ANNUAL TOWN MEETING, MARCH 11th, 1918.
The election officers: Rutherford E. Smith, Warden; Andrew Mansfield, Clerk; Lewis F. Pope, Daniel J. McCarthy, Clarence Hall and Sidney Richards.
Art. 1. To choose a Moderator to preside at said meeting. Rutherford E. Smith was unanimously elected Moderator by ballot; seven ballots cast and check list used. On motion of Charles J. Bolton it was voted to suspend further action until one o'clock p. m.
Art. 2. To act upon the reports of Town Officers as published. On motion of George H. Bancroft it was voted the report of town Officers be accepted as published after correcting an er- ror in printing which showed a balance of $323.25 in the stor- age battery and fire alarm account when it should say $298.25.
Art. 3. To choose all Town Officers not required to be chosen by ballot.
Voted on motion of George E: Herrick to choose all officers not necessary to be chosen by ballot as follows: Surveyors of lumber, The Board of Selectmen, Three wood measurers, William E. Roundy, John Ross and Frank Newhall. Field drivers, John N. Hooper, Frank Newhall and Joseph MacBrien. On motion of Arlon J. Flannigan it was voted the Fence Viewers be the same men who were chosen as Field Drivers and the Board of Selectmen act as pound keepers.
Art. 4. To see if the Town will vote to authorize the Treas- urer with the approval of the Selectmen to borrow money in an- ticipation of the revenue of the financial year beginning January 1 1918 and to issue a note or notes therefor, payable within one

year; any debt or debts incurred under this vote to be paid from the revenue of said financial year.
On motion of George E. Herrick it was voted to authorize the Treasurer with the approval of the Selectmen, to borrow money in anticipation of the revenue of the financial year beginning January 1st, 1918, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Art. 5. To see if the Town will vote to authorize the Treas- urer with the approval of the Selectmen, to borrow money on and after January 1st, 1919, in anticipation of the revenue of the finan- cial year beginning January 1st, 1919, and to issue a note or notes therefor, payable within one year, any debts or debts incurred un- der this vote, to be paid from the revenue of the financial year beginning January 1st, 1918.
On Motion of George E. Herrick it was voted to authorize the Treasurer, with the approval of the Selectmen, to bor- row money on and after January 1st, 1919, in anticipation of the revenue of the financial year beginning January 1st, 1919, and to issue a note or notes therefor, payable within one year any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1st, 1919.
Art. 6. To appoint a time when the Collector of Taxes shall settle his account.
On motion of George H. Bancroft it was voted that the Col- lector of Taxes shall settle his accounts December 31, 1918.
Art. 7. To see if the Town will revise and accept the Jury list as published by the Selectmen.
Voted on motion of George H. Bancroft to accept the Jury List as published by the Selectmen, after accepting the resig- nation of George H. Bancroft who has just served, and taking off the name of Daniel G. Harvey, deceased, which leaves the list as follows:

Art. 8 .. To see what disposal the Town will make of the money refunded by the County from the dog tax for the year 1917.

Voted on motion of George H. Bancroft that the money re- funded by the County from the dog tax of 1917 be used for Public Library purposes.
Art. 9. To see if the Town will raise and appropriate a sum of money for the observance of Memorial Day and determine how the same shall be expended or what action it will take thereon.
Voted on motion of George E. Herrick to raise and appropri- ate $100.00 for Memorial Day to be expended under the di- rection of Isaac H. Mitchell, and Edward Q. Moulton.
Art. 10. To see if the Town will raise and appropriate the sum of twenty-seven hundred dollars ($2700.00) said sum together with the unexpended balance as shown in General Government ac- count to be used for the maintenance of General Government as follows: Town Officers salaries and expenses, interest on notes, care of Municipal buildings, elections and registrations, or what action it will take thereon.
Voted on motion of Albert P. Mansfield to raise and appro- priate $2700.00 to be used for the maintenance of General Government as follows: Town Officers' salaries and expense, in- terest on notes, care of Municipal buildings, elections and reg- istrations.
Art. 11. To see if the Town will raise and appropriate the sum of six hundred dollars ($600.00) said sum together with the unexpended balance to be used for charities and Soldiers' benefits for the ensuing year, or what action it will take thereon.
Voted on Motion of George H. Bancroft to raise and appro- priate six hundred dollars ($600.00) to be used for charities and soldiers' benefits for the ensuing year.
Art. 12. To see if the Town will raise and appropriate the sum of four hundred dollars ($400.00) said sum together with the unexpended balance to be used for Police Work, Board of Health, Sealer of Weights and Measures, Inspector of Animals and Slaugh- tering for the ensuing year or what action it will take thereon.

Art. 13. To see if the Town will raise and appropriate the sum of six hundred and three dollars and five cents ($603.05) as required by the State for the suppression of the Brown Tail and

Voted on motion of Albert P. Mansfield to raise and appro- priate six hundred and three dollars and five cents ($603.05) as required by the State for the suppression of the Brown Tail and Gypsy Moth.
Art. 14. To see if the Town will raise and appropriate the sum of six thousand dollars ($6,000.00) for the repair of High- ways and street oiling or what action it will take thereon.
Voted on motion of Nelson B. Todd as amended by Albert P. Mansfield, to raise and appropriate five thousand six hundred and fifty ($5,650.00) and the unexpended balance, for the re -. pair of Highways and oiling. Six hundred and fifty dollars ($650.00) of this to be expended on the Newburyport Turnpike.
Art. 15. To see if the Town will vote to raise and appropriate the sum of eight thousand eight hundred dollars ($8,800.00) to- gether with the unexpended balance of the School Department for the general expense of said department, or what action it will take thereon.
On motion of Nelson B. Todd it was voted to raise and appro- priate $8,800.00 and the unexpended balance of the School De- partment for the general expense of said department.
Art. 16. To see if the Town will vote to raise and appropriate the sum of two thousand five hundred and fifty dollars ($2,550.00) to be used for the maintenance of street lights now under contract or what action it will take thereon.
On motion of George E. Herrick it was voted to raise and ap- propriate $2,550.00 for the maintenance of street lights now under contract.
Art. 17. To see if the Town will vote to raise and appropriate a sum of money to provide for payment of Liability insurance or what action it will take thereon.
On motion of George H. Bancroft it was voted to raise and appropriate two hundred and fifty dollars ($250.00) to provide. for payment of Liability insurance.
Art. 18. To see if the Town will vote to raise and appro- priate the sum of fifteen hundred dollars ($1500.00) to be used in reconstructing Salem street as recommended by the Massachu- setts Highway Commission, or what action it will take thereon.
On motion of Henry Law it was voted to indefinitely postpone

appropriating fifteen hundred dollars ($1500.00) for Salem Street work. On its being doubted the Moderator appointed George E. Houghton and Albert P. Moulton as Tellers and polled the House. The result was, Yea 59, Nay 55.
Art. 19. To see if the Town will vote to raise and appropriate the sum of twelve hundred dollars ($1200.00) for the use of the Fire Department for the ensuing year, or what action it will take thereon.
On motion of Nelson B. Todd it was unanimously voted to raise and appropriate one thousand dollars ($1,000.00) for the use of the Fire Department for the ensuing year.
Art. 20. To see if the Town will vote to raise and appropriate the sum of three hundred dollars ($300.00) to extend the fire alarm system at Lynnfield Center or what action it will take there-on.
Voted on motion of William W. Moxham to raise and appro- priate three hundred dollars ($300.00) to extend the fire alarm at Lynnfield Center.
Art. 21. To see if the Town will raise and appropriate the sum of one hundred dollars ($100.00) for the use of the Tree War- den, one-half of this sum to be expended in the planting of shade trees, or what action it will take thereon.
Voted on motion of Arlon J. Flannigan to raise and appro- priate fifty dollars ($50.00) for the use of the Tree Warden, one-half to be expended in the planting of shade trees.
Art. 22. To see if the Town will raise and appropriate the sum of one hundred and fifty dollars ($150.00) for the suppression of the Elm Leaf Beetle, same to be expended under the direction of the Moth Superintendent, or what action it will take thereon.
Voted on motion of Arlon J. Flannigan to indefinitely post- pone any appropriation for the suppression of the Elm Leaf Beetle.
Art. 23. To see if the Town will vote to raise and appropriate the sum of two hundred and fifty dollars ($250.00) for the main- tenance of the Public Library or what action it will take thereon.
Voted on motion of George E. Herrick to raise and appropriate one hundred dollars ($100.00) and the unexpended balance for the maintenance of the Public Library.
Art. 24. To see if the Town will vote to raise and appropriate

the sum of three hundred dollars ($300.00) for suppressing For- est Fires or what action it will take thereon.
Voted on motion of George H. Bancroft to raise and appro- priate three hundred dollars ($300.00) for the suppression of Forest Fires.
Art. 25. To see if the Town will vote to raise and appropriate the sum of twelve dollars ($12.00) to maintain a telephone in the house of the Forest Fire Warden for the ensuing year or what action it will take thereon.
Voted on motion of George H. Bancroft to take $12.00 for maintaining a telephone in the Forest Warden's house, from the three hundred ($300.00) appropriated for Forest fires.
Art. 26. To see if the Town will vote to raise and appropriate the sum of three hundred dollars ($300.00) and the unexpended balance of 1917 for the Emergency Fund.
Voted on motion of George E. Herrick to raise and appro- priate three hundred dollars ($300.00) for the Emergency Fund.
Art. 27. To see if the Town will vote to create a Park system to consist of Suntaug Park, Common at Lynnfield Center, at Junc- tion of Main, Summer and Common Sts., and Square at Junction of Salem Street and Broadway, this system to be under the juris- diction of the Park Commissioners; also to appropriate a sum of money for the maintenance of the system.
Voted on motion of. Patrick B. Kiernan to raise and appro- priate one hundred dollars ($100.00) and transfer the bal- ance of ninety-five dollars ($95.00) left from the year 1917, out of the appropriation for care of Common and the unex- pended balance of the Park Department ($65.30) making in all $260.30 for the Park System, created as follows:
Suntaug Park, Common at Lynnfield Center at Junction of Main, Summer and South Common Street, and Square at. Junction of Salem Street and Broadway, this system to be un- der the jurisdiction of the Park Commissioners.
Art. 28. To see if the Town will vote to fix the rate of com- pensation for all Town employes based on an eight hour day viz .:
1. Highway Surveyors and Employees.
2. Forest Warden and Forest Fire fighters.
3. Moth Superintendent and Moth Employees.
4. Chief of Police and Police Officers.

5. Janitors.
6. Employees on Parks, Cemeteries, etc.
7. Single and double teams for all work.
8. Automobile busses etc.
Voted on motion of George H. Bancroft to accept the recom- mendation of the Finance Committee to fix the rate of com- pensation for all Town Employees based on an eight hour day, as follows :

Art. 29. To see if the Town will vote to instruct the Board of Selectmen to notify the Committee on Water Supply of the Massachusetts Legislature that it approves the bill now pending before it, authorizing the Town to establish and maintain a pub- lic water supply.
Voted on motion of Nelson B. Todd that the Town instruct the Board of Selectmen to notify immediately the Members of the Massachusetts Legislature for 1918 and the Committee on Public Water Supply thereof, that the Town does not ap- prove the bill now pending before the Legislature with refer- ence to a water supply for this Town and disapproves of any effort at this time to authorize or provide a public water supply at the expense of the town.
Art. 30. To see if the Town will vote to accept Chapter 23 General Acts of 1917, (an Act to provide for the licensing of coffee houses, so called) or what action it will take thereon.
On motion of George H. Bancroft it was voted to indefinitely postpone accepting Chapter 23 General Acts of 1917, (an act to provide for the licensing of coffee houses, so called.

Art. 31. To see if the Town will vote to accept Chapter 254 General Acts of 1917, (an act to authorize Cities and Towns to pay to their employees who enlist in the service of the United States, the difference between their Military and their Municipal compensation) or what action it will take thereon.
On motion of Arlon J. Flannigan it was voted to indefinitely postpone the accepting of Chapter 264, General Acts of 1917 (an act to authorize Cities and Towns to pay to their employees who enlist in the service of the United States, the difference between their Military and their Municipal compensation.)
Art. 32. To see if the Town will vote to raise and appropriate a sum of money to be used for the purchasing and the display of flags for the public buildings, or what action it will take thereon.
On motion of Patrick B. Kiernan as amended by Franklin W. Freeman, that the Selectmen be instructed to take money from fund under their control and cause the Stars and Stripes to be displayed on the Town Hall and Chemical Hall in Precinct 2.
Art. 33. To see if the Town will vote to raise and appropriate the sum of $150.00 to be used by the Cemetery Commissioners in the general care of the cemeteries of the Town.
On motion of Seth H. Russell it was voted to raise and ap- propriate $50.00 and the unexpended balance of the year 1917, to be used by the Cemetery Commissioners in the general care of the cemeteries of the Town.
Art. 34. To see if the Town will vote to accept the following article --- "No increase in the amount requested for and by a depart- ment of the Town or in the amount named in any article in a war- rant for a Town meeting, shall be voted at the session of the meet- ing at which the motion for said increase is made, but such motion shall be referred to the Finance Committee which shall report thereon at the next session of said meeting" or what action it will take thereon.
On motion of Nelson B. Todd it was voted not to accept this article "no increase in the amount requested for and by a De- partment of the Town or in the amount named in any article in a warrant for a town meeting, shall be voted at the session of the meeting at which the motion for said increase is made, but such motion shall be referred to the Finance Committee which shall report thereon at the next session of said meet- ing."

Art. 35. To see if the Town will so vote that all repair work ·on Highways and Road building shall be done under the super- vision of the Road Commissioners.

Art. 36. To see if the Town will vote to change the name of Pine Street Lynnfield to Bay State Road, or what action it will take thereon.
On motion of Albert P. Mansfield it was voted to change the name of Pine Street, Lynnfield Center, to Bay State Road.
On motion of William F. Gerry the Moderator was given a unanimous vote of thanks for his services, and the meeting adjourned without date after the declaration of the following vote.
