TOWN MEETING WARRANT
Commonwealth of Massachusetts, Norfolk,ss. To Either of the Constables of the Town of Randolph, in said County, Greeting :
In the name of the Commonwealth of Massachu- setts you are hereby required to notify and warn the inhabitants of the Town of Randolph qualified to vote in elections and town affairs, to assemble at
Stetson Hall, in said town on MONDAY the Third day of March, 1919, at 5.45 o'clock in the Forenoon, then and there to act on the following articles, Viz .:
ARTICLE 1. To choose all such Town officers as are re- quired by law to be chosen by ballot, namely: A Moderator for one year, a Town Clerk for one year, a Town Treasurer for one year, Three Selectmen and Overseers of Poor for one year, One Assessor for three years, One Member of School Committee for three years, One Trustee of Stetson School Fund for three years, a Collector of Taxes for one year, One Water Commissioner for three years, Three Auditors for one year, One Tree Warden for one year, One Highway Surveyor for one year, Three Fence Viewers for one year, Three Fish Wardens for one year, Seven Constables for one year.
Also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall License for the sale of intoxicating liquors be granted in this town."
ARTICLE 2. To choose all such town officers as are not re- quired by law to be chosen by ballot.
ARTICLE 3. To hear and act on the report of the town officers.
ARTICLE 4. To raise and appropriate such sums of money as may be necessary for the support of schools, including Stetson High School, and also for the conveyance of pupils.
ARTICLE 5. To raise and appropriate money to defray the general town expenses for the current year.
ARTICLE 6. To see what action the town will take in rela- tion to repairs on the Turner Free Library Building and raise and appropriate money for the same.
ARTICLE 7. To see if the town will vote to raise and ap- propriate money for the District Nurse Fund.
ARTICLE 8. To see what sum of money the town will raise and appropriate for lighting the streets by electricity.
ARTICLE 9. To see if the town will vote to light the streets all night and raise and appropriate money therefor.
ARTICLE 10. To see if the town will vote to pay the insur- ance on the Town Treasurer's Bond for the year 1919-1920, and raise and appropriate money therefor.

ARTICLE 14. To see what action the town will take rela- tive to surface drainage at and near the corner of North and Plain streets and raise and appropriate money therefor.
ARTICLE 15. To see what action the town will take rela- tive to drainage in any section of the town, and raise and appro- priate money therefor.
ARTICLE 16. To see if the town will vote to repair Centre street between Union street and Main street, and raise and ap- propriate money therefor, as petitioned for by Ernest E. Simmons and others.
ARTICLE 17. To see if the town will vote to accept Augusta street and the continuation of said street known as Rockefeller street.
ARTICLE 18. To see if the town will vote to raise and ap- propriate money to build Augusta street and the continuation thereof known as Rockefeller street.
ARTICLE 19. To see if the town will vote to instruct the Water Commissioners to extend the water main in and upon Au- gusta street from Pond street, a distance of 1,450 feet, and raise and appropriate money therefor.
ARTICLE 20. To see if the town will vote to place an elec- tric light at the junction of North Main and Orchard streets as petitioned for by Eugene Thayer and others, and raise and appro- priate money therefor.
ARTICLE 21. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan. 1, 1919, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of said municipal year.
ARTICLE 22. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to renew or refund any notes issued in anticipation of revenue for a period of less than one year, in accordance with the provisions of Section 9 of Chapter 719 of the Acts of 1913; or to take any action relative thereto.
ARTICLE 23. To see if the town will vote to instruct the Water Commissioners to extend the water main on Grove street from the corner of Cross street, a distance of eight hundred feet, and raise and appropriate money for the same.
ARTICLE 24. To see if the town will appropriate money to install four electric lights between South street and Main street

on Centre street as petitioned for by Ernest E. Simmons and others.
ARTICLE 25. To see if the town will vote to raise and ap- propriate money to celebrate the return of soldiers and sailors now or late in the service of the United States in accordance with Chapter Four of the General Acts of 1919.
ARTICLE 26. To see if the town will vote to accept the provisions of Sec. 339 of Chap. 11 of the Revised Laws and Acts in amendment thereof relative to the election of Selectmen for terms of three years.
ARTICLE 27. To see if the town will appoint the Selectmen to be the agents and attorneys of the town to prosecute, defend and compromise any and all suits in which the town may be in any manner interested as a party or otherwise, except so far as the same relates in any manner to the water supply, and to em- ploy counsel if necessary.
ARTICLE 28. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys of the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested as a party or otherwise so far as the same in any manner relates to the taking and use of the water of Great Pond or in the construction of the Water Works either jointly or separately as authorized under Chapter 217 of the Acts of 1885, and to employ counsel, if necessary.
ARTICLE 29. To see if the town will make an appropriation for the decoration of Soldiers' graves, under the direction of Capt. Horace Niles Post 110, G. A. R.
ARTICLE 30. To see if the town will raise and appropriate money to contribute to the sinking fund as required by law, to meet the payment of the Randolph Water Loan when due.
ARTICLE 31. To see what action the town will take rela- tive to medical attendance on the poor, and raise and appro- priate money for the same.
ARTICLE 32. To see what action the town will take rela- tive to repairs on highways, and raise and appropriate money for the same.
ARTICLE 33. To see if the town will instruct the Select- men to appoint a special police officer or officers to enforce the laws and raise and appropriate money for the same.
ARTICLE 34. To see what action the town will take rela- tive to the pay of town laborers.
ARTICLE 35. To raise and appropriate money for the sup- pression of the Gypsy and Brown Tail Moth, as recommended by the State Forester.
ARTICLE 36. To see if the town will authorize the Tax Collector to charge interest at the rate of six per cent. per annum on all taxes remaining unpaid on and after Oct. 1, 1919.
ARTICLE 37. To see if the town will authorize the Tax

Collector to use the same means which a Town Treasurer may use when acting as Tax Collector.
ARTICLE 38. To see if the town will raise and appro- priate money for the care of the clock in the spire of the First Congregational Church.
ARTICLE 39. To see what action the town will take rela- tive to abatements of taxes and raise and appropriate money therefor.
ARTICLE 40. To see what action the town will take rela- tive to repairs on North Main street, under the direction of the Massachusetts Highway Commission and the Norfolk County Commissioners, and raise and appropriate money for the same.
ARTICLE 41. To hear and act on the report of any com- mittee, and choose any committee the town may think proper.
And you are directed to serve this warrant by post- ing attested copies thereof at five or more public places in said town, seven days at least before the day and hour for holding said meeting.
Hereof, fail not, and make return of this warrant with your doings thereon to the Town Clerk, on or be- fore the day and hour appointed for said meeting.
