FOR THE YEAR ENDING DECEMBER 31, 1914


ANNUAL TOWN MEETING


At the Annual Town Meeting held March 9, 1914, the following business was transacted :


The Meeting was called to order at 11.30 o'clock a. m .. and the warrant read by the Town Clerk. The Election Officers were Andrew Mansfield, Jr., Thomas E. Cox, John L. Hamilton, Jr., Everett B. Richards.


Later the Moderator instructed the Selectmen to appoint two Assistant Tellers ; they appointed Donald N. Frazier and Charles E. Robinson who were duly sworn by the Mod- erator.


Article 1. Rutherford E. Smith was elected Moderator 'to preside at this meeting. Seven ballots were cast all of which were, for him.


Art. 2. To act on the reports of the Town Officers as published.


On a motion duly made and seconded it was voted they be accepted as published.


Art. 3. To choose all Town Officers not required to be chosen by ballot.


On a motion duly made and seconded it was voted that all Town Officers not required to be chosen by ballot be the same as last year, namely :-


Five Surveyors of Lumber :- William E. Roundy, Fred Skinner, Isaac H. Mitchell, Andrew Mansfield, John Ross. That the same men serve as Wood Measurers. That the Selectmen act as Field Drivers and Fence Viewers, and that the Chairman of the Board act as Pound Keeper.

Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the financial year, begin- ning February 1, 1914.


Voted. That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning February 1, 1914, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the reve- nue of said financial year.


Art. 5. To see if the Town will vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money on and after January 1, 1915, in anticipation of the revenue of the financial year beginning January 1, 1915.


Voted. That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1915, in anticipation of the reve- nue of the financial year beginning January 1, 1915, and to issue a note or notes therefor payable within one year any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1915.


Art. 6. To appoint a time when the Collector of Taxes shall settle his account.


Voted. That he shall settle his account on or before December 31, 1914.


Art. 7. To see if the Town will authorize the Collector of Taxes to charge interest at the rate of 6 per cent per an- num on all taxes not paid by November 1, 1914.


Voted. That the Collector of Taxes is authorized to charge interest at the rate of 6 per cent per annum on all taxes not paid by November 1, 1914.


Art. 8. To see if the Town will revise and accept the jury list as prepared by the Selectmen.


Voted. That it be accepted as prepared by the Selectmen.

Art. 9. To see what disposal the Town will make of the money refunded by the County from the Dog tax.


Voted. That it be set aside for the maintenance of the Public Library.


Art. 10. To see if the Town will raise and appropriate the sum of one hundred dollars for the observance of Memorial Day and determine how the same shall be expended.


Voted. That the Town raise and appropriate the sum of one hundred dollars for Memorial Day, the same to be ex- expended under the direction of Isaac H. Mitchell.


Art. 11. To see if the Town will raise and appropriate the sum of two thousand five hundred dollars and the Excise tax for the repair of highways and oiling for the ensuing year.


Voted. That the Town raise and appropriate the sum of twenty-five hundred dollars and the Excise tax for the repair of highways and oiling for the ensuing year.


Art. 12. To see if the Town will raise and appropriate the sum of five thousand eight hundred dollars and the unex- pended balance for the support of schools, high school tuition and the transportation of scholars.


Voted. That the Town raise and appropriate the sum of $5800 and the unexpended balance for the support of schools, high school tuition and transportation of scholars.


Art. 13. To see if the Town will raise and appropriate the sum of four thousand dollars and the unexpended balance for Town expenses for the ensuing year.


Voted. That the Town raise and appropriate the sum of $3500 together with any receipts for the Town during the year and the unexpended balance. Later it was unanimously voted to reconsider this article. Then it was voted that the Town raise and appropriate the sum of $4850, and the unexpended balance for Town expense for the ensuing year, the additional amount being for Street Lighting already under contract.

Art. 14. To see if the Town will raise and appropriate the sum of one hundred dollars and the unexpended balance for the use of the Cemetery Commissioners.


Voted. That the Town raise and appropriate the sum of one hundred dollars and the unexpended balance for the use of the Cemetery Commissioners.


Art. 15. To see if the Town will raise and appropriate the sum of five hundred dollars for the use of the Fire Depart- ment for the ensuing year.


Voted. That the Town raise and appropriate the sum of five hundred dollars for the use of the Fire Department for the ensuing year.


Art. 16. To see if the town will raise and appropriate a sum of money to be expended by the Tree Warden.


Voted. That the Town raise and appropriate the sum of $50 to be expended by the Tree Warden.


Art. 17. To see if the Town will raise and appropriate a sum of money for the extermination of the Elm Tree Beetle.


Voted. That the Town raise and appropriate the sum of $250 for the extermination of the Elm Tree Beetle, $150 to be expended in the Centre and $100 in the South part of the town under the direction of the Tree Warden.


Art. 18. To see if the Town will raise and appropriate the sum of one thousand dollars to be used on Summer street beginning at the railroad crossing; provided that the Mass. Highway Commission will contribute a like amount, or what action it will take thereon.


Voted. That the Town raise and appropriate the sum of $1000, provided that the Mass. Highway Commission will contribute a like amount to be used on Summer street, commencing at the Lynnfield Ctr. railroad crossing and thence southerly.

Art. 19. To see if the Town will raise and appropriate a sum of money sufficient to extend the sidewalk on the east side of Chestnut street, as far as Frank Hart's and Herbert T. Parker's line.


Voted. That the Town shall build a sidewalk on the east side of Chestnut street, as far as Frank Hart's and Herbert T. Parker's line, by taking the money from the Highway ap- propriation and referring the building of same to Highway Surveyor.


Art. 20. To see if the Town will cause to be installed an additional street light on the second pole southwest from the corner of Essex street, on Main street, and raise and appropriate the necessary money for its maintenance.


Voted. That the Town shall install an electric light on the second pole southwest from the corner of Essex street, on Main street, and appropriate $13.50 for the same.


Art. 21. To see if the Town will accept the provisions of Chapter 635 of the Acts of 1912, known as the Tenement House Act for Towns, and Acts in addition thereto and amendment thereof.


Voted. That the Town accept the provisions of Chapter 635 of the Acts of 1912 known as the Tenement House Act for Towns, and acts in addition thereto and amendment thereof. Art. 22. To see if the Town will vote to hold a Centennial celebration of its incorporation on June 17, 1914, and raise and appropriate the sum of two hundred dollars to be expended for that purpose, or what action it will take thereon.


Voted. That the Town raise and appropriate the sum of $200 to be expended under the direction of the Centennial Com- mittee, appointed at the last Annual Meeting and that the Centennial celebration be held June 17, 1914.


Art. 23. To see if the Town will raise and appropriate the sum of one hundred and fifty dollars for the continuation of the sidewalk on Main street from E. G. Russell's.

Voted. That the sum of $150 be expended under the direction of the Highway Surveyor, said money to be drawn from the regular highway account.


Art. 24. To see if the Town will appoint a committee of five to see what can be done toward obtaining motor equip- ment for the Fire Department, this committee to report at some future meeting.


Voted. That a committee of five shall be appointed by the chair to see what can be done towards obtaining motor equipment for the Fire Department and report at some future meeting. The chair appointed William F. Gerry, Chairman, Edward A. Russell, Ernest J. Clark, Andrew Mansfield, Jr., H. E. Ricker.


Art. 25. To see if the Town will raise and appropriate the sun of fifteen hundred dollars to be used in straightening and relocating Salem street, from Summer street to the Wake- field line, in accordance with plans to be submitted by the County Commissioners.


Voted. To indefinitely postpone.


Art. 26. To see if the Town will instruct the Selectmen to petition the Mass. Highway Commission for an amount equal to that appropriated under Article 25, to be spent in conjunction with it and that contributed by the County in straightening and relocating Salem street from Summer street to the Wakefield line, or what action it will take thereon.


Voted. To indefinitely postpone.


Art. 27. To see if the Town will raise and appropriate the sum of $100 to be used for the care and maintenance of the Branch Library, Lynnfield, or what action it will take thereon.


Voted. To raise and appropriate the sum of $100 for suitable furnishing and equipment of the Branch Library at Lynn- field.

Art. 28. To see if the Town will raise and appropriate a sum of money sufficient to lay a drain pipe with three grates, on on the northerly side of Salem street, from Miss Jennie Gerry's to Law's corner, or what action it will take thereon.


Voted. To refer it to the Highway Surveyor, and that he take such action thereon as he deems necessary.


Art. 29. To see if the Town will raise and appropriate a sum of money sufficient to purchase two snow plows, or what action it will take thereon.

Art. 30. To see if the Town will raise and appropriate the sum of 8500, to be used on the Common at Lynnfield Cen- tre, or what action it will take thereon.


Voted. To indefinitely postpone.


Art. 31. To see if the Town will petition the Director of the Bureau of Statistics for an audit of its accounts in accord- ance with the provisions of Chapter 598, Acts of 1910, and amendments thereof.


Voted. To indefinitely postpone.


Art. 32. Shall this Town accept the provisions of Section 42 of Chapter 514, of the Acts of the year 1909, as affected .by Chapter 494 of the Acts of the year 1911 which pro- vides that eight hours shall constitute a day's work for city or town employees?


Voted. To accept. Yes, 62. No, 25.


Art. 33. Shall Chapter 807 of the Acts of 1913, being an act to provide for compensating laborers, workmen and me- chanics for injuries sustained in public employment, and to exempt from legal liability counties and municipal cor- porations which pay such compensation, be accepted by the inhabitants of this Town.


Voted. To indefinitely postpone.

Art. 34. To see if the Town will authorize the Selectmen to secure the services of a competent police officer to act as Chief of Police and be on duty at all times, and appropri- ate the sum of $800 therefor, or what action it will take thereon.

Art. 35. To see if the Town will accept the provisions of Chapter 191 of the Acts of 1907, entitled "an act to author- ize the establishment of Boards of Survey in Towns" and acts in addition thereto and amendment thereof, or what action it will take thereon.


Voted. To accept.


Art. 36. To see if the Town will raise and appropriate a sum of money sufficient to maintain five or more electric street lights on Lowell street and authorize the Board of Select- men to make a contract with the Municipal Lighting Board, Town of Reading, therefor, or what action it will take thereon.


Voted. To raise and appropriate the sum of $150 for installing of electric street lights on Chestnut and Lowell streets under the direction of the Selectmen.


Art. 37. To see if the Town will vote to extend the sidewalk on the northerly side of Main street to a point opposite the Robert Henfield place and raise a sufficient sum of money therefor, or what action it will take thereon.


Voted. To raise and appropriate the sum of $150 to build this sidewalk from George Hatch's southerly as far as the money will go.


Art. 38. To see if the Town will vote to spend the unexpended balance of the Liquor License Fee, amounting to $164 for painting and repairing of Chemical House No. 2, or what action it will take, thereon.


Voted. To spend this balance for the same.

Art. 39. To see if the Town will raise and appropriate the sum of $200 for the prosecution of violators of the liquor laws.


Voted. To indefinitely postpone.


Art. 40. To see if the Town will raise and appropriate the sum of $200 to be used on Chestnut street at the foot of Tophet Hill, or what action it will take thereon. This was not a vote.


Art. 41. To see is the Town will vote to increase the Town Clerk's salary to $100 per year, or take any action thereon.


Voted. To increase the Town Clerk's salary to $100 per year.


Art. 42. To see if the Town will raise and appropriate the sum of $1000 to change over Chemical Engine No. 2 to a motor driven chemical, or see what action it will take thereon.

Art. 43. To see if the Town will raise and appropriate the sum of $150 for extending Fire Alarm System to L. B. Hayward's house on Broadway and to John Lynch's house on Salem street.


Voted. To indefinitely postpone.


Art. 44. To see what action the Town will take with unex- pended balances and overdrafts.


Voted. That any unexpended balance shall revert back to the department from which it came. Any balance of special appropriation shall revert to the general fund, overdrafts paid from out of appropriations for 1914 made at this meeting.

Art. 2. To see if the Town will raise and appropriate the sun of $525.74, as directed by the State Forester for continu- ing the work of suppressing Gypsy and Brown-tail Moths during the year ending November 30, 1915, said amount to . be assessed in the tax list of 1915.

Report of Selectmen


TO THE CITIZENS OF THE TOWN OF LYNNFIELD :


The first meeting of the Board of Selectmen was held at its office March 16, 1914, at which it organized as follows:


Charles J. Bolton, Chairman ; Albert P. Mansfield, Secre- tary ; and Elbridge M. Frazier. It then proceeded without further delay to appoint all officers under its jurisdiction, a list of which is given at the beginning of this report.


Regular meetings have been held on the first Monday of each month and special meetings as often as occasion required. Following is a brief summary of work accomplished during the year.


TOWN BY-LAWS


The Town By-Laws, as passed by vote of Town at annual meeting in March, 1912, and revised at special meeting in July. 1913, have been printed in the Lynn Evening News as required by law and prepared for distribution in a neat booklet. Copies may be had at the Selectmen's room.
