TOWN ACCOUNTANT'S REPORT


I hereby certify that I have examined the various Trust Funds of the Town; also the accounts of the Collector of Taxes and of the Town Treasurer and find them apparently correct.


I have also kept an itemized account of all payments and re- ceipts of the Town, and have published the result of the same in the annual Town Report in connection with reports of Departments, and records of Town Clerk, etc. The report of Finance Committee on appropriations called for in the Annual Town Warrant of 1917, is published in additional leaflet.


With the exception of the Fire Department, unexpended bal- ances are shown in most of the Departments of the Town. Unpaid bills of Fire Department, amounting to $239.38 are carried forward to account of 1917.

REPORT OF FINANCE COMMITTEE


During the past year, $177.00 was transferred from emer- gency fund to settle three claims for damage on highways, at re- quest of Selectmen. These payments are noted in General. Govern- ment account, under head of Legal Expenses. We have considered the appropriations called for in the annual Town Warrant, and have published our recommendations regarding the same in a sep- arate report.

Record of Town Meetings


ANNUAL TOWN MEETING MARCH 12TH, 1917


The election officers were: Charles J. Bolton, Warden; Andrew Mansfield, Clerk; Sidney E. Richards, Clarence A. Hall and George L. Blanchard, (who was appointed for this meeting only, in place of William R. Delamater, who failed to appear.)


The Polls were opened at 11 o'clock A. M. and the warrant read by the Town Clerk.


Art. 1. To choose a Moderator to preside at said meeting.


Art. 1. Rutherford E. Smith was unanimously elected by bal- lot, check list used and three votes cast.


Artcle 2. To act upon the report of Town officers as published. On motion of George H. Bancroft, it was voted to accept the reports of Town Officers as published.


Art. 3. To choose all town officers, not required to be chosen by ballot.


On motion of Joseph F. Smith, it was voted that the Selectmen act as Surveyors of Lumber, and that William E. Roundy, John . Ross, and Frank Newhall as wood measurers, and that John N. Hooper, Frank Newhall and Joseph MacBrien, be Field Drivers and Fence Viewers. On motion of Arlon Flannigan, it was voted that the Chairman of the Board of Selectmen, be pound keeper.


Art. 4. To see if the Town will vote to authorize the Treasur- er, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the financial year beginning January 1, 1917, and to issue a note or notes therefor, payable within one year any debt or debts incurred under this vote, to be paid from the revenue of said financial year.


On motion of Peter Walsh, it was voted to authorize the Treaš- urer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the financial year beginning January 1, 1917, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of said financial year.

Article 5. To see if the Town will vote to authorize the Treas- urer with the approval of the Selectmen, to borrow money on and after January 1st, 1918, in anticipation of the revenue of the finan- cial year beginning January 1, 1918, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of the financial year begin- ning January 1, 1918.


On motion of William W. Moxham, it was voted to authorize the Treasurer with the approval of the Selectmen, to borrow money on and after Janpary 1, 1918, in anticipation of the rev- enue of the financial year beginning January 1st, 1918, and issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1918.


Art. 6. To appoint a time when the Collector of Taxes shall settle his account.


On motion of William W. Moxham, it was voted that the Col- lector of Taxes shall settle his account on December 31, 1917.


Art. 7. To see if the Town will revise and accept the jury list as published by the Selectmen.


On motion of Peter Walsh, it was voted that the Town accept the jury list as published by the Selectmen. (See jury list) .


Art. 8. To see what disposal the Town will make of the money refunded by the County from the dog tax for the year 1916.


On motion of George H. Bancroft, it was voted that the money refunded by the County from the dog tax for the year 1916 be used for Public Library purposes.


Art. 9. To see if the Town will raise and appropriate a sum of money for the observance of Memorial Day, and determine how the same shall be expended, or what action it will take thereon.


On motion of Isaac H. Mitchell, it was voted to raise and ap- propriate the sum of $100.00 for Memorial Day and a commit- tee be appointed. On motion of Joseph F. Smith, it was voted to appoint Isaac H. Mitchell, and Edward Q. Moulton to expend the same.


Art. 10. To see if the Town will raise and appropriate the sum of $2500.00, said sum together with the unexpended balance as shown in General Government account, to be used for maintenance of General Government as follows :- Town officers' salaries and ex- penses, interest on notes, care of municipal buildings, elections and registrations, or what action it will take thereon.

On motion of George H. Bancroft, it was voted to raise and appropriate the sum of $2500.00, said sum together with the unexpended balance as shown in General Government account, to be used for maintenance of General Government as follows: Town officers' salaries and expenses, interest on notes, care of municipal buildings, elections and registrations.


Art. 11. To see if the town will raise and appropriate the sum of $700.00, said sum together with the unexpended balance, to be used for charities and soldiers' benefits for the ensuing year or what action it will take thereon.


On motion of John Ward, it was voted to raise and appropriate the sum of $600.00 and the unexpended balance for charities and soldiers' benefits for the ensuing year.


Art. 12. To see if the Town will raise and appropriate the sum of $350.00 for police work, Board of Health, Sealer of Weights and Measures, Inspector of Barns and Animals and Slaughtering for the ensuing year, or what action it will take thereon.


On motion of William W. Moxham, for $350.00 and amended to $400.00 by George H. Bancroft, it was voted to raise and appro- priate the sum of $400.00 for Police work, Board of Health, Sealer of Weights and Measures, Inspector of Barns and Ani- mals, and Slaughtering for the ensuing year.


Art. 13. To see if the Town will raise and appropriate the sum of $576.85 as required by the State for the suppression of the Brown-tail and Gypsy Moth, or what action it will take thereon,


On motion of William W. Moxham, it was voted to raise and appropriate the sum of $576.85 as required by the State, for the suppression of the Brown-tail and Gypsy Moth.


Art. 14. To see if the Town will raise and appropriate the sum of $5000.00 for the repair of Highways, and Street oiling, or what action it will take thereon.


On motion of Lyman B. Taylor, it was finally voted to raise and appropriate the sum of $5000.00 for the repair of Highways and Street oiling.


Art. 15. To see if the Town will raise the sum of $6800.00 and appropriate its use, together with the unexpended balance of the School Department, for the general expenses of said department, or what action it will take thereon.


On motion of J. Winslow Perkins, it was voted to raise and appropriate the sum of $6800.00 together with the unexpended balance of the School Department, for the general expense of said department.

Art. 16. To see if the Town will raise and appropriate the sum of $500.00 for re-roofing the Centre School building, to be ex- pended under the direction of the School Committee, or what action it will take thereon.


On motion of Joseph E. Smith, it was voted to raise and ap- propriate the sum of $250.00 for the purpose of re-roofing the Centre School building, to be expended under the direction of the School Committee.


Art. 17. To see if the Town will raise and appropriate the sum of $200.00 for painting the Centre School building, to be ex- pended under the direction of the School Committee or what action it will take thereon.


On motion of Joseph F. Smith, and amended by John Ward to $150.00, it was voted to raise and appropriate $150.00 to paint the Centre School building, same to be under the direction of School Committee.


Art. 18. To see if the Town will raise and appropriate the sum of $2349.00, to be used for the maintenance of street lights now under contract, or what action it will take thereon.


1 On motion of George H. Bancroft, it was voted to raise and ap- propriate the sum of $1978.00 and unexpended balance for the maintenance of street lights now under contract for the ensuing year.


Art. 19.To see if the Town will raise and appropriate the sum of $100.00, said sum, together with the unexpended balance for the use of the Cemetery Commissioners or what action it will take thereon.


On motion of Seth H. Russell, it was voted to raise and ap- propriate the sum of $100.00 and the unexpended balance for the use of the Cemetery Commissioners.


Art. 20. To see if the Town will raise and appropriate the sum of $150.00 to be used under the direction of the Cemetery Commissioners in grading and improving the avenues of Forest Hill Cemetery, or what action it will take thereon.


On motion of Seth H. Russell, it was voted to raise and ap- propriate the sum of $150.00 to be used under the direction of the Cemetery Commissioners in grading and improving the avenues of Forest Hill Cemetery.


Art. 21. To see if the Town will raise and appropriate the sum of $50.00 for the maintenance of Suntaug Park, this sum to be expended by the Park Commissioners, or what action it will take thereon.

On motion of Edward Q. Moulton, it was voted to raise and ap- propriate the sum of $50.00 and the unexpended balance, to be used for the maintenance of Suntaug Park, same to be under the direction of the Park Commissioners.


Art. 22. To see if the Town will raise and appropriate a sum of money to provide for payment of liability insurance, or what action it will take thereon.


On motion of George H. Bancroft, it was voted to raise and appropriate the sum of $150.00 and not to exceed the same, to provide for payment of liability insurance.


Art. 23. To see if the Town will raise and appropriate the sum of $150.00 for the supppression of the elm tree beetle, or what action it will take thereon.


On motion of William E. Gilson, it was voted to raise and ap- propriate the sum of $150.00 for the suppression of the Elm tree beetle.


Art. 24. To see if the Town will raise and appropriate the sum of $150.00 for the use of the Tree Warden, one-half of this sum to be expended in the planting of shade trees, or what action it will take thereon.


On motion of William F. Gerry, it was voted to raise and ap- propriate the sum of $100, one half to be expended in the plant- ing of shade trees, $10.00 worth of this halî to be used in planting shade trees on Lowell street, beginning at Main street and extending towards the West Peabody line.


Art. 25. To see if the Town will authorize the Road Surveyor to complete the sidewalk on Broadway, Lynnfield, now under con- tract, or what action it will take thereon.


On motion of Peter Walsh, it was voted to take $300.00 from the appropriation under Article 14 of this warrant, and expend the same in completing the sidewalk on Broadway, Lynnfield, now under construction. The vote was doubted. Moderator appointed as tellers: William W. Moxham and William E. Gil- son. Result: Yes, 64; No, 52.


Art. 26. To see if the Town will vote to install six street lights on Summer street, beginning at Walnut street and appro- priate money for the same.


On motion of Albert E. Srague, it as voted to raise and ap- propriate the sum of $67.50 for installing five additional street lights on Summer street, beginning at Walnut street.

Art. 27. To see if the Town will cause to be installed, an ad- ditional electric street light on the first pole southwest of Beaver Brook, on Main street, and raise and appropriate the necessary mon- ey for its maintenance.


On motion of John Ward, it was voted to indefinitely postpone Installing a light on the first pole, southwest of Beaver Brook on Main street.


Art. 28. To see if the Town will cause to be installed, an ad- ditional electric street light, on the first pole east of Strong's on the southwest side of Main street, and raise and appropriate the necessary money for its maintenance.


On motion of Nelson B. Todd, it was voted to indefinitely post- pone the placing of a light on the first pole east of Strong's on the southwest side of Main street. .


Art. 29. To see if the Town will raise and appropriate the sum of $900.00 and the excise tax, to be used for continuing the work of straightening and relocating Salem street, from the Wake- field line to Lawrence's corner, as recommended by the Essex Coun- ty Commissioners, or what action it will take thereon.


On motion of Albert P. Mansfield, it was voted to raise and ap- propriate the sum of $900.00 and the excise tax, to be used for continuing the work of straightening and re-locating Salem street, from the Wakefield line to Lawrence's corner, as recom- mended by the Essex County Commissioners.


Art. 30. To see if the Town will appoint a committee of three. members of the G. A. R. to revise and complete as far as possible,. the town records of Soldiers and Sailors who enlisted from Lynn- field in the war of the Rebellion, also appropriate the sum of $50.00 to cover their expenses.


On motion of George H. Bancroft, it was voted to raise and ap- propriate the sum of $50.00 to revise and complete as far as possible, the Town Records of soldiers and sailors who enlisted from Lynnfield in the War of the Rebellion, same to be under the following committee : Edward Q. Moulton, Isaac H. Mitchell, Thomas E. Brown, Edward L. Phillips, and Charles E. Pearson.


Art. 31. To see if the Town will raise and appropriate a sum of money to repair the Guide Board on Main street, at the cor- ner of Chestnut street and determine how the same shall be ex- pended or what action it will take thereon.


On motion of George H. Bancroft, it was voted that the re- pairing of the guide board on the corner of Main and Chestnut .. streets be left to the Road Commissioners.

Art. 32. To see if the Town will raise and appropriate the sum of $600.00 for the use of the Fire Department for the ensuing year or what action it will take thereon.


On motion of William F. Gerry, it was unanimously voted to raise and appropriate $600.00 for the use of the Fire Depart- ment, for the ensuing year.


Art. 33. To see if the Town will vote to raise and appropriate the sum of $1600.00 for the purpose of motorizing the horse-drawn Chemical, No. 2, the money to be raised by a series of notes, one for one year for $600.00; one for two years for $500.00; and one for three years for $500.00; or what action it will take thereon.


(Franklin W. Freeman moved that the polls be open until 4.30 o'clock. Carried)


On motion of William .W. Moxham, it as voted that the Town shall raise and appropriate the sum of $1600.00 for the purpose of motorizing the horse-drawn chemical No. 2, the money to be raised by a series of notes, one due in 1917 for $600.00; one due in 1918 for $500.00; and one due in 1919 for $500.00.


Art. 34. To see if the Town will vote to authorize the appoint- ment of a Committee consisting of William W. Moxham, William H. Griffin, Edward Q. Moulton and George E. Pillsbury, to have the Chemical No. 2 motorized, the cost not to exceed the sum appropri- ated under the preceding article, or what action it will take thereon.


On motion of William W. Moxham, the Town voted to appoint the following committee, consisting of William W. Moxham, William H. Griffin, Edward Q. Moulton and George E. Pills- bury, to have the chemical No. 2 motorized, the cost not to exceed the sum of $1600.00. On motion of Franklin W. Free- man, William F. Gerry was added to this Committee.


Art. 35. To see if the Town will vote to raise and appropriate the sum of $200.00 for the purpose of installing a water system in Chemical building No. 2, consisting of a well, pump, electric mo- tor, etc., or what action it will take thereon.


On motion of Daniel M. Killoran, it was voted to raise and ap- propriate $200.00 for the purpose of installing a water system in Chemical building No. 2, consisting of a well, pump, electric motor, etc.


Art. 36. To see what action the Town will take to raise and appropriate $50.00 for the George Washington Memorial Building Washington, D. C.

On motion of Arlon Flannigan, it was voted to indefinitely post- pone appropriating $50.00 for the George Washington Memor- ial Building, Washington, D. C.


Art. 37. To see if the Town will raise and appropriate the sum of $200.00 for the maintenance of the Public Library, or what action it will take thereon.


On motion of George H. Bancroft, it was voted to raise and ap- propriate $200.00 for the maintenance of the Public Library.


Art. 38. To see if the Town will raise and appropriate the sum of $94.50 for the installation of seven electric street lights on Main street, from Everett Richards's to Lowell street, or what action it will take thereon.


On motion of Arlon Flannigan, it was voted to raise and ap- propriate $94.50 for the installation of seven electric lights on Main street, from Everett Richards' to Lowell street.


Art. 39. To see if the Town will vote to accept portraits of the mother of David Hewes or what action it will take thereon.


On motion of J. Winslow Perkins, it was voted to accept the portraits of the mother of David Hewes, same not be any ex- pense to the Town, town to take proper care of and hang in public library.


Art. 40. To see if the Town will raise and apropriate the sum of $100.00 to install a storage battery system on the fire alarm or what action it will take thereon.


On motion of Franklin W. Freeman it was voted to raise and appropriate $400.00 to install and extend a storage battery system on the fire alarm.


Art. 41. To see if the Town will raise and appropriate the sum of $4000.00 to enlarge the Town Hall or what action it will take thereon.


On motion of Nelson B. Todd, it was voted to raise and appro- priate $100.00 and the Chair appoint a committee of five to invest in and prepare plans for enlarging the Town Hall and to report at some future meeting. Chair appointed Franklin W. Freeman, chairman; William Walden, William Moxham, Nelson B. Todd and Daniel G. Harvey.


Art. 42. To see if the Town will raise and appropriate the sum of $200.00 for suppressing forest fires.


On motion of Lewis F. Pope, it was voted to raise and appro- priate the sum of $200.00 and the unexpended balance for sup- pressing forest fires.

Art. 43. To see if the Town will appropriate the sum of $18.00 to maintain a telephone in the house of the Forest Warden for the ensuing year.


On motion of Albert P. Mansfield, it was voted to raise and ap- propriate the sum of $12.00 to maintain a telephone in the house of the Forest Warden for the ensuing year.
