ANNUAL TOWN MEETING-1926
Randolph, March 1, 1926.
Pursuant to a warrant issued by the Selectmen and dated February 8, 1926, duly posted by Patrick T. Mc- Donnell, Constable, the Voters of Randolph assembled at Stetson Hall this first day of March, 1926.
Meeting was called to order by the Moderator, James E. Foley.
Warrant and Return were read by the Town Clerk.
The preliminaries of law having been complied with the polls were declared open for the reception of ballots promptly at 5.45 A. M. and action taken as follows:
Article 1. To choose all such Town Officers as are required by law to be chosen by ballot, namely: A Mod- erator for one year; a Town Clerk for one year; a Town Treasurer for one year; three Selectmen and Overseers of the Poor for one year; one Member of School Commit- tee for three years; one Trustee of Stetson School Fund for three years; a Collector of Taxes for one year; one Assessor for three years; one Water Commissioner for three years; three Auditors for one year; one Tree War- den for one year; one Highway Surveyor for one year; seven Constables for one year.

VOTED that we proceed to ballot for all such Town Officers as are required by law to be chosen by ballot at the Annual Town Meeting, namely: A Moderator for one year; a Town Clerk for one year; a Town Treasurer for one year; three Selectmen and Overseers of the Poor for one year; one Member of School Committee for three years; one Trustee of Stetson School Fund for three years; a Collector of Taxes for one year; one Assessor for three years; one Water Commissioner for three years; three Auditors for one year ; one Tree Warden for one year ; one Highway Surveyor for one year ; seven Con- stables for one year.
That the polls be kept open until two o'clock P. M. that articles 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, 66, 67, 68 and 69 of this Warrant be referred to the Finance or Appropriation Committee composed of Walter F. Stephens, R. E. O'Brien, Frank M. Condon, Daniel P. Lyons, Daniel G. Donovan, Royal L. Mann, and William F. Cunningham, said committee to report at an adjourn- ment of this meeting Monday, March 22, 1926, at 7.30 P. M.

At 3 o'clock P. M. it was Voted that the polls close.
Article 15. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the Financial year beginning January 1, 1926, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this Vote to be paid from the revenue of said Financial year.
VOTED unanimously, that the Treasurer with the ap- proval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1926, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this Vote to be paid from the revenue of said municipal year.
Article 16. To see if the Town will appoint the Select- men to be the agents and attorneys of the Town to prose- cute, defend and compromise any and all suits in which the Town may be in any manner interested as a party or otherwise, except so far as the same relate in any manner to the water supply, and to employ counsel if necessary.

VOTED that the Selectmen be so appointed.
Article 17. To see if the Town will authorize and appoint the Water Commissioners to be the agents and attorneys of the Town, to prosecute, defend, compromise and settle any and all suits and proceedings in which the Town may be interested as a party or otherwise so far as the same in any manner relate to the preserving, taking and use of the water of Great Pond, or to the construc- tion of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
VOTED that the Water Commissioners be so author- ized, and appointed.
The ballots were removed from the ballot box at 10 A. M. when the ballot box registered 1,000, and at 2 o'clock P. M. when the ballot box registered 2,004, and after the close of the polls, the ballot box then registering 2,029.

To either of the Constables of the Town of Randolph in the County of Norfolk. Greeting.
In the name of the Commonwealth of Massachusetts, you are required to notify and warn the inhabitants of said Town qualified to vote in elections and in town af- fairs to meet at Stetson Hall, in said Town on Monday, the twenty second day of March next at 7.00 o'clock in the afternoon then and there to act on the following arti- cles :-
Article 1. To see if the Town will accept section 37 of Chapter 82 of the General Laws, relative to the estab- lishing of Building Lines.
Article 2. To see if the Town will appropriate money to defray the expense of a survey to establish building lines.

And you are directed to serve this warrant by posting up attested copies thereof at five or more public places in said Town, seven days at least before the time of hold- ing said meeting.

The meeting was called to order by James E. Foley, Moderator, at 7.10 P. M. The Warrant and Return were read by the Town Clerk, and the following business trans- acted.

VOTED that the Town accept Section 37 of Chapter 82 relative to the establishing of Building Lines.
It was voted to recess until 7.40 P. M.
At 7.40 P. M. the meeting was again called to order and the voters present were counted and it was found that there was not a quorum present in order to appropriate money which was called for by Article 2 of the warrant, and it was
VOTED to lay the matter on the table.
VOTED that this meeting be now dissolved.

Special Officer or Officers to be appointed by the Selectmen. That $2,000.00 shall be the salary of the Police Officer, and $800.00 for the new motorcycle and special police.

School Building and for grading the High School grounds, as petitioned for by Charles R. Kiley and Florence S. Roddan.
Article 37. To hear and act on the report of the Stetson High School Building Committee and raise and appropriate such sum of money as may be necessary to fulfill any contracts entered into by them in the name of the Town.
VOTED unanimously that the sum of $1,652.32 be raised and appropriated to pay for the curtains and elec- tric fixtures for the Stetson High School Building and for grading the High School grounds as follows: Curtains $387.67; Electric fixtures $764.65; grading $500.00.
And that $11,200 be raised and appropriated for the purpose of completing and fulfilling any contracts en- tered into by the Stetson High School Building Commit- tee in the name of the Town; making a total appropria- tion under this Vote of $12,852.32 .- That $852.32 of this amount be raised in the tax levy of the current year and $500.00 be taken from the amount set up as reserve for abatements of 1922. That the Treasurer with the ap- proval of the Selectmen be and hereby is authorized to borrow $11,500.00 in accordance with the Provisions of Chapter 44 of the General Laws and to issue notes of the Town therefor, payable in accordance with the Provisions of said Chapter 44 so that the entire indebtedness herein authorized shall be paid in not more than fifteen years from the date of issue of the first note or at such earlier dates as the Treasurer and Selectmen may determine.
VOTED that the Town ratify the actions of the Stetson High School Building Committee in exceeding the limit of expenditures set by the Town.

Article 7. To see what sum of money the Town will raise and appropriate for lighting the streets by elec- tricity.
VOTED that the sum of $6,103.92 be raised and ap- propriated for lighting the streets by electricity.
Article 8. To see what action the Town will take relative to repairs on highways and raise and appropri- ate money for the same.
VOTED that the sum of $7,500.00 be raised and ap- propriated for general repairs on the highways. An in- crease over the appropriation of last year is recommended in order to enable the Highway Surveyor to resurface with tarvia the streets upon which repairs were made last year.
Article 9. To see if the Town will raise and appro- priate money for the expense of the Assessors' Depart- ment.
VOTED that the sum of $300.00 be raised and appro- priated to cover the expenses of the Assessors' Depart- ment.
Article 10. To see what action the Town will take relative to abatement of taxes and raise and appropriate money therefor.
VOTED that the abatement of taxes be taken from the overlay.
Article 11. To see if the Town will vote to pay the insurance on the Town Treasurer's Bond for the year 1926-1927, and raise and appropriate money therefor.

priated to pay the insurance on the Town Treasurer's Bond for the year 1926-1927.
Article 12. To see if the Town will vote to pay the insurance on the Tax Collector's Bond for the year 1926- 1927, and raise and appropriate money therefor.
VOTED that the sum of $100.00 be raised and appro- priated to pay the insurance on the Tax Collector's Bond for the year 1926-1927.
Article 13. To see what compensation the Town will allow for the collection of taxes.
VOTED that one and one-quarter per cent. be allowed as compensation for the collection of taxes on the tax levy for the year 1926.
Article 14. To see if the Town will authorize the Tax Collector to use the same means which a Town Treasurer may use when acting as Tax Collector.
VOTED that the Tax Collector be so authorized.
Article 18. To see what action the Town will take relative to medical attendance on the poor and raise and appropriate money for the same.
VOTED that the sum of $300.00 be raised and appro- priated, said sum to be apportioned to the several physi- cians of the Town and to be paid in full for the attend- ance on all persons under the care of the Selectmen and Overseers of the Poor, whose settlement and residence is in the Town of Randolph, for one year from January 1926; that is to say, that each physician in the town from the first of January 1926 shall receive $75.00 for his services, provided that he makes 38 visits during the year, after that he shall receive no compensation for his
