TOWN ACCOUNTANT'S REPORT.


I hereby certify that I have examined the various Trust Funds of the Town; also the accounts of the Collector of Taxes and of the Town Treasurer and find them correct.


I have also kept an itemized account of all payments and re- ceipts of the Town, and have published the result of the same in the annual Town Report in connection with reports of Departments, and records of Town Clerk, etc. The report of Finance Committee on appropriation called for in the Annual Town Warrant for 1918, is published in the Annual Town Report.


With the exception of the Fire Department, unexpended bal- ances are shown in most of the Departments of the Town. Unpaid Bills of Fire Department, amounting to $285.97 are carried forward to account of 1918.

REPORT OF FINANCE COMMITTEE


The appropriations as recommended call for an expenditure of $27,303.05. We are informed that there are three notes of $1000 each which must be paid this year together with interest charges and we estimate the State and County tax at $7,000. A total amount of some $35,000 against which will, of course, be applied the regular credits. We therefore urge careful consideration of each article.

RECOMMENDATIONS of FINANCE COMMITTEE


In Connection With the Articles in the Town Warrant for the Annual Town Meeting March 11, 1918


ESSEX, ss.


To either of the Constables of the Town of Lynnfield, in said County of Essex,


GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield qualified to vote in elections and in Town affairs, to meet , at the Town Hall, in said Lynnfield on Monday, the eleventh day of March, 1918, at 11 o'clock in the forenoon, then and there to bring in their votes on one ballot for the choice of all necessary Town officers for the ensuing year chosen in this manner; also upon the same ballot to vote "Yes" or "No" upon the question : "Shall license be granted for the sale of intoxicating liquors in this Town?"


Upon a separate ballot for the use of women qualified. according to law, to vote for members of the School Committee, to bring in their votes for one member of the School Committee for a term of three years.


The Polls on these ballots to open at 11 A. M., and close at 4 P. M., on said March eleventh, unless otherwise ordered by vote of the Town.


Also to act on the following articles :


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To act upon the reports of Town officers as pub- lished.


Article 3. To choose all Town officers not required to be chosen by ballot.


Article 4. To see if the Town will vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money in an- ticipation of the revenue of the financial year beginning January 1, 1918, and to issue a note or notes therefor, payable within one vear, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Article 5. To see if the Town will vote to authorize the Treas- urer, with the approval of the Selectmen, to borrow money on and after January 1, 1919, in anticipation of the revenue of the finan- cial year beginning January 1, 1919, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1919.


Article 6. To appoint a time when the Collector of Taxes shall settle his account.


Article 7. To see if the Town will revise and accept the jury list as published by the Selectmen.


Article 8. To see what disposal the Town will make of the money refunded by the County from the Dog Tax for the year 1918.


Article 9. To see if the Town will raise and appropriate a sum of money for the observance of Memorial Day, and determine . how the same shall be expended, or what action it will take thereon.'


Recommends $100.


Article 10. To see if the Town will raise and appropriate the sum of twenty-seven hundred dollars, said sum together with the unexpended balance as shown in General Government account, to be used for maintenance of General Government as follows: Town officers' salaries and expenses, interest on notes, care of municipal buildings, elections, and registrations, or what action it will take thereon.

Article 27. To see if the Town will vote to create a Park Sys- tem to consist of Suntaug Park, Common at Lynnfield Center, at junction of Main, Summer and Common streets, and Common at junction of Salem street and Broadway; this system to be under the jurisdiction of the Park Commissioners. Also to appropriate a sum of money for the maintenance of the system.

Article 28. To see if the Town will vote to fix the rate of com- pensation for all town employees, based on an eight-hour day, viz: 1, Highway surveyors and employees; 2, Forest Warden and forest.

Article 29. To see if the Town will vote to instruct the Board of Selectmen to notify the Committee on Water Supply of the Mas- sachusetts Legislature that it approves a bill now pending before it authorizing the Town to establish and maintain a public water sup- ply.


Article 30. To see if the Town will vote to accept Chapter 23, General Acts of 1917: "An Act to provide for the licensing of cof- fee houses, so-called," or what action it will take thereon. postponed


Article 31. To see if the Town will vote to accept Chapter 254, General Acts of 1917: "An Act to authorize cities and towns to pay to their employees who enlist in the service of the United States the difference between their military and their, municipal compensa- tion," or what action it will take thereon. posthimed

Article 35. To see if the Town will so vote that all repair work on highways and road building shall be done under the supervision of the Road Commissioners. Peter J. Walsh and eleven others.


Article 36. To see if the Town will vote to change the name of Pine street, Lynnfield, to Bay State road, or what action it will take thereon.


And you are directed to serve this warrant by posting up at- tested copies thereof in at least six public places in said town, and in such other public places as the Selectmen may designate, seven days at least before the time of holding said meeting.


Hereof fail not and make due return of this warrant with your doings thereof, to the Town Clerk at the time and place of meeting aforesaid.
