the term of office of Selectmen to a term of one year .- Albert H. Riggs, Willis E. Peabody and others.
Art. 35. On motion made by Daniel M. Killoran, it was voted to change the term of office of Selectmen to a term of one year, same to take effect in 1917, and as each member's term, now holding offices, shall expire. -
Art. 36. To see if the Town will vote to change the By-Laws so as to provide that no person shall, at the same time, be a member of the Board of Selectmen and the Board of Assessors .- Albert H. Riggs, Willis E. Peabody and others.
Art. 36. On motion made by Joseph F. Smith, it was voted to in- definitely postpone the changing of by-laws in regards to the holding of the Office of Selectman and Assessor at the same. time.

Art. 37. To see if the Town will raise and appropriate a sum of money to be used for the Fourth of July celebration, or what ac- tion it will take thereon.
Art. 37. On motion made by Arlon Flanagan, it was voted to in- definitely postpone, the appropriating of money for the Fourth of July celebration.
Art. 38. To see if the Town will raise and appropriate the sum of one hundred dollars to be used for surfacing the sidewalk on the easterly side of Main street from Summer street to Essex street, or what action it will take thereon, same to be spent under the direction of William E. Roundy .- Oscar E. Phillips and others. Art. 38. On motion made by Arlon Flanagan, it was voted that . the town shall raise and appropriate the sum of $100.00 to be used for the surfacing of the sidewalk on Main street, from Summer street to Essex street, same to be expended under the dirction of William E. Roundy.
Art. 39. To see if the Town will raise and appropriate a sum of money sufficient to build a sidewalk on Broadway, Lynnfield, from Chemical House to Stone House, or what action it will take thereon .- Bernard Oelcher and others.
