ANNUAL TOWN MEETING, MARCH 8, 1920
The election officers: Clarence E. Hall, Clerk, Sidney E. Rich- ards, William H. Chipman and Joseph Donovan, Tellers.
Article 1. To choose a Moderator to preside at said meeting. Rutherford E. Smith was elected Moderator by ballot and the check list used.
Art. 2. To act upon the reports of town officers as published. Voted on motion of Joseph F. Smith, to accept the report of town officers as published after correcting an error in print on page five of the annual town report (under assessors, George H. Bancroft's name should appear as assessor, term expiring in 1922 instead of George H. Lambert, Jr., Chairman, term expiring in 1920).
Art. 3. To choose all town officers not required to be chosen by ballot.
Voted on motion of Joseph F. Smith, that their shall be three Surveyors of Lumber consisting of William E. Roundy, John Ross and Frank Newhall and they shall also be the wood meas- urers; that the selectmen be field drivers and Clarence E. Whi- taker be pound keeper. Selectmen be also fence viewers.
Art. 4. To see if the Town will vote to authorize the Treasur- er with the approval of the Selectmen, to borrow money in anticipa- tion of the revenue of the financial year beginning January 1st, 1920, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the rev- enue of said financial year.

Herrick, to authorize the Treas- urer with the approval of the Selectmen, to borrow money in anticipation of the revenue of the financial year beginning January 1st, 1920, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

To see if the Town will vote to authorize the Treasur- er, with the approval of the Selectmen, to borrow money on and after January 1st, 1921, in anticipation of the revenue of the finan- cial year beginning January 1st, 1921, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year begin- ning January 1st, 1921.

Herrick to authorize the Treas- urer, with the approval of the Selectmen to borrow money on and after January 1st, 1921 in anticipation of the revenue of the financial year beginning January 1st, 1921, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1st, 1921.
Art. 6. To appoint a time when the Collector of Taxes shall settle his account.

Art. 8. To see what disposal the Town will make of the money refunded by the County from the Dog Tax for the year 1919.
Voted on motion of George E. Herrick that the money refunded by the County from the Dog Tax of the year 1919, shall be appropriated for the Public Library.
Art. 9. To see if the Town will vote to raise and appropriate a sum of money for the observance of Memorial Day, and determine how the same shall be expended or what action it will take thereon.
Voted on motion of Joseph F. Smith, to raise and appropriate the sum of $100.00 for the observance of Memorial Day, same to be expended under the direction of Edward Q. Moulton and Isaac H. Mitchell.

To see if the Town will vote to raise and appropriate the sum of three thousand five-hundred dollars ($3,500) said sum to be used for maintenance of General Government as follows: Town Officers' salaries and expenses, interest on notes, care of Municipal Buildings, Elections and Registrations, or what action it will take thereon.
Voted on motion of George E. Herrick as amended by Joseph F. Smith to raise and appropriate the sum of three thousand five-hundred dollars ($3,500) said sum to be used for mainten- ance of General Government as follows: Town Officers' salaries and expenses, interest on notes, care of Municipal Building's, Elections and Registrations. Voted on motion of Lewis F. Allen, that the Selectmen be requested to provide suitable and adequate means of transportation for the voters in Precinct. two (2) for all town meetings. This was amended by George E. Herrick to include the North Ward also. The vote was Yes 36. No 21. After being polled by a rising vote and counted by the Tellers, Peter Walsh and Nelson B. Todd.
Art. 11. To see if the town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000) said sum to be used for charities and Soldiers Benefits for the ensuing year or what action it will take thereon.
Voted on motion of George E. Herrick as amended by Joseph F. Smith to raise and appropriate the sum of Eight Hundred Dollars ($800.00) and the unexpended balance of 1919, for charities and Soldiers' Benefits for the ensuing year.
Art. 12. To see if the town will raise and appropriate the sum of Four Hundred Dollars ($400.00) said sum to be used for Police Work, Board of Health, Sealers of Weights and Measures, Inspector of Animals and Slaughtering, for the ensuing year, or what action it will take thereon.
Voted on motion of Arlon J. Flannigan to raise ad appropriate the sum of Two Hundred and Fifty Dollars ($250.00) and the unexpended balance of 1919, for Police Work, Board of Health, Sealer of Weights and Measures, Inspector of Animals and Slaughtering for the ensuing year.
Art. 13. To see if the town will vote to raise and appropriate the sum of Six Hundred and Eighty-Eight Dollars and Fifty-Five Cents ($688.55) as required by the State for the suppression of Brown Tail and Gypsy Moth, or what action it will take thereon.

Art. 16. To see if the Town will vote to raise and appropriate the sum of Two Hundred Dollars ($200.00) to continue the grading of Avenues in the Forest Hill Cemetery, or what action it will take thereon.

Art. 20. To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3,000.00) to be used in re- constructing Salem street, as recommended by the Massachusetts Highway Commissioners, or what action it will take thereon.
Voted on motion of Albert P. Mansfield to raise and appropriate the sum of Seventy-Five Hundred Dollars ($7,500.00) to be used in the reconstruction of Salem street as recommended by the Massachusetts Highway Commissioners that for the purpose of meeting said appropriation there be raised in the tax levy of the current year the sum of Three Thousand Dollars ($3,000 .- 00) and in the tax levy for the years 1921, 1922 and 1923 the sum of Fifteen Hundred Dollars ($1,500.00) and that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of Seventy-Five Hundred Dol- lars ($7,500.00) and to issue bonds or notes of the town there- for, said bonds or notes to be payable in accordance with the provisions of Section 14 of Chapter 719 of the Acts of 1913, so that the whole loan shall be paid in not more than four years from the date of the issue of the first bond or note, or at such earlier date as the Treasurer and Selectmen may determine. A rising vote was taken. Everett E. Harvey and Nelson B. Todd were appointed tellers: the vote was Yes 80. No 5. Making more than two-thirds vote for the same.
Article 32. To see what action the Town will take for the disposition of the excise tax for the year 1918.
Voted on motion of Franklin W. Freeman that the excise tax of the year 1918 now in the Treasury shall be added to the General Government Fund.

That an employee shall receive Four Dollars ($4.00) per day eight hours. One man two horses on a snow plough shall receive One Dollar and Fifty Cents ($1.50) per hour.
Art. 35. To see if the Town will vote to appoint a committee to investigate the matter of purchasing a gravel grader and report to the next annual Town Meeting with their recommendations.

SPECIAL TOWN MEETING HELD APRIL 12, 1920
Article 1. To choose a moderator to preside at said meeting.
The Town Clerk was instructed to cast one ballot for Nelson B. Todd for moderator, which was accordingly done.
Article 2. To see if the town will vote to ratify and confirm the vote passed at the Annual Town Meeting on March 8, 1920 under Article 20 in the warrant for said meeting, whereby the town voted to appropriate the sum of Seven Thousand Five Hundred ($7,500) to be used in reconstructing Salem Street.
On motion of Albert P. Mansfield it was voted to ratify and con- firm the vote passed at the Annual Town Meeting on March 8, 1920, under Article 20 in the warrant for said meeting, whereby the town voted to appropriate the sum of Seven Thousand Five Hundred ($7,500.00). Three Thousand ($3,000.00) to be assessed in the tax list of 1920. Fifteen Hundred ($1,500) in 1921, 1922 and 1923 respect- ively, to be used in the reconstruction of Salem Street; that the Treasurer with the approval of the Selectmen be and hereby is au- thorized to borrow the sum of Seven Thousand Five Hundred ($7,500.00) and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of Section 14 of Chapter 719 of the Acts of 1913, so that the whole loan shall be paid in not more than four years from the date of the is- sue of the first bond or note, or at such earlier date as the Selectmen and Treasurer may determine.
