REPORT OF OVERSEERS OF THE POOR
At the beginning of the year the Overseers of the Poor attempted a revision of the list of those who were supported in whole or in part by the town.
Some were dropped entirely, the allowance of others was reduced, of necessity some new cases were added. With the mounting cost of the necessities of life it was particularly difficult to economize in this department. The "out" cases so-called, are practically all women, many of them advanced in years, many in feeble health and the younger women on the list having dependent children.
On this account the sum of $5,094.01 was disbursed. Of this the sum of $2,424.27 was paid on old bills. The sum of $2,669.74 was disbursed on current accounts and practically $800.00 of this should be reimbursed by the state. A few current bills remain unpaid, but the department is in the best shape financially that it has been for years.

Almshouse
During the year twenty-eight different persons have been cared for at the almshouse in periods ranging from a few days to the entire year. Of these, fifteen were inmates for the entire year. Multiplying the num- ber of weeks each was cared for by the number of in- mates shows a total of 1006 2-7 weeks.
The bills paid on this account during the fiscal year amounted to $4,433.63. Of this amount $1,902.75 was devoted to the payment of old bills charged to the alms- house account and the sum of $2,530.88 to the pay- ment of current bills.

The affairs of the almshouse have been administered in a businesslike manner and the report of the town treasurer will show a substantial sum received from the superintendent from the sale of produce and the use of town property.
Inventory taken Dec. 31st, 1918, shows the value of personal property and equipment at the almshouse to be $3,098.25. The buildings are in fair condition, but a small amount should be expended for necessary re- pairs in the near future.

REPORT OF HIGHWAY SURVEYOR
In the early season we had a number of bad wash- outs in different parts of the town, which was renewed by heavy rainstorms later in the season. Gravel was put on the following streets: North, Liberty, Allen, Moulton, Ward, South, West and Depot streets. North Main street from the end of the state road, and to the Square was relaid and Tarvia applied, but on account of not being able to get the Tarvia at the proper time, it was partly broken again by the heavy truck traffic before the application of Tarvia was put on, and con- sequently, did not hold as well as where it was treated at the proper time.
Union street from the Square to a point opposite Arthur Alden's house was also relaid and Tarvia ap- plied; the rest of Union street was patched with broken stone and tar and Tarvia applied.
Gravel was put on the sidewalk on Roel street, ashes and gravel on West street in front of Mr. O'Keefe's place ; ditch on High school grounds was cleaned out, also on Fowler, Liberty, Roel and Warren streets; cul- vert on Liberty street was taken up and lowered and extended stone culvert on Cottage and South and North Main streets was cleaned out, and I found that the gas pipes in each place were the main cause of it being stopped; also stone culvert on Warren and Depot streets was stopped and had to be taken up and cleaned. Gravel was put on temporarily on North Main street in front of the residence of Charles Powers until the continuation of the state road being com- pleted.

March 31 .- Alarm Box 54 at 3.40 p. m. for a grass fire on Fowler street.
April 1 -. Alarm Box 29 at 4.15 a. m. for a fire in Masonic Building, corner of North Main and Warren streets, owned by Lays Brothers of Brockton. All out 7.45 a. m. The damage to building was mostly in up- per portion, and was $3,000; insured. The furniture and furnishings of Norfolk Union Lodge of Masons were damaged $1,000; insured. Warren Pharmacy, water and smoke damage, $1,000; insured. Dr. J. Leo Carroll, office fixtures damaged by smoke and water, $10; insured. Max Wallace, fixtures and clothing, $300. No insurance. Post Office, slight water damage. Cause unknown.
April 6 .- Alarm Box 25 at 2 p. m. for a fire in a building on South Main street, owned by Henry T. La Barrie, and used as a poultry shed. Totally destroyed. Insured. Caused by grass fire.
April 8 .- Alarm Box 61 at 4 p. m. for a fire in wood- land on Gold street.
April 27-Alarm Box 121, at 12.35 p. m., wood fire in Holbrook Gardens.
May 7 .- Still alarm, 3 a. m. Combination 1 called to a fire in an automobile near Pole 1059 on North Main street. James P. Dwyer, 183 Harrison avenue, Boston, owner and operator of automobile. Damage, $200. Insured.
May 7 .- Still alarm, 11 a. m., wood fire between North Main, Pond and Russ streets, 100 acres burned over and house owned by John Kilgore and Mr. Doyle, totally destroyed ; also a shed owned by Mr. McBride.

Practically all of above bills were contracted by the former Board of Engineers previous to May 1, 1918.
We found the apparatus in good condition, except- ing the rear wheels of the Ladder Truck, which had to have tires reset. The Combination Auto Truck has given excellent service during the year and there has been but little expense for it.
We would recommend the sale of the Hose Reel in the house of Hose 2, also the Chemical Engine there, or to have it placed on a Ford chassis and used for , wood fire purposes. If these two pieces of apparatus were sold and Hose 1 wagon stored at the Town Farm, the Hose 2 house could be sold and the rental expense would be saved by the town.
Shortly after our assuming office, we learned that the Fire Alarm wires on North street beyond Box 34, junction of North, Allen and Liberty streets, were not in commission, and that the residents of that section had been notified in case of fire to call the Fire Station. At very small expense Driver Bailey with a helper put

the line in commission in a few hours and it has since been O.K. We would recommend that the section of system above mentioned and that on Lafayette street be rebuilt in 1919. This should have been done three or four years ago.
In December a letter was received from the Game- well Fire Alarm Telegraph Co. stating in part that three years ago they sold a storage battery outfit on partial payment basis. There is one payment of $150 due since August, 1917, and another due August, 1918, of $150. Unless we receive payments for these bills we shall be obliged to take such measures to secure our money as will make it very uncomfortable for you as Chief of the Fire Department.
"I know that you would be very much disturbed to find your fire alarm system discontinued from the bat- tery."
On inquiring it was found that the Gamewell Fire Alarm Telegraph Company in a letter to the Board of Engineers, under date of March 13, 1915, made the fol- lowing proposition for the installation of a storage bat- tery equipment in connection with the Fire Alarm Sys- tem :
"We will furnish and install (1) four circuit slate charging board, said board to be provided with all necessary switches, rheostats, voltmeter, ammeter and repeater switches for controlling four circuits; said board to be not less than 4 feet 4 inches square and mounted in iron frame."
"We will furnish iron, porcelain and glass battery rack with sufficient battery to run your present system, allowing on the rack space enough to add to the same from time to time. The town is to furnish the neces- sary current for charging the storage batteries."
"The price of this equipment to be $800."
"We will rent this plant to the town for $150 for the first year; said amount to go towards the purchase price ; the town to pay us 6 per cent. per annum on the balance remaining unpaid. The first payment of $150 to be paid when the plant is installed and in satis- factory working order. If the plant is not purchased

at the end of the first year an additional sum of $150 to be paid us and the interest on the balance at 6 per cent., and so on for each succeeding year until the plant has been paid for."
"If the plant is kept on this basis until paid for the town to pay for the maintenance of the batteries."
The Record Book of the Board of Engineers under date of April 8, 1915, shows a copy of above letter re- corded, also the following: "A letter signed by the Board of Engineers accepting the proposition was sent' to Mr. Wheeler."
The Gamewell company has been paid $300, and there is still due the company $500.
During the fall the Enginers had the heater separated from the engine house, by having a brick wall erected, which is a requirement of the State Police, not allowing stoves or heaters in room where auto- mobiles are kept.
We would recommend the following amounts for the ensuing year :
General expenses. $ 300 00
