REPORT OF THE OVERSEERS OF THE POOR
Ending December 31, 1914.
Our Poor Department in common with the same depart- ment in other towns and cities has felt the effect of the general business depression now prevalent throughout this country. The shoe industry, which is the chief occupa- tion of the residents of our town, seems to have been crippled this past year owing to conditions across the water. Many of our residents with large families are without steady employment as a result of this situation, and consequently there is a lack of money.
Constant demands are being made on our Poor Depart- ment for temporary aid which we are obliged to render. During the past year we have aided forty-four cases out- side the Almshouse. Perhaps this demand is in part due to the legislation which prevents the Overseers from pub- lishing the names of the parties aided. This legislation seems to have a tendency to encourage residents to seek our assistance, who would otherwise make a special effort to keep their names from appearing in the Town report. Under the present law these people seem indifferent and do not hesitate to call on us when out of work and represent themselves as destitute.
The Legislature of 1913 enacted a law whereby Over- seers of cities and towns are required under certain condi- tions to aid mothers with dependent children under the age of fourteen years, if such mothers are fit to bring up their children. We have two local cases under this act and two cases in other towns. This new law is experimen-

tal and it remains for the future to demonstrate its effec- tiveness in aiding mothers with dependent children. Its administration will be expensive to cities and towns as compared with former methods of public charity.

In accordance with the vote passed at the last annual Town Meeting, the Overseers have installed the electric

lighting system throughout the Almshouse. This is a de- cided improvement over the kerosene lamp and undoubted- ly lessens the danger from fire. The Town has been very fortunate in the past that no fires have occurred through the use of these lamps by the inmates, as many of them are aged and infirm.
Additional precaution has been taken against fire by the installation of three chemical extinguishers. The Alms- house is now equipped with all the modern improvements and we feel it compares favorably with. similar institutions in other towns of corresponding size. Each year presents a marked increase in the amount of money realized from the sale of produce.
This is the ninth consecutive year in which the Almshouse has been under the supervision of Mr. and Mrs. Michael M. Sullivan as warden and matron respectively. Much credit is due them for their able management, and in ad- ministering to the sick and feeble inmates.

Pursuant to the provisions of Article 3 of the by-laws of the Turner Free Library, this, the thirty-ninth an- nual report is submitted, showing the condition of the trust, consisting of the building, library and funds, to- gether with the report of the Librarian and Treasurer, and so much of the reports submitted to the Trustees by the various committees as seem of general interest.
The Library Committee (consisting of Mr. John V. Beal, Mrs. Alice M. T. Beach, Mrs. Ellen J. T. Rountree, Mr. Seth Turner Crawford and Mr. John D. Crawford), with the assistance of the Librarian, have found the books, charts and furnishings in good condition. All books be- longing to the library were accounted for by the Librarian.

The Committee on Finance (consisting of Messrs. Asa P. French, Frank C. Granger, William H. Leavitt, Jere- miah J. Desmond and Herbert F. French) reports as follows:

To the Trustees of the Turner Free Library:
Your Committee on Finance submits the following re- port :
The Committee, through its Chairman, has audited the accounts of the Treasurer for the year 1914, and found them correct. All moneys received have been duly ac- counted for, and no money has been paid out except upon vouchers properly approved. The Committee has ex- amined also the securities representing the investment of the funds of the Library, and has found them to be intact and as shown in the schedule contained in the Treas- urer's report. There has been no change in these securities during the past year. There has, however, been a loss of income to the amount of one hundred and forty ($140) dollars, owing to a default in the payment of the interest upon the Chicago & West Michigan bonds, and the Detroit Grand Rapids & Western bonds.

REPORT OF THE LIBRARIAN
To the Trustees of the Turner Library, Randolph, Mass.
Ladies and Gentlemen: Permit me in this somewhat abridged fashion to present for your consideration, this my thirty-ninth annual report.
There have been no changes in the library staff during the past year; each and all members doing excellent service in their several departments.
The library has been open for the borrowing of books 276 days, and for the return of said books 288 days, and during that period 26,877 volumes have been borrowed for home use-a daily average of 98. The largest number issued for any one day being 386, on October 10th.

The number of volumes borrowed by teachers, trustees, literary societies and employees is 5,547.
There are now in the library 25,151 catalogued books representing by purchase 204 volumes-by magazines bound 56-by gift, including Governmental publications, 178.
There has been a fair amount of borrowing and consult- ing of art and historical works by the following named literary organizations of the town: Ladies' Library Asso- ciation, Cardinal Newman Club, Randolph Art Club, Randolph Catholic Club.
Semi-annual bulletins of recent publications have been prepared and freely distributed. The first for 1915 will be ready early in January.

The custodian of the reading room deserves commenda- tion for the excellent deportment and quiet maintained in all departments of the library; his statistical report is appended.
