RECORD OF TOWN MEETINGS


ANNUAL TOWN MEETING, MARCH 10TH, 1919


The election officers: Rutherford E. Smith, Warden; Clarence A. Hall, Clerk; Lewis E. Roberts, Sidney E. Richards and William H. Chipman.


Article 1. To choose a Moderator to preside at said meeting. Rutherford E. Smith was elected Moderator by ballot, nine bal- lots cast and check list used.


Art. 2. To act upon reports of Town Officers as published. On motion of William F. Gerry, it was moved the report of Town Officers be accepted as published. The roll of honor of those serving in the war with Germany was read by Edward W. Lun- dahl and a motion was made by Joseph F. Smith and carried. that the Town Clerk have a list of the same printed and sent to every family in the Town.


Art. 3. To choose all Town Officers not required to be chosen by ballot.


On motion of Arlon J. Flannigan the following Town Officers, not required to be chosen by ballot, were appointed: Surveyors of lumber-William E. Roundy, Albert G. Tedford, Frank New- hall. Wood measurers-William E. Roundy, Albert G. Tedford, Frank Newhall. Field drivers-Joseph MacBrien, Roy L. Millar, Ralph Anderson. Pound keeper-Arlon J. Flannigan. Fence viewers-The Board of Selectmen.


Art. 4. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money in anticipation of the revenue of the financial year beginning January 1st, 1919, and to issue a note or notes therefor, payable within one year any debt or debts incurred under this vote to be paid from the revenue of said financial year.

On motion of William W. Moxham it was voted to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the Financial year beginning January 1st, 1919, and to issue a note or notes therefor payable within one year any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Art. 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1st, 1920, and to issue a note or notes therefor payable with- in one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1st, 1920.


On motion of George E. Herrick it was voted to, authorize the Treasurer with the approval of the Selectmen, to borrow money on and after January 1st, 1920, in anticipation of the revenue of the financial year beginning January 1st, 1920, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the fin- ancial year beginnning January 1st, 1920.


Art. 6. To appoint a time when the Collector of taxes shall settle his account.


On motion of George H. Bancroft it was voted that the Collector of taxes shall settle his account on December 31st, 1919.


Art. 7. To see if the Town will revise and accept the Jury List as published by the Selectmen.


On motion of George E. Herrick it was voted to revise and ac- cept the Jury List as published.


Art. 8. To see what disposal the Town will make of the money refunded by the County from the dog tax for the year 1918.


On motion of George H. Bancroft it was voted that the money refunded by the Conuty from the dog tax of 1918 be appro- priated for the Library.


Art. 9. To see if the Town will vote to raise and appropriate a sum of money for the observance of Memorial Day and determine how the same shall be expended or what action it will take thereon.


On motion of Joseph F. Smith it was voted to raise and appro- priate the sum of $100.00 for the observance of Memorial Day, the same to be expended under the direction of Isaac H. Mitchell and Edward Q. Moulton.


Art. 10. To see if the Town will vote to raise and appropriate the sum of $3,000.00, said sum together with the unexpended balance as shown in General Government account, to be used for mainten- ance of General Government, as follows: Town Officers' salaries and

expenses; interest on notes; care of Municipal Buildings; elections and registrations, or what action it will take thereon.


On motion of Joseph F. Smith it was voted to raise and appro- priate the sum of $3,000.00 and the unexpended balance as shown in General Government account to be used for maintenance of General Government as follows: Town Officers' salaries and ex- penses; interest on notes; care of Municipal buildings, elections and registrations.


Art. 11. To see if the Town will vote to raise and appropriate the sum of $800.00, said sum together with the unexpended balance to be used for charities and Soldiers' benefits for the ensuing year, or what action it will take thereon.


On motion of George E. Herrick, it was voted to raise and appro- priate the sum of $800.00 and the unexpended balance for chari- ties and Soldiers' benefits for the ensuing year.


(On motion of Edward Q. Moulton it was voted to take up Article 32.)


Art. 32. To see if the Town will vote to raise and appropriate $400.00 for tablets in honor of the Sons of Lynnfield who enlisted in the war of the Rebellion and in the late war.


On motion of George Hatch as amended by William E. Gilson, it was voted that a committee of five be appointed by the Chair to consider the subject matter in Article 32 and report at a later meeting, this committee to include in their report the Spanish War Veterans, also. The Chair appointed the following commit- tee: Dr. Franklin W. Freeman, Chairman; John. Ward, Henry W. Pelton, Charles E. Pearson, Edward Q. Moulton.


Art. 12. To see if the Town will vote to raise and appropriate the sum of $400.00, said sum together with the unexpended balance to be used for Police work, Board of Health, Sealer of Weights and Measures, Inspector of Animals and Slaughtering, for the ensuing year or what action it will take thereon.


On motion of John Ward it was voted to raise and appropriate the sum of $300.00 and the unexpended balance to be used for Police Work, Board of Health, Sealer of Weights and Measures, Inspector of Animals and Slaughtering for the ensuing year.


Art. 13. To see if the Town will vote to raise and appropriate the sum of $646.99 as required by the State for the suppression of the brown tail and gypsy moth.


On motion of Harry B. Nesbitt it was voted to raise and appro- priate the sum of $646.99 as required by the State for the sup- pression of the brown tail and gypsy moth.

Art. 14. To see if the Town will vote to raise and appropriate the sum of $6,000.00 for the repair of Highways and street oiling, or what action it will take thereon.


On motion of Joseph F. Smith it was voted to raise and appropri- ate the sum of $6,000.00 and the unexpended balance to be used for the repairs, maintenance and street oiling of the Highways for the ensuing year.


Art. 15. To see if the Town of Lynnfield will accept Green Street, so called, running from Broadway to land of Mansfield, as now laid out it being at least fifty feet wide, and to appropriate such money not exceeding $200.00 as will surface this street properly for a distance of at least two hundred feet from Broadway.


On motion of Lewis F. Allen it was voted to raise and appro- priate the sum of $200.00 to be expended by the Board of Sur- vey in laying out, locating and constructing Green Street.


Art. 16. To see if the Town will vote to raise and appropriate the sum of $12,500.00 together with the unexpended balance of the School Department for general expenses of said Department, or what action it will take thereon.


On motion of John Ward it was unanimously voted to raise and appropriate the sum of $12,500.00 and the unexpended balance to be used for the general expenses of the School Department.


Art. 17. To see if the Town will raise and appropriate the sum of $200.00 said sum to be expended by a committee of five persons, appointed by the Moderator, for the purpose of obtaining plans and specifications for the enlargement of the Center School, said commit- tee to be instructed to report with its recommendations at a special Town Meeting to be held not later than June 15th, 1919.

The Chair appointed on this committee, Nelson B. Todd, Chairman; Ernest J. Clarke, William W. Mox- ham, Lewis F. Allen and J. Winslow Perkins.


Art. 18. To see if the Town will vote to raise and appropriate the sum of $2,550.00 to be used for the maintenance of street lights, or what action it will take thereon.


On motion of Albert P. Mansfield it was voted to raise and ap- propriate the sum of $2,550.00 for the maintenance of street lights for the ensuing year.

On motion of Joseph F. Smith it was voted to raise and appro- priate the sum of $200.00 and the unexpended balance to be used in suppressing forest fires.


Art. 23. To see if the Town will vote to raise and appropriate the sum of $200.00 said sum to be used in painting and repairing Chemical House No. 1, or what action it will take thereon.


On motion of Joseph F. Smith it was voted to raise and appro- priate the sum of $200.00 to be used in painting and repairing Chemical Engine House No. 1.


Art. 24. To see if the Town will vote to raise and appropriate the sum of $100.00 to be used by the Cemetery Commissioners with the unexpended balance of the Cemetery Department, in general care of the Town cemeteries.


On motion of Seth H. Russell it was voted to raise and appro- priate the sum of $100.00 and the unexpended balance for the general care of the Town cemeteries to be used by the Cemetery Commissioners.

Art. 25. To see if the Town will vote to raise and appropriate the sum of $2,500.00 to be used in reconstructing Salem street, as recommended by the Mass. Highway Commission, or what action it will take thereon.


On motion of Peter Walsh it was voted to raise and appropriate the sum of $2,500.00 to be used in reconstructing Salem St., as recommended by the Mass. Highway Commission.


Art. 26. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to repair Main St., from the corner of Summer Street, northerly, as far as the appropriation will go thoroughly, or what action it will take thereon.


On motion of Arlon J. Flannigan it was voted to raise and ap- propriate the sum of $1,000.00 to repair Main St., northerly, as far as the appropriation will go thoroughly.


Art. 27. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for the use of the Fire Department for the en- suing year, or what action it will take thereon.


On motion of William W. Moxham it was voted to raise and ap- propriate the sum of $1,000.00 for the use of the Fire Depart- ment for the ensuing year.


Art. 28. To see if the Town will vote to raise and appropriate the sum of $600.00 to extend the fire alarm at Lynnfield Centre, or what action it will take thereon.


On motion of William W. Moxham it was voted to raise and ap- propriate the sum of $600.00 to extend the fire alarm at Lynnfield Centre.


Art. 29. To see if the Town will vote to raise and. appropriate the sum of $200.00 for the maintenance of the Public Library, or what action it will take thereon.
