At the annual town meeting in March, 1911, $3500 was appropriated for the use of this department. This amount has been expended for salaries of town officers. interest on +own notes, miscellaneous bills, printing, soldiers' relief, forest fires, and sup- port of poor. A full account of expenditures will be found in the financial report of the Auditor.


During the past year the State Highway Commissioners have continued their good work on that part of the Newburyport Turnpike which runs through our town. A balance due the town from last year's work of $25.00 has been repaid by the State. The sum of $1476.75 has been expended on work done during the past year. With the exception of a difference of $3.12, which occurred through a misunderstanding, this entire sum has been repaid to the town.


Everybody has a word of praise for the way this work has been done and we feel that the citizens should certainly be very grateful for this much needed improvement.

During the year the Lynn Gas & Electric Company applied for a right to erect poles and string wires for the purpose of supplying power to the Lynn Water Works at their pumping station at Montrose. Two public hearings were duly held, at each of which the Peabody Electric Light Company was repre- sented by counsel who appeared in strong opposition. After a conference was held with Mr. King, the manager of the Peabody Electric Light Company and their counsel, an agreement was reached whereby said Company agreed to extend their lines to the Wakefield lines and that is what a number of citizens had been trying to have done for a long time. When this agreement was reached the Lynn Gas & Electric Company withdrew their petition.


After a very careful study of conditions and requirements for our vault in the town hall we have awarded the contract for the new steel improvements as required by law. It takes from 60 to 90 days to complete this work. We hope to have it completed and ready for inspection on the day of the town meeting.


The work of the Overeers of the Poor has required much attention. We have used our best efforts to prevent the town from being burdened but we have had to take one new case and there are two cases pending which in all probability will have to be taken care of in the very near future.


There have been very few cases of contagious disease reported during the year The houses where these cases have occurred have been thoroughly fumigated.


In closing we draw attention to the fact that Lynnfield is still growing and hardly a month goes by without our noticing new houses started and new citizens in our midst. We hope that everybody will consider it their duty to put themselves out, if need be, to give these newcomers a most hearty welcome.

Report of Fire Department


TO THE CITIZENS OF THE TOWN OF LYNNFIELD


Your Chief submits the following report :


The department has shown itself very efficient considering the difficulties under which it operates. Both companies have responded to several alarms, but have been handicapped by difficulty in obtaining horses on several occasions. Much good work has been done, however, in spite of various obstacles with which the department has had to contend.


I would take this opportunity to suggest that in the near future the Town should own two pair of horses to be used in connection with the Fire Department and possibly in other Town work.


Out of Town help was called on November 8, 1911, at which time, a house on Main Street, owned by William E. Roundy was destroyed by fire. The Wakefield Department responded promptly to the call.


Both of our Chemical Engines need at least 100 feet of new hose, as the life of chemical hose is not guaranteed for more than two years. This matter is particularly important, as no new hose has been purchased since the engines were installed, and I trust that funds will be provided for this purpose.


The pony chemicals owned by the Town are located as follows :


At Lynnfield Centre : at the homes of T. E. Cox, Charles Derby, Nathaniel Ross, W. E. Gilson, Walter Harris, G. H. Bancroft, W. E. Roundy, O. E. Phillips, Isaac Mitchell, Charles Berry and at the Town Hall.


At Lynnfield : George Gove, L. O. Newhall, Thomas Evans, Edward Doyle, Charles Russell, E. Q. Moulton and W. H. Stevens, each have one chemical owned by the town.

Of the original number purchased, two have been lost at fires and several have been injured by freezing. Excellent work has been done by these hand extinguishers, several houses hav- ing been saved during the past few years by these alone.


I would recommend that the sum of $500.00 be raised for this department for the coming year. This amount will cover the extension of the Fire Alarm System, which was voted at the Annual Town Meeting of 1911, but has not as yet been com- pleted, owing to lack of funds, also cost of new hose, general needs, and maintenance of Fire Alarm System. ·

Report of Cemetery Commissioners


TO THE CITIZENS OF THE TOWN OF LYNNFIELD :


The Cemetery Commissioners hereby submit to you the report of their department for the municipal'year ending February 1,1912.


Instead of placing trees along the avenues of the cemeteries the Commissioners placed shrubs in the West Cemetery and cleared the grove in Willow Cemetery.


The shrubbery was set out by a local nursery-man. The shrubs are all in healthy condition and improve the appearance of the cemetery very much. The grove at Willow Cemetery has been infested with moths for several years. This year under the personal supervision of the Commissioners the grove has been rid of moths, four cords of birches cut and sold, the remainder trimmed out, the brush piled and burned. This work has cost the town about ten dollars.


The Commissioners are working for the greatest amount of improvement for the smallest amount of money.


The matter of collecting the records of the endowed lots has been postponed until the records of the town have been systemized.


Exceeding care has been taken to keep the cemeteries in good condition. The grading of lots and setting of corner stones have been closely watched to keep the avenues straight. The cemeteries have been mowed and the endowed lots well taken care of.


During the coming year the work already started will be continued, several walls need to be rebuilt, trees set out, gates rehung, and other minor improvements made which will require the appropriation of one hundred dollars ($100) in addition to the unexpended balance. As in the past the commissioners are putting forth their united efforts in the interests of the cemeteries.

Report Public Library Trustees


The past year has been in many ways very encouraging to the Board of Trustees. Our main library in Lynnfield Centre, has been exceptionally well patronized and the reading room has been enjoyed by both young and old. The literary department of the Civic League have held regular meetings in the reading room semi weekly to which all have been cordially welcomed. Many interesting subjects have been taken up and the easy access of the books and magazines has added much to the enjoyment of the meetings. The branch library opened at the home of Mrs. Cora Pike, Broadway Lynnfield, has been patronized much beyond our expectations.


During the past year a generous number of books have been added to our circulation and many of the leading magazines have been furnished for the benefit of our patrons. Quite a number of magazines have been given us by friends of the library. Books have been presented by Miss Katherine Haywood, Mrs. Charles Haywood, Miss Grace Allen, Mr. Charles A. Cooper and Mr. Jos. Hobson. Mr. and Mrs. George Fuller have also presented two very handsome busts to the Branch Library. Mr. H. B. Peabody furnished $10.00 worth of books for the branch from the proceeds of an entertainment given under his management. Mr. Peabody is also in charge of a fund for the erection of a Memorial Library building for the South village.

We would call attention to the fact that our Library Build- ing at Lynnfield Centre needs both painting and shingling and also other minor repairs. It is estimated that about $250 will be needed for this purpose.


We have placed insurance of $1000 on the books of our main library during the past year from our general fund. No insurance has been carried on the books previous to this time, but the building insurance has been cared for by the Selectmen from the Town Expense Account.


The operation of the branch library has added somewhat to our expense account, but we feel that the outlay is fully warranted by the good results obtained. Our actual operating expense for the past year, exclusive of books, magazines, repairs to build- ing, insurance etc. has been $235.12, our total expense including books, magazines, repairs to building and insurance has been $449.52 of this sum $184.71 was received by vote of the town from Dog Tax, refunded by County Treasurer. It is hoped that the same FUND will be voted for support of Library for the year of 1912. Our financial statement contains reports on two sets of funds, one handled by the board of Trustees direct and one drawn by orders on Town Treasurer. All accounts are now drawn on Town Treasurer as Custodian of Public Library Funds.

Report of Assessors


TO THE CITIZENS OF THE TOWN OF LYNNFIELD :


The Board of Assessors respectfully submit their annual re- port, for the year ending Feb. 1st, 1912, as follows :


We organized on March 20, 1911, and Mr. Francis P. Rus- sell was chosen chairman of the Board. We commenced our du- ties on the first day of April, and in due course of time the war- rant was delivered to the Tax Collector. The rate of taxation for the past year was less than it should have been owing to an oversight. Without attempting to offer any excuses, we believe we are entitled to the same consideration that each man expects in the handling of his own private affairs, for we have yet to find any man who is infallible.


One of the greatest obstacles the Board of Assessors has had to overcome, is the imagination of some people that they are singled out and assessed unfairly, when, as a matter of fact your Board has endeavored in every case to treat all the property owners alike and perform its duties in a faithful and impartial manner. Every citizen who gives the matter any thought must realize that it is difficult for the assessors to assess all of the property which should properly and lawfully be assessed, as there seems to be a tendency among some people to avoid taxation. We believe if there could be some change in the taxation law whereby all property subject to taxation could be reached, it would be a great justice to all and especially the tax payer who now is assessed for all the taxable property he owns, because of the fact it can be found by the assessors.


On Jan. 17, 1912, our chairman, Mr. Francis P. Russell, passed away very suddenly. His experience and knowledge of town affairs from filling various offices for many years and his familiarity with the Real Estate of the town made him a very valuable man, especially as a member of the Board of Assessors.
