RECORD OF TOWN MEETINGS, 1913
Town Meeting Warrant.
Article 1. To choose all such Town Officers as are re- quired by law to be chosen by ballot, namely: a Modera- tor for one year; a Town Clerk for one year; a Town Treasurer for one year; three Selectmen and Overseers of the Poor for one year; one Assessor for three years; one School Committee for three years; one Trustee of Stetson School Fund for three years; Tax Collector for one year ; one Water Commissioner for three years ; three Auditors for one year; one Tree Warden for one year; three Fence Viewers for one year; three Fish Wardens for one year; seven Constables for one year. Also on the same ballot to vote "Yes or No" in answer to the ques- tion, "Shall license for the sale of intoxicating liquors be granted in this town?"
Article 2. To choose all such town officers as are not required by law to be chosen by ballot.
Article 3. To hear the reports of the Town Officers, and act thereon.
Article 4. To raise such sums of money as may be deemed necessary for the support of schools, including the conveyance of pupils, and appropriate the same.
Article 5. To see what action the town will take in re- lation to Stetson High School and raise and appropriate money for the same.
Article 6. To see if the town will vote to sell the No.

1 School House, as recommended by the School Com- mittee.
Article 7. To see if the town will vote to instruct the School Committee to increase the salaries of all the elementary school teachers and make provision for the payment of said increase.
Article 8. To see if the town will vote to install a ventilating system at the Belcher School Building, and raise and appropriate money therefor.
Article 9. To see if the town will vote to grade the High School Playgrounds, and raise and appropriate money therefor.
Article 10. To see if the town will vote to decorate the interior of Stetson Hall and raise and appropriate money as recommended by the Board of Trustees of Stetson Shcool Fund.
Article 11. To raise money to defray the general town expenses for the current year, and appropriate the same.
Article 12. To raise and appropriate money for the repairs of highways and determine the manner of ex- pending the same.
Article 13. To see what sum of money the Town will raise and appropriate for lighting the streets by elec- tricity.
Article 15. To see if the Town will raise and appro- priate money for oiling the streets.
Article 16. To see if the Town will vote to pay the insurance of the Tax Collector's Bond for the year 1913- 1914, and raise and appropriate money therefor.

Article 18. To see what action the Town will take in relation to the Fire Department, and raise an appro- priate money therefor.
Article 19. To see what sum of money the town will raise and contribute to the Sinking Fund as required by law to meet the payment of the "Randolph Water Loan."
Article 20. To see if the town will vote to make re- pairs in the Almshouse, and raise and appropriate money for the same.
Article 21. To see what compensation the town will allow for the collection of taxes.
Article 22. To see what action the town will take in relation to the medical attendance on the poor and raise and appropriate money therefor.
Article 23. To see if the town will instruct the Select- men to appoint a special officer or officers to enforce the laws, and raise and appropriate money for the payment of such officer.
Article 24. To see what action the town will take in relation to the pay of laborers employed by the town.
Article 25. To see what action the town will take for the suppression of the Gypsy and Brown Tail Moth, as recommended by the State Forester, and raise and appro- priate money for the same.
Articlce 26. To see if the town will authorize the Collector of Taxes to charge interest at the rate of six per cent. per annum on all taxes remaining unpaid on and after Oct. 10, 1913.
Article 27. To see if the town will authorize the Col-

lector of Taxes to use the same means which a Town Treasurer may use when acting as Collector.
Article 28. To see if the town will vote to raise and appropriate money for the care of the clock in the spire of the First Congregational Church.
Article 29. To see what action the town will take in relation to providing increased accommodations for the use of town officers in Stetson Hall Building; also to see if the town will vote to· install a steam heating and sani- tary plant in the Stetson Hall Building, and raise and ap- propriate money therefor.
Article 30. To see what action the town will take in relation to repairs on the Turner Free Library building, and raise and appropriate money for the same.
Article 31. To see if the town will vote to authorize the Water Commissioners to borrow money in accordance with an Act of the Legislature for the year 1909, Chap- ter 487, for the purpose of defraying the expense of pur- chasing a new boiler and pump and installing the same at the pumping station, jointly with the town of Hol- brook, in accordance with the act of 1885.
Article 32. To see if the town will vote to authorize the Water Commissioners to borrow money in accordance with an Act of the Legislature for the year 1909, Chapter 487 for the purpose of extending the water main on Pond street, and thence to connect with the pipe line on Old Street.
Article 33. To see if the town will vote to authorize the Water Commissioners to extend the water main on Old street 100 feet to North Main street, then on said North Main street in a northerly direction 750 feet, and raise and appropriate money for the same.

Article 34. To see if the town will authorize the ex- tension of the street lighting system in the Holbrook Gardens Section from its present terminus on South street to Centre street, and on Centre street from Union street near the Holbrook R. R. Station to South Main street.
Article 35. To see if the town will authorize and ap- point the Selectmen to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any manner interested, as a party or otherwise, ex- cept so far as the same relates in any way to the water supply, and to employ counsel if necessary.
Article 36. To see if the town will authorize and ap- point the Water Commissioners to be the agents and at- torneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested, as a party or otherwise, except so far as the same in any manner relates to the taking of the waters of Great Pond, or in the construction of the water works, either jointly or separatly, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
Article 37. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to bor- row money temporarily in anticipation of taxes of the present municipal year, and fix the sum he is authorized to borrow.
Article 38. To see if the town will vote to extend the water main on Maple street, and raise and appropriate money for the same.

Article 39. To see what action the town will take relative to a revision of the present Town By-Laws, and the enactment of additional By-Laws.
Article 40. To see what action the town will take in relation to the acceptance of Chestnut street, so called, as there is no record of its acceptance by either the County Commissioners or the Selectmen.
Article 41. To hear and act on the report of any committee, and choose any committee the town may think proper.
Annual Town Meeting
Randolph, March 3, 1913.
Pursuant to the preceeding Warrant the Voters of Randolph assembled in Stetson Hall on Monday, March 3, 1913, at 5.45 o'clock A. M.
On occount of the death of the Moderator Fred M. French, the Meeting was called to order and the War- rant read by the Town Clerk.
On motion it was voted by unanimous consent that the Town Clerk cast one ballot for Thomas J. Smith as Moderator pro tem.
The Clerk having cast one ballot as voted, Thomas J. Smith was declared elected Moderator pro tem.
Sworn by the Town Clerk, polls declared open for the reception of ballots at 5.45 A. M.
Article 1. Voted that we proceed to ballot for all such Town officers as Towns are by law are authorized to

choose at their annual Town Meeting, viz: A Moderator for one year, a Town Clerk for one year, a Town Treas- urer for one year, three Selectmen and Overseers of Poor for one year, one Assessor for three years, one member of the School Committee, for three years, one Trustee of Stetson School fund for three years, three Auditors for one year, seven Constables for one year, three Fish War- dens for one year, three Fence Viewers for one year, one Water Commissioner for three years, and a Collector of Taxes for one year, also the same ballot to vote Yes or No in answer to the question. "Shall License for the sale of intoxicating liquors be granted in this town?"; that the polls shall be kept open until 2 o'clock P. M .; that Articles 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 38, 39, 40, 41 of the Warrant be referred to a Committee of seven to be appointed by the Moderator, said Committee to report at an adjournment of this Meeting, and when this Meeting adjourns it shall be to Monday, March 17, 1913, at 7.30 P. M. for the purpose of taking action upon the report of said Committee, said Committee to report at least three days before the date of adjourned Town Meeting.

The annual Town meeting adjourned to this date was called to order by the Moderator Joseph Belcher at 7.30 p. m.
The Committee on Appropriations appointed at the annual Town meeting March 3, 1913, submitted a printed report which was distributed to the voters.
Voted to accept the report.
Article 3. To hear the report of the several Town officers and act thereon.

Also that the interest on the taxes and deposits dur- ing the year 1913 be appropriated in payment of interest on the Town Debt.
Article 12. To raise and appropriate money for the repairs of highways and determine the manner of ex- pending the same.
Voted that the sum of $3,000. be raised and appro- priated for the repairs of highways including paving and sidewalks, and removal of snow and in addition thereto the street railway tax and excise tax for the current year, the same to be expended under the direc- tion of the Selectmen, but that $1,000. thereof shall be expended for the repairs of sidewalks and $500. shall be expended for the purpose of oiling or watering the streets where necessary in such manner as shall be most economical and advantageous for the town.
Article 13. To see what sum of money the town will raise and appropriate for lighting the streets by elec- tricity.
Voted that the sum of $3,800 be raised and appropri- ated for this purpose.
Article 14. To see if the town will raise and appro- priate money for oiling streets.

Voted that this article be indefinitely postponed as provision has been made under Article 12.
Article 15. To see if the town will vote to pay for the expense of insurance on the Town Treasurer's bond for the year 1913-1914 and raise and appropriate money therefor.
Voted that the sum of $100 be raised and appropri- ated therefor.
Article 16. To see if the town will vote to pay the insurance of the Tax Collector's bond for the year 1913- 1914 and raise and appropriate money therefor.
Voted that the Tax Collector be required to furnish a statutory bond and that the sum of $50 be raised and appropriated therefor.
Article 17. To see if the town will make an appro- priation for the decoration of Soldiers' graves under direction of Capt. Horace Niles Post, 110, G. A. R.
Voted that the sum of $150 be raised and appropri- ated for said purpose.
Article 18. To see what action the town will take in relation to the Fire Department and raise and appro- priate money therefor.
Voted that the sum of $2,391 be raised and appropri- ated for the expense of the Fire Department as follows : General expense $1,300 00
