REPORT OF SELECTMEN
The Selectmen of the Town of Randolph herewith sub- mit their report of the receipts and expenditures for the fiscal year ending December 31, 1913.
In the table of Appropriations and. Expenditures the item of Poor out of Almshouse shows the largest over- draft. This is a problem which assumes larger propor- tions each succeeding year, in our town, as well as most towns throughout the State and is a matter that cannot be accurately estimated in advance partly due to aid rendered persons living in other cities and towns who have a settlement in our town.
An unexpected expense the town has been called upon to meet this year was in installing a fire alarm signal. This was made necessary by the closing of the power plant of the Randolph and Holbrook Electric Light Co. on Warren Street last July. An attempt to operate the signal from the Randolph pumping station at the Great Pond proving unsatisfactory a whistle was finally placed on the Richards and Brennan factory, South Main Street, where at the present time it renders efficient serv- ice. This matter has not been finally settled as the establishment of a permanent signal involves consider- able expense and careful consideration.

The maintenance of a good condition of our Main Street is a matter of grave concern, inasmuch as our location between two cities, Boston and Brockton has led to the street being very largely used for pleasure and business traffic, by other than our own citizens. The ex- pense of maintaining the street in good condition has heretofore entirely fallen upon our taxpayers, although such expense was principally caused by citizens of the State at large. This state of affairs seemed so inequita- ble that the Chairman of the Board of Selectmen ap- pealed to the State Highway Commission to bear part of the expense.
The Commissioners admitted that it was not entirely fair that the town should be compelled to bear the whole burden under the circumstances and suggested that an article be inserted in the annual town warrant asking for an appropriation of a certain amount toward the re- pair and maintenance of our Main Street and assured the town official that they would meet such amount with an equal sum from the State Highway fund with the condition that the work be performed under the super- vision of the State Highway Commission

Report of the Overseers of the Poor
The Overseers of the Poor herewith. submit their re- port for the year ending December 31, 1913.
A portion of the overdraft shown in the table of ap- propriations and expenditures relating to the Almshouse is due to the installation of a new heating plant and foundation which became necessary when the old boiler upon inspection last July was found to be useless for further service. This had been in use for 20 years and was beyond repair. In the same department a deficit of $150 is accounted for by the loss of a horse which was ordered killed by the Agent of the S. P. C. A.
The Almshouse is still under the competent manage- ment of Mr. and Mrs. M. M. Sullivan as warden and matron respectively. The house is in good order and the returns from produce raised on the farm shows a large gain over any previous year.
