Out-of-doors we are hoping to complete two more tennis courts and to continue the development of the baseball field. The field is at present being developed by the Stetson Park Association, which now has over 100 members. The asso- ciation expended $108 on the field last Fall.
The requirement of the State Board that no teacher have over one hundred recitation pupils per day we have not been able to meet as yet. - Several of the teachers at present ex- ceed this number and no doubt our failure in this regard will be the target for criticism by the State Board. The prin- cipal of the Canton High school, for instance, reports that he has trouble in getting his school approved by the State Board for normal school certification because some of his teachers have over one hundred recitation pupils per day.
The Turner reference room contains now over 400 vol- umes of reference. The books are nearly all in good con- dition. They include four encyclopaedias,-the Americana, Chambers, New International and Standard; also Warner's Library of World's Best Literature, and Ridpath's Library of Universal Literature. A set of Kipling of 10 volumes has just been placed in the room. A bronze tablet having the words in raised letters, "Seth Turner Reference Room," has been placed on the wall. Dr. Frank C. Granger pre- senied to the Reference Room in January, 1916, a complete

set of "Nations of the World," 35 volumes; the set includes Guizot's France and Gibbons' Rome.
A portion of the Penny Collection Fund of 1915 was used to purchase for the reference rcom, pictures of authors, and to add another section to the frieze about the room.

Mr. S. F. Blodgett, Superintendent of Schools, Dear Sir:
I respectfully submit my report for the year ending Dec. 31, 1915.º
During the past year I have investigated nineteen cases of truancy as reported to me. Most of the cases were of pupils living on the outskirts of the town whose parents find it hard to send the younger children to school where they have to walk back and forth to school during the stormy weather.

During the past year there have not been many complaints on account of truancy. Quite a number of pupils have been kept from school, who lived at a distance and were not pro- vided with tickets, many of these people laboring under the impression that the town is obliged to furnish tickets to any or all who may ask for them; but if these people will make themselves familiar with the law, they will find the word "may" where they expect to find "must."
I have had during the past year one very stubborn case, wherein the mother absolutely refused to send her boy to school. He was 13 years of age, having attended school but

10 1-2 days during the preceding term, and I was obliged to serve a summons to appear in court. She paid no attention to the summons. I was then obliged to arrest her on a war- rant and take her to court for contempt of court. She still refused to obey the law and was fined $20.00. She refused to pay the fine and was taken to jail and stayed there 8 days, when she was taken back to court and upon making a prom- ise to send her boy to school, she was placed in the care and custody of the probation officer with fine still pending.

Annual Town Meeting
Randolph, March 1, 1915.
Pursuant to a warrant issued by the Selectmen of Ran- dolph, dated February 18, 1915, duly served by James W. McGerigle, constable, the voters of Randolph assembled in Stetson Hall on Monday, March 1, 1915. Meeting called to order by Joseph Belcher, Moderator.
The Warrant and return was read by the Town Clerk and at 5.45 o'clock, A.M., the Polls were declared open and ac- tion taken as follows:
Article 1. To choose all such Town.officers as are required by law to be chosen by ballot, namely:
A Moderator for one year.
A Town Clerk for one year.
A Town Treasurer for one year.
Three Selectmen and Overseers of Poor for one year.
One Assessor for three years.
One member of School Committee for three years.
One Trustee of Stetson School Fund for three years.
A Collector of Taxes for one year.
One Water Commissioner for three years.
Three Auditors for one year.
One Tree Warden for one year.
One Highway Surveyor for one year.

Voted that we proceed to ballot for all such Town officers as towns are by law authorized to choose at their annual Town Meeting, namely:
A Moderator, a Town Clerk, a Town Treasurer, three Selectmen and Overseers of Poor for one year an Assessor for three years, one member of School Committee for three years, one Trustee of Stetson School Fund for three years, one Collector of Taxes for one year, one Water Commis- sioner for three years, three Auditors for one year, one Tree Warden for one year, one Highway Surveyor for one year, three Fence viewers for one year, three Fish Wardens for one year, seven Constables for one year; also to vote Yes or No in answer to the question "Shall license for the sale of intoxicating liquors be granted in this town"; that the polls be kept open until two o'clock, P. M .; that Articles 2, 3, 4, 5, 6, 7 8, 9, 10, 11, 12 13, 14, 15, 16, 17, 18,19,20,21,22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37,38,39, 40, 41, 42, 44, 47, 48, of the warrant be referred to a com- mittee of seven to be appointed by the Moderator, said committee to report at an adjournment of this meeting, and when this meeting adjourns it be to Monday, March 16, 1915, at 7.30 o'clock, P.M., for the purpose of taking action upon the report of said committee.

or debts incurred under this vote to be paid from the reve- nue of said municipal year.
Voted that the Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1915, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Article 45. To see if the town will appoint the Selectmen to be the agents and attorneys of the town to prosecute, defend and compromise any and all suits in which the town may be in any manner interested as a party or otherwise, except so far as the same relates in any manner to the water supply, and to employ counsel if necessary.
Voted that the Selectmen be so authorized and empow- ered.
Article 46. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys of the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested as a party or otherwise so far as the same in any man- ner relates to the taking of the water of Great Pond or in the construction of the Water Works either jointly or sep- arately as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
Voted that the Water Commissioners be so authorized and empowered.

Adjourned Annual Town Meeting
Randolph, March 15, 1915.
The annual town meeting adjourned to this date was called to order at 7.30 o'clock, P.M., by Joseph Belcher, Moderator.
Voted that the meeting take a recess for 10 minutes Meeting called to order at 7.40 o'clock.
The committee on appropriations submitted a printed report, a copy of which was given every voter.
Voted unanimously that the report of the committee on appropriations be accepted.
Article 3. To hear and act on the reports of the town officers.
Voted that action on this article be postponed to an ad- journment of this meeting on Monday, April 12, 1915, at 7.30 o'clock, P.M.
· Article 4. To raise and appropriate such sums of money as may be necessary for the support of schools, including Stetson High school, and also for the conveyance of pupils.
Voted that the sum of $18,656.66 be raised and appro- priated as follows:

The following items were appropriated at the annual town meeting in 1914 and provided for in the tax levy of that year; they have not been paid owing to the fact that the taxes have not been collected. It is voted that these amounts be re- appropriated :

Article 6. To see if the town will vote to accept Norfolk road as a public way of said town, said way having been laid out by the Selectmen, extending westerly from South Main Street to Highland Avenue.
Voted that the town accept Norfolk Road as laid out by the Selectmen, it being agreed and understood that the petitioners bind themselves by a good and sufficient bond to guarantee the payment to the town through taxes on the property abutting on said street, six per cent. interest on

any money invested by the town in the building of said road and the installation of the water system therein.
Article 7. To see if the town will vote to raise and appro- priate money to build Norfolk Road.
Voted that the Town Treasurer be authorized for the purpose of defraying the expense of said Norfolk Road, to borrow a sum not exceeding $800.00 and provide for the payment thereof by issuing two notes of $400.00 each; the first note to be made payable in one year from date thereof, and the second note to be payable in two years from the date thereof; said notes to be approved, signed and counter- signed, and in all respects to conform to provisions of law.
Article 8. To see if the town will vote to instruct the Water Commissioners to extend the water main on Norfolk Road from South Main Street to Highland Avenue and raise and appropriate money therefor.
Voted that the Water Commissioners be instructed to extend the water main on Norfolk Road from South Main Street to Highland Avenue, and for the purpose of defraying the expense thereof, that the Town Treasurer with the ap- proval of the Water Commissioners, be authorized to borrow an amount not exceeding $800.00, and provide for the pay- ment thereof by issuing two notes on the Town of Randolph in the sum of $400.00 each; the first note to be made pay- able in one year from the date thereof, and the other in two years from the date thereof; said notes to be approved, signed and countersigned, and in all respects to conform to provisions of law in such cases provided.
