Article 23. To see if the Town will appoint the Se- lectmen to be the Agents and Attorneys of the Town, to prosecute, defend and compromise any and all suits in which the Town may be in any manner interested as a party or otherwise except so far as the same relates to the Water Supply and to employ counsel if neces- sary.


Article 24. To see if the Town will authorize and appoint the Water Commissioners to be the Agents and Attorneys of the Town to prosecute, defend and com- promise and settle any and all suits and proceedings in which the Town may be interested as a party or other- wise so far as the same relates in any manner to the taking of the water of the Great Pond or in the con- struction of the Water Works either jointly or separ- ately as authorized under Chapter 217 of the Acts of 1885 and to employ counsel if necessary.

Randolph, March 4, 1918.


Pursuant to a warrant issued by the Selectmen, dated February 18, 1918, duly served by John P. Han- ley, Police Officer of the Town of Randolph, the voters of said Randolph assembled at Stetson Hall, Monday, March 4, 1918.


Meeting called to order by James E. Foley, Moder- ator. The warrant and the return were read by Act- ing Town Clerk Joseph T. Leahy, and at 5.45 o'clock a. m .the polls were declared open for the reception of ballots and action taken as follows:


Article 1. To choose all such Town Officers as are required by law to be chosen by ballot, namely: A moderator for one year, a Town Clerk for one year, a Town Treasurer for one year, three Selectmen and Overseers of the Poor for one year, one Assessor for three years,, one Member of the School Committee for three years, one Trustee of Stetson School Fund for three years, a Collector of Taxes for one year, one Water Commissioner for three years, three Auditors for one year, one Tree Warden for one year, one High-

way Surveyor for one year, three Fence Viewers for one year, three Fish Wardens for one year, seven Con- stables for one year.


Also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license for the sale of in- toxicating liquors be granted in this town."


Voted that we proceed to ballot for all such Town Officers as Towns are required by law to choose by bal- lot at their annual town meeting, namely: A Moder- ator for one year, a Town Clerk for one year, a Town Treasurer for one year, three Selectmen and Overseers of the Poor for one year, one Assessor for three years, one member of the School Committee for three years, one Trustee of the Stetson School Fund for three years, a Collector of Taxes for one year, one Water Commis- sioner for three years, three Auditors for one year, one Tree Warden for one year, one Highway Surveyor for one year, three Fence Viewers for one year and seven Constables for one year, also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license for the sale of intoxicating liquors be granted in this town," that the polls be kept open until 2 o'clock p. m., that Articles 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, and 38 of the Warrant be referred to the Committee appointed at the Annual Town Meet- ing in 1917 to report at an adjournment of this meet- ing, Monday, March 18, 1918, at 7.30 o'clock p. m. The members of the above-mentioned committee were as follows: Winthrop B. Atherton, Edwin M. Mann, James H. Hurley, William H. Leavitt, Joseph J. Dench and Herbert F. Langley. Voted, unanimously-That the Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1918, and to issue a note or notes therefor, payable within one year; any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Article 23. To see if the Town will appoint the Selectmen to be the agents and attorneys of the Town to prosecute, defend and compromise any and all suits in which the Town may be in any manner interested as a party or otherwise, except so far as the same relates in any manner to the water supply, and to employ counsel if necessary. Voted, that they be so appointed.


Article 24. The adjourned Annual Town Meeting from March 4, 1918, was held this evening at 7.30 o'clock. Meeting called to order by the Moderator, James E. Foley.


The Committee on Appropriations to whom were re- ferred the articles in the Town Warrant not already acted upon, presented a printed report, a copy of which was given each voter.


Voted to accept the report of the committee.

Voted that the sum of $300 be raised and appro- priated for the purpose, said sum to be apportioned equally to the several physicians of the town, and to be in full for the attendance upon all persons under the care of the Selectmen and Overseers of the Poor whose settlement and residence is in the Town of Randolph for one year from January, 1918, that is to say, each physician in the town from the first of January, 1918, shall receive the sum of $75 for his service, provided he makes thirty-eight visits throughout the year, after that he shall receive no compensation for his services, but shall attend such of the Town's Poor as may call upon him for service; those physicians who make less than thirty-eight visits shall receive pay at the rate of $2.00 for each of said visits.

Article 28. To see what action the town will take relative to repairs on highways, and raise and appro- priate money for the same.


Voted that the sum of $2,000 be raised and appro- priated for the construction, repairs and maintenance of highways, sidewalks, and the removal of snow and in addition thereto, the Excise Tax and the Street Rail- way Tax for the current year be expended for the same purpose, and that Tarvia be used on said streets when practicable, and that the further sum of $1,000 be raised and appropriated for repairs on North. Main Street, from Central Square, north, to be expended under the direction of the Selectmen.


Article 29. To see if the town will instruct the Selectment to appoint a Special Police Officer or Of- ficers to enforce the laws, and raise and appropriate money for the same.


Voted that the town instruct the Selectment to ap- point a permanent police officer to enforce the laws of the Commonwealth and that the sum of $1,000 be raised and appropriated for the salary of said officer.


Article 30. To see what action the town will take relative to the pay of town laborers.


Voted that each person employed by the town shall receive such sum of money as is equal to the value of his labor, and that the minimum shall be thirty cents per hour and the maximum forty cents and that the pay for use of horses shall be at the rate of thirty cents per hour for each horse, and that laborers residing in town and residents owning teams shall be employed in preference to any others.


Article 31. To raise and appropriate money for the suppression of the Gypsy and Brown Tail Moth, as recommended by the State Forester.


Voted that the sum of $1,120.90 be raised and ap- propriated for this purpose.


Article 32, To see if the town will authorize the Tax Collector to charge interest at the rate of six per cent. on all taxes remaining unpaid on or after October, 1918.

Article 33. To see if the town will authorize the Tax Collector to use the same means which a Town Treasurer may use when acting as Tax Collector.

That we, citizens of Randolph in Town Meeting as- sembled, express to Mr. Patrick H. Mclaughlin our sincere appreciation of the valuable services rendered in the many years he has served the town so faithfully and well. That we express to him our sympathy in his illness and a sincere wish that he may soon be re- stored to good health. That a copy of this resolution be placed upon the records and also sent to Mr. Mc- Laughlin.


Voted to adjourn to Monday evening, March 25, 1918, at 7.30 o'clock.

18, 1918, was held this evening at 7.45 o'clock. Meet- ing called to order by the Moderator, James E. Foley. The following articles not previously disposed of were acted upon :


Article 36. To see what action the town will take relative to repairs on North Main Street, under the di- rection of the Massachusetts Highway Commission and the Norfolk County Commissioners, and raise and ap- propriate money for same.


Voted, unanimously, that the town appropriate $3,000 for permanent pavement or other road material under specifications approved by the Massachusetts Highway Commission on North Main Street, to be con- structed under the supervision of the Massachusetts Highway Commission and the Norfolk County Commis- sioners provided that the said Massachusetts Highway Commission and the Norfolk County Commissioners each contribute a like sum for that purpose, and that the Town Treasurer with the approval of the Select. men be authorized to borrow said sum and to issue notes of the town therefor, said notes to be payable in accordance with the provisions of law so that the whole loan shall be paid in not more than five years from the date of issue or at such earlier time as the Treasurer and Selectmen may determine.
