REPORT OF SELECTMEN


In many communities a week is set aside each year and designated as "clean-up" week, the object being to establish a cleaner, sightlier and more sanitary community condition. The year 1919 may well be designated as Randolph's "clean-up" year financially.


Practically every creditor of the town who has presented a just claim, properly approved, has experienced the novel sensa- tion of having it paid without delay. Payment of some accounts has been refused for the reason that the town had a legitimate offset to the same.


Meanwhile current bills have been met as fast as contracted and for the first time in several years a new administration can face the future without a staggering debt to dishearten it.


No financial legerdemain has been necessary to accomplish this fact, the suspicions of some worthy citizens to the contrary notwithstanding. The Selectmen have devoted much time to securing revenue and re-imbursement from sources not included in the tax levy, the Treasurer has saved his salary many times over by paying cash and taking his discounts, the activity of the Tax Collector has been a vital factor and the promptness of the Assessors in getting the levy ready early in the season made it possible for the collector to work without the handicap which other collectors have suffered who did not receive their levies until late when notes were falling due like the dropping leaves of autumn.


The constant, harmonious co-operation of every unit in the administration has made the result possible. The factional quarrels of the past were eliminated and politics were not considered. It is easy to criticise and it is hard for some to give

credit where credit is due, but in the eyes of the world Randolph stands rehabilitated, her credit has been restored, her standing regained.


The main thoroughfare of the town, long the most notorious in this section of the state, and a monument to the lack of initiative and the want of the get-together spirit which formerly prevailed, has been rebuilt and at a minimum of cost to the town.


The administration of 1918 was economical to the point of parsimony. Every department was operated on a starvation basis. The overdraft of that year was purely theoretical.


At the beginning of the present financial year a policy was adopted which made it possible to pay many of our old debts at once and all within the fiscal year. For many years it has been impossible to estimate with any degree of accuracy the indebted- ness of the town. When a municipality is not paying its bills many creditors do not take the trouble to press their claims. With the glad news that the town was in funds, the avalanche descended. Dormant, but valid claims, were resurrected in large numbers and it became necessary to do practically the normal business of two years in one.


Book-keeping and accounting is no part of the work of the executive officers of this town. In no progressive community are they called upon to do it and we again call attention to the imperative need of permanent clerical assistance. It might be remarked in passing that when men of affairs, whose time com- mands money, spend that time and the hours which should be devoted to rest and recreation in doing this work for the town without compensation, they ought not to be subjected to criticism because of some slight delay in completing the clerical work incident to the office.


Finally, in making appropriations, the diminishing purchasing power of the dollar should be taken into account. Many depart- ments actually receive less than they did ten years ago. A

substantial increase is particularly necessary for the miscellaneous account, against which every item must be charged which cannot legitimately be charged elsewhere.


In the accompanying schedule of expenditures, disbursement for current year only should be charged against appropriations and credits of 1919. The appropriation for unpaid bills, amount re-appropriated for same, overdraft and surplus revenue were more than sufficient to take care of overdue accounts.
