ever been filed with the Town Clerk or with the Selectmen setting forth the locations sought by and granted to Charles W. Sabin, Jr.
The validity of this franchise we do not pass upon; we feel however, that the matter is one of great importance to the Town and submit the facts as we find them. We might add that a member of the Board of Selectmen who signed and delivered this alleged franchise to Charles W. Sabin, Jr., informs us that to the best of his knowledge no concerted action and no vote was ever taken by the Selectmen relative to the granting of the same. We also attach hereto what seems to be and was furnished to us by the Electric Light Co., as a contract made by and between the Randolph and Holbrook Electric Light Co., and the Selectmen of the Town of Ran- dolph in April, 1913.
This is an agreement under which the lights are now sup- posed to be furnished by the Randolph and Holbrook Electric Light Co., to the Town of Randolph.
Present Conditions
We have carefully investigated the whole situation and have arrived at the conclusion that the difficulty with our system of street lighting is in the method employed by us to light the streets and the general scheme of light distribution followed by the Town.
The maintenance of arc or of incandescent globes at great distance one from the other, necessarily results in dark and unlighted areas between the light units, this is especially true where shade trees almost completely envelop the lights, a condition obtaining in almost every part of the town.
As a solution of this difficulty we recommend the elimin- ation of the high candle power globes and arcs wherever

practicable, and installation in place thereof of two or three 40 c.p. incandescent lamps for each arc so removed. This would avoid the alternating extremely brightly lighted spots and dark places now found on the streets and give the town a more uniform and effective street lighting system. The arcs of course should be in the squares and on the Main street and at the more important corners, junctions and crossings throughout the Town. In this connection we would especially recommend the removal of the tree in the center of Central Square. This has been a source of great annoy- ance in the past and has prevented the effective lighting of the Square. In its place we would recommend the erection of an ornamental pole thirty to forty feet in height surmounted by a 3,200 c.p. flaming arc. This could be so placed and so reg- ulated as to furnish an effective light for a distance of 500 to 600 feet from Central Square on all streets converging toward the same, namely, North Main Street, South Main Street, North Street and Union street.
The working out in its detail of the recommendations made by us is a matter which should be left to a street lighting committee and to that end we recommend that a lighting Committee of not less than five members be appointed by the meeting, with full authority to act for and in behalf of the town in all matters pertaining to the street lighting system of the town, this Committee to serve without pay for one year and to make a report in writing to be submitted to the town with report of other town officers for consider- ation at the next annual Town Meeting.
Rates
As to the cost of light furnished to the town of Randolph, we can safely say that the $15. rate paid by the Town for the

40 c.p. lamps compares favorably with the rate paid by any Town in the Commonwealth.
The rate paid for the 250 c.p. lamps is admittedly high, and the offer of new rates submitted by the Electric Light Co. shows a substantial decrease in the cost per light, together with a substantial increase in the c.p. per lamp; in other words the new rate is $53. per lamp of 400 c.p. against a rate of $60. per lamp for 250 c.p. under the old contract.
Following instructions, the Committee has conferred with the Brockton Gas Light Co., and submits. herewith an offer made to the town by the Welsbach Lighting Co. of America. · We would suggest that the expense of lighting the town by gas at the rates quoted seems to be almost out of the question.
General
In addition to the lighting offer submitted to us we are attaching hereto a copy of the franchise granted by the Town of Randolph to the Brockton Gas Light Co., feeling as we do that the Citizens of the Town of Randolph should be im- timately acquainted with any and all contracts and agree- ments entered into by them or their agents with public service corporations. We do not recommend the unqualified acceptance either of the proposition by the Gas Co., or that of the Electric Light Co., and especially in the case of the Electric Light Co., do we feel that the town should make a careful investigation into the status of the present Lighting Company and the validity of the franchise under which it is operating.
The granting of franchises is a matter of great importance to any Town, and if Randolph can improve its present con-

dition by a careful supervision of its Public Service Compan- panies it is its duty to do so.

That the Engineers be authorized to install the LeBaron Compressed Air Whistle on the Town Hall operated by current from the trolley wires of the Bay State Street Railway Co., at an expense of $1,475. plus $75. additional for the cost of work not included in contract, making a total of $1,550. to be raised and appropriated by the Appropriation Committee in their report submitted March 16, 1914.

Article 3. To see what action the town will take relative to a request made by certain citizens of the Town on the School Committee and Trustees of Stetson High School for the use of rooms in the Stetson High School building for School purposes.
Article 4. To raise and appropriate such money as may be necessary to pay for any expense entailed by the action of the voters of the Town under Articles 2 and 3.

Article 1. Action on this Article was indefinitely post- poned on account of their not being twenty per cent. of the registered voters present.
Article 2. Voted that the sense of this meeting is that the school buildings of the Town be opened for evening classes and that the School Committee be authorized and directed to cooperate with any society or body of citizens on the free use of the same.
Article 3. Voted that on the petition of Francis M. Con- don and others it is the sense of the meeting that the School Committee and the Trustees of Stetson High School be authorized and directed to give the free use of the Stetson High School building to the petitioners as requested by them and that it is the further sense of this meeting that this group of citizens or any other group or society banded together for mutual help and education, should be aided so far as possible by the School Committee of the Town of Randolph.
Article 4. Voted the same action as on Article 1, for the same reason.
