To see if the town will authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1916, and to issue a note or notes therefor payable within one year; any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Adjourned Annual Town Meeting


Randolph, March 27, 1916.


The adjourned annual town meeting of March 20, 1916, was held this evening at 7.30 o'clock. Meeting called to order by James E. Foley, moderator.


Voted that all action taken under article 6 be rescinded.


Voted that the moderator appoint a committee of five citizens who are entitled to vote and are present at the meeting, who shall immediately retire and nominate an

Appropriation Committee of seven to be reported and acted upon at this meeting or an adjournment therof, whose term of office shall be until the dissolution of the next annual · town meeting, and that no person holding an office in this town or who has any personal interest in any article of the warrant to be acted upon shall constitute a member of the committee; if, however, any member of the committee ap- proved at the meeting shall during said term become a town official or personally interested in any article of any warrant to be acted upon by them, then the Moderator is hereby authorized to appoint a substitute in his place.


The Moderator appointed as such committee to nominate such appropriation committee: John R. Luddington, Win- throp B. Atherton. Herman W. French, N. Irving Tolman, John B. Mahoney. Said Committee retired and after de- liberation reported as an appropriation committee to serve until 1917: Walter F. Stephens, John R. Luddington, John K. Willard, John B. Mahoney, Joseph P. Kelliher, James Fardy, Seth D. Bradley.


Voted that the report of the committee be accepted and those named constitute said committee.


Under Article 27 it was voted that a committee of five be appointed by the moderator to whom be referred for further information the subject matter contained in Article 27 and they report at an adjournment of this meeting, Monday evening, April 10, 1916, at 7.30 o'clock.

Article 10. To see if the Town will vote to adopt the following proposed By-laws additional to those already duly adopted and approved by the Attorney General of the Commonwealth, namely:


Article 1. The Selectmen may license suitable persons to

be dealers in and keepers of shops for the purchase, sale, or barter of junk, old metal and second hand articles in the town of Randolph; they may also license suitable persons as collectors of junk, old metals and second hand articles, from place to place, said town; they may provide that such collectors shall display badges on their persons and upon their vehicles, when engaged in collecting junk, old metal and second hand articles and may prescribe the design thereon; they may also provide that such shops and all articles of merchandise therein, and any vehicle or receptacle used for the collection or keeping of the articles aforesaid, may be examined at all times by the selectmen, or by any person by them authorized thereto.


Article 2. Every keeper of a shop for the purchase, sale or barter of junk, old metals and second hand articles within the limits of the Town of Randolph, shall keep a book in which will be written at the time of the purchase of any such article a description thereof, the name, age and resi- dence of the parties from whom and the day and hour when such purchase was made. Such book shall be at all times open to the inspection of the Selectmen and of any person by them authorized to make such inspection. Every keeper of such a shop shall put in a conspicuous place in his shop, a sign bearing his name and occupation legibly inscribed thereon in large letters, and such shop and all articles of merchandise therein may be at all times examined by. the Selectmen or by any person by them authorized to make such examination.


Article 3. No keeper of such shop shall directly or indi- rectly either purchase or receive by way of barter or .ex- change any of the articles aforesaid of a minor if he has reason to believe him to be such.


Voted that these By-laws be accepted and adopted.

lation to repairs on the Turner Free Library building, and raise and appropriate money for the same.


Voted that the sum of $150 be raised and appropriated for repairs on the Turner Free Library building.


Article 12. To see if the town will instruct the Water Commissioners to extend the water main on North Main street in a northerly direction for a distance of 300 feet from its present terminus and raise and appropriate money for the same.


Voted that the Water Commissioners be instructed to ex- . tend the water main on North Main street 300 feet from its present terminus in a northerly direction and that $500 be raised and appropriated for same.


Article 13. To see what action the town will take relative to repairs on the Stetson High School playground and raise and appropriate money for the same.


Voted that the sum of $500 be raised and appropriated.


Article 14. To see what action the town will take rela- tive to placing six lights on Centre street from the junction of South and Centre streets to the junction of Union and Centre streets and raise and appropriate money for the same as petitioned for by Henry F. Powderly and others.


Voted that three electric lights be placed on Centre street between South and Union streets and that the sum of $45 be raised and appropriated.


Article 15. To see if the town will vote to place one fire alarm box at the junction of South and Centre street as petitioned for by Henry F. Powderly and others, and raise and appropriate money for the same.


Voted that one fire alarm box be placed at the junction of South and Centre streets and $200 be raised and ap- propriated for the same.


Article 16. To see if the town will vote to place five electric lights on Orchard street from the junction of Main

and Orchard street to Grove Cemetery, as petitioned for by James P. Duffy and others, and raise and appropriate money for same.


Voted that three electric lights be placed on Orchard street and that the sum of $45 be raised and appropriated.


Article 17. To see what action the town will take relative to placing three electric lights on Grove street between Main and Cross streets as petitioned for by N. Frank Randall and others, and raise and appropriate money for the same.


Voted that two electric lights be placed on Grove street between Main and Cross streets and that the sum of $30 be raised and appropriated.


Article 18. To see what sum of money the town will raise and appropriate for lighting the streets by electricity.


Voted that the sum of $4,800 be raised and appropriated for lighting the streets by electricity.


Article 19. To see if the town will vote to pay the in- surance on the Town Treasurer's bond for the year 1916 1917.


Voted that the sum of $100 be raised and appropriated to pay the insurance on the Town Treasurer's bond.


Article 20. To see what compensation the town will allow for the collection of taxes.


Voted that one per cent. be allowed for the collection of taxes.


Article 21. To see if the town will vote to pay the in- surance on the Tax Collector's bond for the year 1916-1917, and raise and appropriate money for the same.


Voted that the sum of $50 be raised and appropriated for said purpose.


Voted to adjourn to Monday evening, April 10, 1916, at 7.30 o'clock.

Adjourned Annual Town Meeting


Randolph, April 10, 1916.


The adjourned annual town meeting from March 27, was held this evening in Stetson Hall at 7.30 o'clock. Meeting called to order by the Moderator, James E. Foley.


The committee of five appointed under Article 27 were given until Monday, May 1, 1916, to investigate and report.


Article 22. To see what action the town will take in relation to the Fire Department and raise and appropriate money therefor.


Voted that the sum of $2,500 be raised and appropriated as follows:

money to contribute to the sinking fund as required by law to meet the payment of the Randolph Water Loan.


Voted that the sum of $2,500 be raised and appropriated for said purpose.


Article 25. To see what action the town will take relative to medical attendance on the poor and raise and appropriate money for this purpose.


Voted that the sum of $200 be raised and appropriated for said purpose, said sum to be equally apportioned among the several physicians of the town and to be in full for the attendance upon all persons under the care of the Selectmen and Overseers of Poor, whose settlement and residence is in the Town of Randolph, for one year from January 1, 1916, that is to say, each physician in the town from the first day of January, 1916, shall receive the sum of $50 for his services provided he makes thirty-four visits through the year and after that shall receive no compensation for his services, but shall attend such of the town's, poor as may call upon him for his services. Those physicians who make less than thirty-four visits shall receive pay at the rate of $1.50 for each of said visits.


Article 26. To see what action the town will take rela- tive to repairs on highways and raise and appropriate money for the same.


Voted that the sum of $1,000 be raised and appropriated for the construction and repairs and maintenance of high- ways and removal of snow, and in addition thereto, the Excise Tax and the Street Railway Tax for the current year be expended for same purposes.


Article 28. To see what action the town will take rela- tive to repair on North Main street under the supervision of the Massachusetts Highway Commission and the Norfolk County Commissioners and raise and appropriate money for the same.

Voted that the town appropriate $3,000 for permanent pavement or other road material under specifications ap- proved by the Massachusetts Highway Commission on North Main street, to be constructed under the super- vision of the Massachusetts Highway commission and the Norfolk County Commissioners, provided that the said Massachusetts Highway Commission and said Norfolk County Commissioners contribute a like sum for that pur- pose and' that the Town Treasurer with the approval of the Selectmen be authorized to borrow said sum and to issue notes of the town therefor, said notes to be payable in ac- cordance with the provisions of law so that the whole loan shall be paid in not more than five years from the date of issue or at such earlier time as the Treasurer and Selectmen may determine.


Article 29. To see if the town will vote to accept Fair- mount street as a public way of said town, said way having been laid out by the Selectmen extending westerly from South Main street to Highland Avenue.


Voted to accept by the town, Fairmount street as laid out by the Selectmen.


Article 30. To see if the town will vote to raise and ap- propriate money to build Fairmount street:


Voted that the Town Treasurer with the approval of the Selectmen be authorized (for the purpose of building Fair- mount street), to borrow a sum not exceeding $500, and pro- vide for the payment thereof by issuing a note payable in one year from the date thereof; said note to be approved, signed and countersigned in all respects to conform to the provisions of law.


Article 31. To see if the town will vote to instruct the Water Commissioners to extend the water main on Fair- mount street from South Main street to Highland avenue, and raise and appropriate money therefor.

Voted that the Water Commissioners be instructed to ex- tend the water main on Fairmount street from South Main street to Highland avenue, and for the purpose of defraying the expense thereof that the Town Treasurer with the ap- proval of the Water Commissioners, be authorized to borrow an amount not exceeding $800 and provide for the pay- ment thereof by issuing two notes of the Town of Randolph in the sum of $400 each, the first note to be made payable in one year from the date thereof and the other in two years · from the date thereof, said notes to be approved, signed and countersigned and in all respects to conform to the provision of law in such cases provided.


Article 32. To see if the town will instruct the Selectmen to appoint a special police officer or officers to enforce the laws and raise and appropriate money for that same.


Voted that the town instruct the Selectmen to appoint a permanent police officer to enforce the laws of the Com- monwealth and that the sum of $1,000 be raised and appro- priated for the annual salary of said officer.


Article 33. To see what action the town will take relative to the pay of town laborers.


Voted that each person employed by the town shall re- ceive such sum of money as is equal to the value of his labor and that the minimum shall be 30 cents per hour and that the laborers residing in town and residents owning teams shall be employed in preference to any others.


Article 34. To raise and appropriate money for the sup- pression of the gypsy and brown tail moths as recommended by the State Forester.


Voted that the sum of $1,266.06 be raised and appropriated for this purpose, and it was voted that it was the sense of this meeting that the office of Superintendent of the gypsy extermination and Tree Warden should be held by the same person.

Article 35. To see if the town will vote to raise and ap- propriate money for the District Nurse fund.


Voted that the sum of $250 be raised and appropriated for the District Nurse fund.


Article 36. To see if the town will authorize the Tax Collector to charge interest at the rate of six per cent per annum on all taxes remaining unpaid on and after October 1, 1916.


Voted that the Collector of Taxes be so authorized.


Article 37. To see if the town will authorize the Tax · Collector to use the same means which a Town Treasurer may use when acting as Tax Collector.


Voted that the Collector of Taxes be so authorized.


Article 38. To see if the town will raise and appropriate money for the care of the clock in the spire of the First Congregational Church.


Voted that the sum of $20 be raised and appropriated for the care of the clock in the spire of the First Congregational church.


Article 39. To see what action the town will take relative to the discontinuance of the part of South Main street lying east of the present easterly line of South Main street as laid out by the County Commissioner and extending from land of Knights to land of heirs of Mary McNulty.

Article 43. To see what action the town will take rela- tive to abatement of taxes and raise and appropriate money for the same.

To see what action the town will take relative to the acceptance of Sections 1 to 9 inclusive, of Chapter 50 of the Revised Laws, together with any and all acts in amendment thereto or in substitution thereof of said sections, relating to the assessments of betterments on abuttors in event of the laying out and construction of streets by the town.

Article 27. To see what action the town will take relative to building sidewalks on South Main street and raise and appropriate money for the same.


Voted to raise and appropriate the sum of $3,600 to build a cinder sidewalk on the westerly side of South Main street from Central square to the Avon town line, and on the easterly side from Central square to the No. 1 school house, to be constructed under the direction of the highway surveyor.


Article 44. Voted that the Selectmen in accordance with the committee recommendation be instructed to keep the town books on a plan that will show the expenditures classified under the same headings as are used by the State System and that the methods used shall be such as are satisfactory to your Committee; also that the Selectmen and all other officers of the town be instructed to enter on their books and include in their annual reports at the end of the year, all outstanding bills in their several departments.
