On motion of George H. Bancroft, as amended by Joseph F. Smith, it was voted to raise and appropriate the sum of $100.00 and the unexpended balance for the maintenance of the Public Library.
Art. 30. To see if the Town will vote to raise and appropriate the sum of $25.00 said sum together with the unexpended balance to be used for maintenance of the Park System, or what action it will take thereon.
On motion of William W. Moxham it was voted to raise and ap- propriate the sum of $25.00 and the unexpended balance to be used for the maintenance of the Park System.
Art. 31. To see if the Town will vote to raise and appropriate

On motion of Joseph F. Smith it was voted to appropriate the unexpended balance of the Emergency Fund of 1918 for the ensuing year.
Art. 33. To see if the Town will vote to pay forest fire fighters 50 cents per hour.

Art. 34. To see if the Town will vote to raise and appropriate the sum of $300.00 to construct a levee at Suntaug Lake and a cistern near railroad track on Grove St., or what action it will take thereon.
On motion of William W. Moxham, as amended by Peter Walsh, it was voted to raise and appropriate the sum of $300.00 to con- struct a levee at Suntaug Lake and a cistern near railroad track on Grove Street, to be expended by the Board of Selectmen if they deem it advisable.
Art. 35. To see if the Town will vote to raise and appropriate the sum of $750.00, said sum to be used for welcoming Soldiers, Sailors and Marines, home, or what action it will take thereon.
On motion of John Ward it was unanimously voted to raise and appropriate the sum of $750.00 to be used in welcoming Soldiers,' Sailors and Marines, home from the late war, and the selectmen appoint a committee.

SPECIAL TOWN MEETING HELD MAY 23, 1919
Meeting called to order at 8.15 o'clock P. M. and Warrant read by Town Clerk.
Article 1. To choose a Moderator to preside at said meeting.
Rutherford E. Smith was the only nominee for Moderator and by vote of the Town, the Town Clerk was instructed to cast one ballot for him to be Moderator of said meeting, which was ac- cordingly done.
Art. 2. To see if the Town will accept the report of the Com- mittee on plans for enlargement of the Center School and discharge the Committee.
Upon motion of Nelson B. Todd it was moved and duly seconded that the report of the Committee on plans for enlargement of the Center School be accepted and the Committee discharged.
Art. 3. To see if the Town will vote to raise and appropriate the sum of $20,000.00, said sum to be expended by a committee of five to be appointed by the Moderator for building an addition to the Cen- ter School substantially in accordance with plans submitted by E. B. Balcomb & Company, Architects, the amount so appropriated to be obtained by taxation or by issuing notes or bonds of the Town.
Under Art. 3, Nelson B. Todd made a motion, seconded by : Ernest J. Clarke, that there be appropriated the sum of $20,000 for the building of an addition to the Center School, said addition to increase the floor space of said school building, said sum to be expended by a Committee of five, to be appointed by the Modera- tor and the work to be done substantially in accordance with the plans submitted by E. B. Balcomb and Co .; that for the pur- pose of meeting said appropriation there be raised in the tax levy of the current year the sum of $2,000.00 and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $18,000.00 and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accord- ance with the provision of Section 14, of Chap. 719 of the Act of 1913, so that the whole loan shall be paid in not more than ten years from the date of issue of the first bond or note, or at such earlier date as the Treasurer and Selectmen may determine.

Franklin W. Freeman amended this by moving, it being duly seconded, that $1,000.00 be assessed in the current year and $1,- 000.00 per year for the remainder, until paid. The question was on the amendment as put with the main question. A rising vote was called for and William F. Gerry and Henry W. Pelton were appointed by the Moderator as tellers. The vote was: Yes, 65. No, 1. Then the question was raised that they thought the vote was for how long they had to pay it in, not how much was to be raised. Upon motion of Joseph F. Smith it was voted to recon- sider this vote. Then the vote stood, "Yes 41" "No 38". As it would require a two-thirds vote, the motion was lost. The vote being doubted by ten voters, a third count gave "Yes 46" "No 37", therefore, the main question was lost.
Art. 4. To see if the Town will vote to raise $25.00 together with the 1917 appropriation for walk to the Town Hall, for the con- struction of said walk and to see if the Town will divert the unex- pended balance for use of committee on enlarging Town Hall to con- struction of said walk, and order its prompt installation by the High- way Surveyors.
Voted on motion of Joseph F. Smith and seconded by John Ross, to indefinitely postpone the construction of a walk from Town Hall main entrance to side walk.
Art. 5. To see if the Town will vote to raise and appropriate the sum of $750.00 for the purpose of erecting in each section of the Town, suitable tablets having engraved thereon the names of Citizens of Lynnfield who served in the Civil War, Spanish American and the World War, or what action it will take thereon.
Voted on motion of John Ward and seconded by Franklin W. Freeman, to indefinitely postpone the appropriation of $750.00 for the purpose of erecting in each section of the Town, suitable tablets having engraved thereon the names of Citizens of the Town of Lynnfield who served in the Civil War, Spanish Ameri- can and the World War.
Art. 6. To see if the Town will raise and appropriate the sum of $150.00 to supplement the March appropriation for extending the Fire Alarm system.
Voted on motion of John Ward and duly seconded, to indefinitely appropriating $150.00 for an addition to the March appropria- tion for extending the Fire Alarm System.
Art. 7. To see if the Town will vote to authorize the Chief of the Fire Department to sell surplus property in that department.

Art. 8. To see if the Town will raise and appropriate the sum of $500.00 for painting and repairing Chemical Hall, Broadway, or what action it will take thereon.
Albert P. Mansfield moved, being seconded by Daniel Killoran, $500.00 and amended by Franklin W. Freeman that it be taken from the March appropriation for Fire Alarm System. Amend- ment carried, this money to be used in painting and repairing Chemical Hall No. 2.
Art. 9. To see if the Town will raise and appropriate the sum of $50.00 to rebuild a retaining wall on Locust Street, which has fallen over, leaving a dangerous defect in side walk, or what action it will take thereon.
Voted on motion of Albert P. Mansfield, as amended by William W. Moxham, that $50.00 be taken from General Government Fund to rebuild retaining wall on Locust Street, which has fallen over, leaving dangerous defect in sidewalk.
Art. 10. To see if the Town will raise and appropriate the sum of $1,400.00 for Highway purposes, or what action it will take there- on.
Voted on motion of Nelson B. Todd and duly seconded, to raise and appropriate $1,400.00 for Highway purposes.
Art. 11. To see if the Town will vote to install one additional street light on Munroe St., and appropriate a sum of money therefor.
Voted on motion of Everett E. Harvey to raise and appropriate $13.50 to install one street light on Munroe St., near Broadway.

Voted that there be appropriated the sum of $16,000.00 for the building of an addition to the Center School, said addition to in- crease the floor space of said school building, said sum to be ex- pended by a committee of five, to be appointed by the Moderator, and the work to be done substantially in accordance with the plans submitted by E. B. Balcomb and Company, that for the purpose of meeting said appropriation there be raised in the tax levy of the current year, the sum of $1,000.00 and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $15,000.00 and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provision of Section 14, of Chap. 719 of the Acts of 1913; so that the whole loan shall be paid in not more than sixteen years from the date of issue of the first bond or note, or at such earlier date as the Treasurer and Selectmen may determine. This motion was made by Nelson B. Todd and sec- onded by William F. Gerry. A rising vote was taken and Wil- liam F. Gerry and Albert P. Mansfield were appointed tellers. The vote was Yes 28; No 11; making it a two-third vote for the same.

Voted on motion of William F. Gerry, it being duly seconded, that the report of the tablet committee be accepted. Following is the report as accepted.
May 20, 1919.
To the Citizens of Lynnfield:
Your committee on Soldiers' Memorial tablets, appointed at the last annual meeting has attended to its duties and beg to sub- mit the following report.
At the outset no definite plans were suggested. Plan 1, called for three bronze tablets to be placed on a boulder in a suitable location, one tablet being approximately 24x18 inches, containing a memorial inscription. One approximately 24x31 inches containing about 100 names of the Civil War veterans and one approximately 24x31 inches containing 60 names of World War veterans. The price given for these tablets in bronze, high relief letters, was $705.00. It was further suggested under this plan that duplicate tablets be purchased at the same time and placed in a suitable location in the South part of the Town. If this were done the price would be increased from $705.00 to $1,130.00.
Plan 2, is to have the names of the Civil War veterans en- grossed and placed in a cabinet and the names and reproduction of photographs by half-tone process of World War veterans in another cabinet, cabinets to be placed on the wall of Town Hall at Lynnfield Center, and in duplicate at Chemical Hall at Lynn- field. The approximate cost under this plan would be $750.00.
After discussion it was decided to ask the town for an appro- priation of $750.00 and your committee recommends that it be expended as follows: One-half of this appropriation to be used for the purchase of engrossed lists, and two cabinets as suggest- ed under plan 2, the same when completed to be placed on the wall of Chemical Hall at the South Village, the remaining half of the appropriation to be applied to the purchase of a bronze tab- let to be placed on the Common at Lynnfield Center as called for under Plan 1. The balance of the cost of the bronze tablet, $330.00, to be raised by popular subscription.

REPORT OF SELECTMEN 1
To the Citizens of the Town of Lynnfield:
The Board of Selectmen organized for the year 1919-1920 as fol- lows:

A list of officers appointed by the Selectmen appears on Page- -.
During the past year the Highway Commission has taken pre- liminary steps in the matter of taking over the Newburyport Turn -. pike as a State Highway. This accomplished should relieve the Town from the expense of repairing this expensive piece of street.
The New England Telephone and Telegraph Company have laid underground conduit on the Newburyport Turnpike from the Pea- body line to the residence of A. J. Hayward preparatory to placing all their wires underground, thereby eliminating the present over- head structure.
Poles have been relocated on Arlington Street to accommodate service requirements of the Reading Light Plant. A new street light has been installed on Munroe Street as provided for at a special town meeting held in June.
No action has been taken on the construction of Levee at Sun- taug Lake as provided for at the annual town meeting since it ap- . pears possible that a large cistern will be constructed at the square when the new state highway is built over the Turnpike. The ex -. penses of this cistern will be borne largely by the Highway Commis- sion and the supply of water more centrally located in the village.
Unfortunately no work could be done on repairing Chemical En- gine Building No. 2 as provided for at the special town meeting in June as the vote was declared illegal by the Bureau of Statistics. The building, however, is sadly in need of repairs and an appropriation for repairing same must be made at the coming Town Meeting.
