Auditor's Report


Realizing from past experience, the importance of an exact accounting of all money handled by the various departments of the town, I have kept an itemized account of all bills approved 1


and payments made and charged the same to the departments in which they properly belong.


I have also obtained from the Town Clerk and Selectmen & record of all appropriations and other expenses of the town for the past year and from the Town Treasurer and other officers of the town, the amounts received from the various sources of revenue.


I have carefully examined the Treasurer's statement of receipts and disbursements for the past year and all books and records pertaining to same. Also the bank books and other records of the various Trust Funds in the hands of the Town Treasurer, and verified the cash on hand as stated in his report to the town all of which I found correct.


I would recommend a separation of the accounts of the Tax Collector from those of the Town Treasurer, also a separate ac- count covering the various Trust Funds, and would suggest that unexpended balances, or overdrafts, of the various departments be disposed of in some way at the close of each year and a re- cord made of same.


I wish to thank the various officers of the town for their as- sistance and support and trust that any errors which I may have made in compiling this report will be promptly brought to my attention.

To either of the constables of the Town of Lynnfield, in said County of Essex,


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the town of Lynnfield, qualified to vote in elections and in town affairs, to meet at the town hall in said Lynnfield, on Monday, the elev- enth day of March, 1912, at 11.30 o'clock in the forencon, then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year, chosen in this manner ; also to bring in their votes in answer to the question : Shall license be granted for the sale of intoxicating liquors in this town ? The form of ballot in answer to that question to be Yes-No.


The polls on this ballot to open at 11.30 a. m. and close at 4.00 p. m. unless otherwise ordered by vote of the town.


Upon a separate ballot for the use of women qualified to vote, according to law. to vote for members of the School Committee, to bring in their votes for one member of the School Committee for a term of three years.

Also to act on the following articles :


Article 1. To choose a moderator to preside at said meet- ing.


Art. 2. To act upon the reports of town officers as pub- lished.


Art. 3. To choose all town officers not required to be chosen by ballot.


Art. 4. To see if the town will authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the taxes of the municipal year beginning February 1, 1912, and to issue a note or notes there- for payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year, and if so how much ?


Art. 5. To appoint a time when the Collector of Taxes shall settle his account.


Art. 6. To see if the town will authorize the Collector of Taxes to charge interest at the rate of 6 per cent, on all taxes not paid November 1, 1912.


Art. 7. To see if the town will revise and accept the jury list as prepared by the Selectmen .


Art. 8. To see what disposal the town will make of the money refunded by the County from the dog tax.


Art. 9. To raise and appropriate money for the repair of highways for the ensuing year.


Art. 10. To see if the town will raise and appropriate the sum of five thousand dollars for the support of schools, high school tuition and transportation of scholars.


Art. 11. To see if the town will raise and appropriate the sum of four thousand dollars for town expenses for the ensuing year.

Art. 12. To see if the town will raise and appropriate the sum of one hundred dollars for the use of the Cemetery Com- missioners.


Art. 13. To see if the town will raise and appropriate the sum of five hundred dollars for the use of the Fire Department.


Art. 14. To see if the town will raise and appropriate a sum of money to be expended by the Tree Warden.


Art. 15. To see if the town will raise and appropriate the sum of one hundred dollars for the observance of Memorial Day and determine how the same shall be expended


Art. 16. To see if the town will raise and appropriate a sum of money for the extermination of the Elm Tree Beetle.


Art. 17. To see if the town will raise and appropriate the sum of six hundred dollars for the purchase of a sprayer, or take any action thereon.


Art. 18. To see if the town will raise and appropriate the sum of six hundred dollars to be expended in lighting by electricity the central sections of both parts of the town same to be expended by a committee of six, three from each part of the town. George M. Roundy and others.


Art. 19. To see if the town will increase the salary of the Assessors to Two Hundred and twenty-five dollars a year, or take any action thereon


Art. 20. To see if the town will vote to raise and appro- priate a sum sufficient to install a motor and pump, for water service, in town hall. Franklin W. Freeman and others.


Art 21. To see if the town will raise and appropriate a sum of money for the purchase of forest fire equipment.


Art. 22. To see if the town will raise and appropriate the sum of three hundred dollars to suppress the illegal sale of intoxicating liquors W. B. Nelson and others.

Art. 23. To see if the town will abolish the office of town Auditor and authorize the Board of Selectmen to appoint a town accountant, and if so what annual salary the town account- ant shall receive.


' Art. 24. To see if the town will raise and appropriate the sum of one hundred and twenty-five dollars for resurfacing the cellar floor at the Centre school building.


Art. 25. To see if the town will raise and appropriate the sum of two hundred and fifty dollars to shingle, paint and make other minor repairs to Library building, or take any action thereon. George H. Bancroft.

At the Annual Town Meeting held March 11, 1912, the polls were opened at 11.30 o'clock a. m., and the warrant read by the Town Clerk. Election Officers were sworn as follows : Andrew Mansfield, Jr., Arthur D. Upton, Walter Gray, Daniel J. McCarthy.


Under Article 1, Rutherford E. Smith was unanimously chosen Moderator.


Art. 2. To act on the reports of Town Officers, as published.


Voted. That they be accepted as published.


Voted. To take up Article 15.


Art. 15. To see if the Town will raise and appropriate the sum of $100 for the observance of Memorial Day, and determine how the same shall be expended.


Voted. On motion of Edward W. Lundahl, that the sum of $100 be raised and appropriated for Memorial Day, to be expended under the direction of Isaac H. Mitchell.


Art. 3. To choose all Town Officers not required to be chosen by ballot.


Voted. That we have five Surveyors of Lumber, who were elected as follows : William E. Roundy, Isaac H. Mitchell, Fred Skinner, Andrew Mansfield, John W. Ross.


Voted. To have five Wood Measurers, and the Surveyors of Lumber act as same.

Voted. That the Selectmen act as Field Drivers and Fence Viewers, and the Chairman act as Pound Keeper.


Voted. To take up Article 23.


Art. 23. After listening to the remarks of Mr. McLaughlin, representing the State Bureau of Statistics, explaining the advantage of having a Town Accountant, it was voted that we authorize the Board of Selectmen to appoint a Town Accountant, as specified in Chapter 624, Sections 1 to 9, Acts of 1910. That the salary of Town Accountant be $200 a year, and that the office of Town Auditor be abolished. Art. 4. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the Taxes of the Municipal Year beginning February 1, 1912, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the Taxes of said Municipal Year, and if so, how much.


Voted. That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the Taxes of the Muni- cipal Year beginning February 1, 1912, to an amount not exceeding in the aggregate $10,000, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the Taxes of the said Municipal Year.


Art. 5. To appoint a time when the Collector of Taxes shall settle his account.


Voted. That he settle on or before February 1, 1913.


Art. 6. To see if the Town will authorize the Collector of Taxes to charge interest at the rate of 6 per cent on all Taxes not paid November 1, 1912.


Voted. That he so charge.


Art. 7. To see if the Town will accept and revise the Jury List as prepared by the Selectmen.


Voted. To accept the Jury List as published, and that the Select- men fill in vacancies in the List caused by the resignations of William E. Gilson, George Hatch, and John W. Ross. The names added by the Selectmen were as follows : Gilbert B. Herrick, Willis E. Peabody, Sidney M. Eaton.


Art. 8. To see what disposal the Town will make of the money refunded from the County for the Dog Tax.


Voted. It be paid to the Library Trustees for the maintenance of the Public Library.


Art. 9. To raise and appropriate money for the repair of high- ways for the ensuing year.


Voted. That the sum of $2,500 be raised, and the Excise Tax and appropriated for the use of highways, sidewalks, and oiling.


Art. 10. To see if the Town will raise and appropriate the sum of $5,000 for the support of schools, High School tuition, and transportation of scholars.


Voted. The sum of $5,000 for the same.


Art. 11. To see if the Town will raise and appropriate the sum of $4,000 for Town Expenses for the ensuing year.


Voted. $3,800 for the same


Art. 12. To see if the Town will raise and appropriate the sum of $100 for the use of the Cemetery Commissioners.


Voted. $100 for the same


Art. 13. To see if the Town will raise and appropriate the sum of $500 for the use of the Fire Department.


Voted. $500 for the same.


Art. 14. To see if the town will raise and appropriate a sum of money to be expended by the Tree Warden.


Voted. That the sum of $100 be raised and appropriated for the use of the Tree Warden ; $25, or a portion of the same, to be taken for the burning of ivy off the walls on Summer Street.

Art. 16. To see if the Town will raise and appropriate a sum of money for the extermination of the Elm Tree Beetle.


Voted. $250 for the same, $100 to be used in the South part and $150 in the Centre.


Art. 17. To see if the Town will raise and appropriate the sum of $600 for the purchase of a sprayer, or take any action thereon.
