Water Commissioners to extend the water main on High Street from the residence of T. B. Jones to residence of A. J. Saunders as petitioned for by Charles L. Bowley and others, and raise and appropriate money therefor.
Voted that the Water Commissioners be instructed to extend the water main on High Street from the residence of T. B. Jones to the residence of A. J. Saunders, and for the purpose of defraying the expense of the same that the Town Treasurer be authorized to borrow an amount not exceeding $2,000, and provide for the payment thereof by issuing four notes of $500 each; the first note to be made payable in one year from the date thereof, and subsequent notes to be made payable in two, three and four years from the dates thereof said notes to be approved, signed and countersigned, and in all respects to conform with the provisions of law in such cases provided.
Article 17. To see if the town will instruct the Selectmen when issuing the warrant for the next annual meeting, to assign the election of town officers to some date subsequent to that provided for hearing the reports of town officers and committees and acting on the appropriations.
Voted that the Selectmen be so instructed.
Article 18. To see what action the town will take in rela- tion to repairs on the Turner Free Library Building and raise and appropriate money for the same.
Voted that the sum of $150.00 be raised and appropriated for repairs on the Turner Free Library Building.
Article 19. To see if the town will vote to adopt the fol- lowing proposed By-Law additional to those already duly adopted and approved by the Attorney-General of the Com- monwealth, namely:
Article 1. No person shall keep a shop for the pur- chase, sale or barter of junk, old metals or second-

hand articles, or be a dealer therein without first hav- ing obtained a license therefor from the Selectmen.
Article 2. Every wagon, cart, sleigh, sled or other vehicle used in the collection of junk, metals, rags or second-hand articles, shall be licensed by the Selectmen, and shall have the names of the owner and the number of the license placed upon the outside and upon each side thereof in plain, legible words and figures of not less than one and one-half inches in height, and so that the same may be distinctly seen. The person in whose name a license is taken out for any such vehicle shall be considered the owner of the same until such license is surrendered.
Voted that the foregoing proposed By-Law be accepted and adopted.
Article 20. To see what action the town will take rela- tive to granting to the Ladies' Relief Corps of Horace Niles Post 110, G. A. R., the use of the G. A. R. rooms for meet- ing purposes without cost, as petitioned for by members of the G. A. R.
Voted that no action is necessary under this article.
Article 21. To see what action the town will take to raise and appropriate $250 for the George Washington Me- morial Building, Washington, D. C.
Voted that action on this article be indefinitely postponed.
Article 22. To see if the town will vote to place one elec- tric light at or near the residence of Daniel P. Lyons on Cross Street, and raise and appropriate money therefor.
Voted that action on Article 22 be taken in conjunction with Article 27.

Article 24. To see what action the town will take rela- tive to repairs on Stetson High School playground, and raise and appropriate money for the same.
Voted that the sum of $150.00 be raised and appropriated. to be expended under the direction of a committee composed of Dr. George V. Higgins, F. C. Chapin and William Ma- hady.
Article 25. To see if the town will vote to instruct the Water Commissioners to abate the rents collected on water meters to such consumers who have paid in rentals the cost price of said meter, as petitioned for by Frank H. Tileston and others.
Voted that action on this article be indefinitely postponed.
Article 26. To see if the town will vote to raise and appro- priate money for the District Nurse Fund.
Voted that the sum of $250.00 be raised and appropriated for the District Nurse Fund, the same to be expended under the supervision of the Overseers of Poor or Selectmen.
Article 27. To see what sum of money the town will raise and appropriate for lighting the streets by electricity.
Voted that the sum of $4,350.00 be raised and appropri- ated for lighting the streets by electricity, the same to be expended by and under the direction of a committee on street lighting to be appointed at this meeting with full power and authority in the name of the town to enter into any contracts or agreements with reference to lighting the town by electricity which to them may seem just and for the best interest of the town.
Article 28. To see if the town will vote to pay the insur- ance on the Town Treasurer's Bond for the year 1915-1916, and raise and appropriate money therefor.

Voted that the sum of $100.00 be raised and appropriated for said purpose.
Article 29. To see what compensation the town will allow for the collection of taxes.
Voted that three-fourths of one per cent. be allowed for the collection of taxes and that one-fourth of one per cent. additional be allowed provided the collector engages in no other business after Oct. 1, 1915, during the fiscal year of 1915.
Article 30. To see if the town will vote to pay the insur- ance on the Tax Collector's Bond for the year 1915-1916 and raise and appropriate money therefor.
Voted that the sum of $50.00 be raised and appropriated for payment of insurance on the Tax Collector's Bond for the year 1915-1916.
Article 31. To see what action the town will take in relation to the Fire Department and raise and appropriate money therefor
Voted that consideration of this article be postponed until Monday, April 12, 1915, at 7.30 o'clock, to which time com- mittee recommends that this meeting be adjourned.
Article 48. To hear and act on the report of any commit- tee and choose any committee the town may think proper.
Voted that the Moderator appoint a committee of five citizens who are entitled to vote and are present at this meeting, who shall immediately retire and nominate a Fi- nance Committee of seven to be reported and acted upon at this meeting or an adjournment thereof, whose term of office shall be until the dissolution of the next annual meet- ing of the town and that no person holding an office in the town or who has any personal interest in any article of the warrant to be acted upon shall constitute a member of the committee; if, however, any member of the committee ap- proved at this meeting shall during said term become a

town official or personally interested in any article of any warrant to be acted upon by them, then the Moderator is hereby authorized to appoint a substitute in his place.
Committee appointed by the Moderator to bring in a list of names for Finance Committee: Timothy Lyons, Frank M. Condon, Harold F. Howard, Joseph P. Kelleher, Herman W. French.
Voted that a committee of three be appointed by the Moderator to consider the advisability of adopting the Get- temy System of accounting, or any other system which will give uniformity in the book-keeping of the town, and to report at the next annual meeting or any special meeting before then.
The Moderator appointed as such committee: Patrick H. Mclaughlin, Herbert F. French, Joseph A. Devine.

Adjourned Annual Town Meeting
Randolph, April 12, 1915.
The adjourned annual Town Meeting from March 15, 1915, was held this evening in Stetson Hall at 7.30 0'clock. Meeting called to order by the Moderator, Joseph Belcher. Action on the following articles was taken.
Article 31. To see what action the town will take in relation to the Fire Department, and raise and appropriate money therefor.
Voted that the sum of $2,600.00 be raised and appropri- ated for the general expenses of the Fire Department and

that a further sum of $5,500.00 be raised and appropriated for the purchase of a combination chemical and hose fire truck; said sum to be expended by or under the direction of the Selectmen, and that the Town Treasurer for the pur- pose of raising said sum of $5,500 be authorized and empow- ered and directed to issue serial notes of the Town of Ran- dolph in the sum of $1,100 each, payable in one, two, three four and five years from the date of issue, said notes to be signed, countersigned and in all to conform with provisions of law governing the issue of the same.
Article 32. To see if the town will make an appropria- tion for the decoration of Soldiers' graves, under the direc- tion of Capt. Horace Niles Post 110, G. A. R.
Voted that the sum of $150 be raised and appropriated for said purpose.
Article 33. To see if the town will raise and appropriate money to contribute to the sinking fund as required by law, to meet the payment of the Randolph Water Loan when due.
Voted that the sum of $2,500 be raised and appropriated for said purpose and that the sum of $1,500, appropriated at the last annual meeting, but not yet paid into the sinking fund, be re-appropriated.
Article 34. To see what action the town will take rela- tive to medical attendance on the poor, and raise and appro- priate money for the same.
Voted that the sum of $250.00 be raised and appropriated for said purpose. Said sum to be apportioned equally to the several physicians of the town, and to be in full for the attendance upon all persons under the care of the Selectmen and Overseers of the Poor whose settlement and residence is in the Town of Randolph, for one year from January, 1915, that is to say, each physician in the town from the first of January, 1915, shall receive the sum of $50.00 for his services, provided he makes thirty-four visits through the

year. After that he shall receive no compensation for his services, but shall attend such of the town's poor as may call upon him for services. Those physicians who make less than thirty-four visits shall receive pay at the rate of $1.50 for each of said visits.
Article 35. To see what action the town will take rela- tive to repairs on highways, and raise and appropriate money for the same.
Voted that the sum of $500.00 be raised and appropriated for the construction, repairs and maintenance of highways, and in addition thereto the Street Railway Tax and Excise Tax for the current year be expended for said purpose.
Article 36. To see what action the town will take rela- tive to repairs on South Main Street, under the direction of the Massachusetts Highway Commission and the Norfolk County Commissioners, and raise and appropriate money for the same.
Voted that action on this article be passed.
Article 37. To see if the town will instruct the Selectmen to appoint a special police officer or officers to enforce the laws and raise and appropriate money for the same.
Voted that the town instruct the Selectmen to appoint a permanent police officer to enforce the laws of the Com- monwealth, and that the sum of $1,000.00 be raised and appropriated for the annual salary of said officer.
Article 38. To see what action the town will take rela- tive to the pay of town laborers.
Voted that the minimum pay of laborers employed by the town shall be thirty cents an hour, and that the laborers residing in town and residents owning teams shall be em- ployed in preference to any others.
Article 39. To raise and appropriate money for the sup- pression of the Gypsy and Brown Tail Moth, as recommend- ed by the State Forester.

Voted that the sum of $1,153 50 be raised and appropri- ated for said purpose.
Article 40. To see if the town will authorize the Tax Collector to charge interest at the rate of six per cent. per annum on all taxes remaining unpaid on and after Oct. 15, 1915.
Voted that the Collector of Taxes be so authorized.
Article 41. To see if the town will authorize the Tax Collector to use the same means which a Town Treasurer may use when acting as Tax Collector.
Voted that the Tax Collector be so authorized.
Article 42. To see if the town will raise and appropriate money for the care of the clock in the spire of the First Congregational Church.
Voted that the sum of $20.00 be raised and appropriated for the care of the clock on the spire of the First Congrega- tional Church.
Article 47. To see what action the town will take rela- tive to abatements of taxes and raise and appropriate money therefor.
Voted that the sum of $300.00 be appropriated from the overlay on taxes for purposes of abatement, as provided by . law.
Article 48 To hear and act on the report of any commit- tee, and choose any committee the town may think proper.
Under Article 48, the Moderator appointed as a Committee on Electric Lighting: William J. Good, George V. Higgins, William H. Leavitt, George A. Roel, Winthrop B. Atherton.
The committee appointed at the adjourned meeting, March 15, 1915, to select a committee on appropriations, reported the following persons to constitute said committee: N. Irving Tolman, Edwin M. Mann, Isaac R. Mann, Walter F. Stephens, Patrick M. Kiley, John R. Luddington, Eu- gene L. McAuliffe.

Article 1. To see what action the town will take in rela- tion to the transportation of pupils attending the Grammar Schools, who live one mile or more from the schools they at- tend, and raise and appropriate money for the same.
Article 2. To see what action the town will take in rela- tion to the numbering of the houses in the Town of Ran- dolph and raise and appropriate money for the same.
Article 3. To see if the town will vote to instruct the Water Commissioners to extend the water main in a north- erly direction from its present terminus on Main Street, a distance of 300 feet as petitioned for by Edwin M. Mann and others.
Article 4. To see if the town will vote to place three ad- ditional lights on North Main Street, beyond Pond Street, as petitioned for by Edwin M. Mann and others, and raise and appropriate money for the same.
Article 5. To see if the town will vote to sell the No. 1 School House, as recommended by the School Committee.
