Article 19. To see what action the Town will take in regard to raising and appropriating money for the Randolph Visiting Nurse Association.


VOTED that the sum of $1,000 be raised and appro- priated for donation to the Randolph Visiting Nurse As- sociation.


Article 20. To see what action the Town will take relative to raising and appropriating money for the sup- pression of the gypsy and brown tail moths, as recom- mended by the State Forester.


VOTED that the sum of $1,000 be raised and appro- priated for the suppression of the gypsy and brown tail moths.


Article 21. To see if the Town will raise and appro- priate money for the planting of shade trees, as petitioned for by the Tree Warden and others.

Article 25. To hear and act on the report of any com- mittee and choose any committees the Town may think proper.


Under Article 25 the Lighting Committee reported progress through its Chairman, James H. Hurley. Re- port accepted as progressive, and committee continued.


The Committee on War Memorial reported progress through its Chairman, William F. Cunningham, and the report of the said Committee was accepted and the Com- mittee continued.


VOTED under Article 25 that a committee of five be appointed by the Moderator to bring in a list of candi- dates for the Finance Committee.

VOTED that ordinary laborers employed by the Town receive sixty cents an hour for such labor, and that the compensation for the use of horses employed for the Town be forty cents an hour, except when used on snow- plow or road scraper, when such compensation shall be at the rate of fifty cents an hour.


VOTED that none but citizens be employed in any De- partment.


VOTED to refer to Article 8.

Pursuant to an adjournment of the Annual Town Meeting from March 22 to this date, the voters of Ran- dolph assembled at Stetson Hall this 29th day of March, 1926, and the following business was transacted.


Meeting called to order by the Moderator at 8 o'clock P. M. and Article 8 was taken up.


VOTED under Article 8, That the sum of $1,100.00 Dollars be added to the amount appropriated for General Highway Repairs, making the total amount appropriated under Article 8, $8,600.00.


VOTED that we now reconsider that part of Article three relative to the Water Department.

Voted that the Water Department be financed in the same manner as all other Town Departments and in accordance with the General Laws of the Commonwealth whereby the cost of operating and maintaining said Water Department be raised and appropriated and the revenue of said Depart- ment be used by the Assessors in determining the Tax levy, also that the funds and accounts of said Department heretofore kept separately be combined with the General funds and accounts of the Town, in accordance with the General Laws, Chapter 44, Section 53, and that for the current year the sum of $14,816.00 be raised and appro- priated as follows :

ANNUAL TOWN MEETING (ADJOURNED) 1926


Randolph, April 6, 1926.


Pursuant to an adjournment of the annual Town Meet- ing from March 29, 1926 to this date, the voters of Ran- dolph assembled at Stetson Hall this sixth day of April, 1926, and the following business was transacted.


Meeting called to order by the Moderator at 8 o'clock P. M.


Article 25 was taken up. The Committee appointed at an adjournment of this meeting to present names for the Finance Committee reported the names of the following persons to serve on the Finance Committee: William J. Good, Walter F. Stephens, Daniel G. Donovan, Florence S. Roddan, James G. Heney, Alfred C. Webber, Allan B. Gould.


VOTED that the report of the Committee be accepted, and the above were declared the duly elected Finance Committee for the ensuing year.


Articles 36 and 37 were then taken up in conjunction.


VOTED that all previous action under these articles be rescinded.


VOTED under Articles 36 and 37, unanimous hand vote,


That the sum of $1,652.32 be raised and appropriated to pay for the curtains and electric fixtures for the Stet- son High School Building and for grading the High School grounds, as follows:

and that $11,200 be raised and appropriated for the purpose of completing and fulfilling any contracts en- tered into by the Stetson High School Building Commit- tee in the name of the Town; making a total appropria- tion under this vote of $12,852.32; that $1,352.32 of this amount be raised in the tax levy of the current year and $500.00 for grading be taken from the amount set up as reserve for abatements of 1922; that the Treasurer, with the approval of the Selectmen, be and hereby is author- ized to borrow $11,000 in accordance with the pro- visions of Chapter 44 of the General Laws, and to issue notes of the Town therefor, payable in accordance with the provisions of said Chapter 44 so that the entire in- debtedness herein authorized shall be paid in not more than fifteen years from the date of issue of the first note or at such earlier dates as the Treasurer and Selectmen may determine.


VOTED that the Town ratify the actions of the Stet- son High School Building Committee in exceeding the list of expenditures set by the Town.


Article 27. To see if the Town will vote to have all garbage, ashes and rubbish of all kinds hauled away reg- ularly during the year and raise and appropriate money therefor, as petitioned for by E. H. Cox and others.

Article 28. To see if the Town will raise and appro- priate the sum of fifteen hundred dollars to continue the work of surveying the Town and the making of maps, as petitioned for by James H. Hurley and Henry V. Morgan.

Article 28. VOTED that the sum of five hundred dol- lars be raised and appropriated under this article.


Article 29. To see what action the Town will take relative to transferring free cash in the Treasury to the use of the Assessors in reducing the Tax levy, as peti- tioned for by Henry V. Morgan and James H. Hurley.


Article 29. VOTED that this article be left over to be acted on previous to the lact article on the warrant.


Article 30. To see if the Town will raise and appro- priate to the Treasury the sum of Three Hundred Dollars expended in 1925 in taking the census, for which no ap- propriation was made.

Adticle 31. To see if the Town will authorize the transfer from unexpended balances in the 1925 appro- priations of such sums as may be necessary to cover over- drafts in these appropriations.

Article 32. To see what action the Town will take relative to the acceptance of Section 103 of Chapter 41 the General Laws of the Commonwealth regarding the appointment of a Purchasing Agent as petitioned for by Joseph J. McMahon and others.

Article 33. To see if the Town will authorize the Selectmen to appoint a Town Accountant, under Section

Article 34. To see if the Town will create a reserve fund for extraordinary or unforseen emergencies, as per Section 6, Chapter 40, General Laws, and raise and ap- propriate money therefor.

To see if the Town will instruct the Treas- urer to transfer any funds remaining in "The Randolph Water Loan Sinking Fund" after all debts against said Fund have been paid, to the Town Treasurer to be held by him to pay outstanding water indebtedness, as peti- tioned for by the Water Commissioners.


Article 35. VOTED that all action under this article be indefinitely postponed.


Article 38. To see what action the Town will take in regard to purchasing traffic beacons now erected at the junction of North Main Street and Warren Streets and raise and appropriate money therefor.


Article 38. VOTED that the sum of Two Hundred Sixty-five Dollars be raised and appropriated for purchas- ing the traffic beacon, and that the Selectmen be in- structed to reset the beacon four feet from its present lo- cation in a westerly direction.


Article 39. To see if the Town will appropriate the sum of $557.75 to pay William J. Good, for professional services in settling the suit brought by the Rossetti Con-

tracting Company against the Town for damages in con- nection with the construction of a section of North Main Street.


Article 39. VOTED that the sum of $557.75 be appro- priated to pay William J. Good.


Article 40. To see if the Town will vote to pay Ed- ward J. Megley $764.54 for repairs to cistern and road- way in Crawford Square and raise and appropriate money therefor.


Article 40. VOTED that the sum of $764.54 be raised and appropriated for to pay Edward J. Megley.


Article 41. To see if the Town will raise and appro- priate the sum of $500.00 for the purpose of re-surfacing the floor in Stetson Hall, and for purchasing a canvas for same, as petitioned for by Joseph J. Duffy and others.


Article 41. VOTED that all action under this article be indefinitely postponed.


Article 42. To see what action the Town will take. with reference to the adoption and imposition of instruc- tions, rules and regulations on and for the conduct of the Board of Water Commissioners as petitioned for by Wil- liam H. Quigley and others.


Article 42. VOTED that we proceed to draw up and adopt regulations for the Water Department.


VOTED that all moneys received by the Water Depart- ment shall be paid by such officers or department upon their receipt into the Town Treasury, any sums so paid into the Town Treasury shall not later be used by such officers or department without a specific appropriation therefor.

VOTED it shall be the duty of the Water Commission- ers to preserve and protect the purity of the waters of Great Pond, and of the streams flowing directly or indi- rectly into said Pond. The Water Commissioners shall take proper action to enforce all statutes enacted for the protection and preservation of waters of ponds or streams used as a source of water supply. They shall en- force the rules and regulations of the State Department of Health to prevent the pollution, and to secure the necessary protection of the waters used by the Town of Randolph as a source of water supply.


VOTED that this meeting adjourn to Tuesday evening, April 13, 1926.

Pursuant to an adjournment of the Annual Town Meet- ing from April 6, 1926, to this date, the voters of Ran- dolph assembled at Stetson Hall this 13th day of April, 1926. The meeting was called to order by the Moderator at 8 o'clock P. M. and the following business transacted.

VOTED that all action under this article be deferred until the report of the survey being made by the State Department of Public Health is received, that when this meeting adjourns tonight, it stand adjourned for two weeks to Tuesday, April 27th, 1926 at 8 o'clock P. M.

Fire Alarm boxes of the keyless style at North Randolph, one to be placed on North Main Street at or near the fill- ing station of Patrick Foley, one at the approximate cor- ner of North Main and Russ Streets, and one on Pond Street approximately half-way between the Pumping Sta- tion and North Main Street and raise and appropriate money therefor, as petitioned for by Frank M. Downes and others.


Article 43. VOTED that a fire signal box be installed at or near the filling station of Patrick Foley and that the sum of $250.00 be raised and appropriated therefor; that four phantom fire signal boxes be installed on Pond Street, to be located by the Fire Engineers.


VOTED that Article 27 be reconsidered.


Article 27. VOTED that this Article be deferred un- til the adjournment of this meeting, and the Selectmen be instructed to receive bids, for removing garbage, to present to the meeting.


Article 44. To see if the Town will vote to install six Street lights on High Street between Capa Bianca's driveway and Stacy Street as petitioned for by Francis W. Finch and others, and raise and appropriate money therefor.


Article 44. VOTED that six lights be installed on High Street and $99.00 be raised and appropriated there- for.


Article 45. To see if the Town will vote to install ten lights on North Main Street from Hildgard Street to the Randolph-Quincy Line, as petitioned for by P. J. Foley and others, and raise and appropriate money therefor.

six voted last year) be installed on North Main Street and that the sum of $165.00 be raised and appropriated therefor.


Article 46. To see if the Town will vote to install four additional lights on Fairmount Street and appropriate money therefor, as petitioned for by George H. Kiley and others.


Article 46. VOTED that two lights be installed on Fairmount Street, and that $33.00 be raised and appro- priated therefor.


Article 47. To see if the Town will vote to extend the water main on Orchard Street three hundred feet in a northerly direction and raise and appropriate money therefor as petitioned for by Edward Derocher and others.


Article 47. VOTED that the water main on Orchard Street be extended in a northerly direction three hun- dred feet and that the sum of eight hundred and twenty- five dollars be raised and appropriated therefor.


Article 48. To see if the Town will vote to extend the water main on Highland Avenue southerly from Fair- mount Street a distance of 1,000 feet and raise and appro- priate money therefor, as petitioned for by Edgar B. Cole and others.


Article 48. VOTED that this article be laid on the table until the next adjournment of this meeting.


Article 49. To see if the Town will vote to instruct the Water Commissioners to extend the Water Main along Center Street from Main Street 800 feet as peti- tioned for by John H. Marcille and others and raise and appropriate money therefor.

The Annual Town Meeting adjourned from April 13 to this date was called to order by the Moderator at eight o'clock P. M. and the following business transacted.


Article 48 was taken up.


Article 48. VOTED 248 affirmative: Nine Negative. That the Water Commissioners be instructed to install the Water Mains along Highland Avenue in a southerly direction from Fairmount Street, 1,000 feet, and that there be raised and appropriated $3,000 for that pur- pose, and that said amount be borrowed, and that the Treasurer with the approval of the Selectmen be and hereby is authorized to issue a note or notes of the Town therefor; all in accordance with Chapter 44 of the Gen- eral Laws and amendments thereof, so that the whole loan shall be paid in not more than five years from the issue of the first note or at such earlier time as the Select- men and the Treasurer may determine.


Mr. Edgar B. Cole agreed verbally to pay six per cent. on the investment.


Article 42 was then taken up.


Article 42. Under this Article a report from the State

Department of Health, relative to conditions on the water shed and tributaries of Great Pond, also on the supply of water at said Pond, was read.


Article 42. VOTED that the Board of Selectmen, Board of Health and Water Commissioners be instructed to enforce the General Laws, the Rules of the Depart- ment of Health and Town By-laws relative to abating the pollution of Great Pond and its tributaries.


VOTED that a Committee of five be appointed to bring in rules and regulations for the Water Department, and report next Tuesday night.

ANNUAL TOWN MEETING ADJOURNED


Pursuant to an adjournment to the Annual Town Meet- ing from April 27, 1926, to this date, the voters of Ran- dolph assembled at Stetson Hall this fourth day of May, 1926. The meeting was called to order by the Moderator and as he declared no quorum present a recess of ten minutes was taken. The meeting was again called to or- der at 8.10 o'clock P. M. when the Moderator declared a quorum present and the following business was trans- acted.

NINETY-FIRST ANNUAL REPORT


Article 42 was first taken up.


The Committee appointed at the last adjournment of this meeting reported through Henry V. Morgan, Chair- man, who read the report of the Committee, reported the following twelve rules and four recommendations to be added to the rules and regulations already adopted for the Water Department.


1. That every dead end in the Town be blown out at least once every two weeks during the months of June, July and August, and at least once a month from January to May inclusive and September to December inclusive.


2. All hydrants shall be tested at least once in two months.


3. All main shut-offs shall be tested once every six months.


4. The Water Commissioners shall appoint a collector who shall collect all amounts committed to him by the Commissioners together with interest, fees and other charges. He shall turn his collections over to the Town Treasurer at least once a week, and shall furnish bond of a Surety Company in an amount satisfactory to the Commissioners for the faithful performance of his duties. The same laws, rules and regulations shall apply to said Collector em- ployed by the Commissioners as apply to Tax Col- lectors.


5. All amounts due the Town for water supplied or for services rendered by the Water Department, shall be committed to the Collector employed by the Water Commissioners, in the same manner as taxes are committed and in conformity with the General

Laws applying to Municipal Finance.


6. The Water Commissioners shall quarterly inspect the shores of Great Pond and of all water sheds and tributaries which directly or indirectly empty into said Great Pond and take such action as is neces- sary in accordance with the regulations of the State Board of Health, Town By-Laws, and Town rules, regulations, and instructions to insure the health and safety of the public and keep such property free from all refuse, garbage, rubbage and all matter which will in any way contribute to or bring about pollution of the waters of said Great Pond. The re- sults of such inspection and any action taken by the Commissioners shall be incorporated in the Annual Report of the Water Commissioners to the citizens of the town.


7. No service pipes shall be laid by the Water Commis- sioners beyond the street lines of the premises to be supplied.


8. No water pipes shall be laid on any private ways or streets unless and until proper waivers and licenses to install and maintain the same on such ways and streets shall have been delivered to the Water Com- missioners and duly recorded in the Registry of Deeds of the County of Norfolk.


9. Broken or defective hydrants shall be replaced or re- paired within twenty-four hours of the time that such hydrants are broken or the defective condition of the same is discovered.


10. Surfaces of streets opened up by the Water Depart- ment shall be replaced by the Water Commissioners in as good condition as same were before said streets were opened.

11. No extension of water mains shall be made unless by vote of the Town.


12. No extension of a water main and no installation of a domestic service pipe shall be made until and un- less a detailed blue-print of the location of the same, determined and fixed with permanent monuments, shall have been filed with the Water Commissioners.


RECOMMENDATIONS


1. That to insure efficiency and proper protection, the permanent chauffeur employed by the Fire Engin- eers be equipped with wrenches and other equipment necessary for use in acting in cases of emergency in the shutting off of broken hydrants and water mains, said permanent chauffeur to act in the ab- sence of officials and employees of the Water Depart- ment.


2. That information and records of the Water Depart- ment concerning the location of water mains, hy- drants, and shut-offs, gates, etc., be placed at the disposal of the Assessors who shall arrange to have the lay-out of the water system indicated on the Town plans and maps which are being made under their supervision.


3. That the Water Commissioners confer with the Commissioners of the towns of Braintree and Hol- brook for the purpose of arranging with said towns for the employment of a special police officer in the towns of Randolph and Braintree whose duty it shall be to continually inspect the shores of Great Pond and its water sheds,-to protect the pond and its waters from contamination and pollution ;- the salary and expenses of said special police officer to

be equally paid by the three towns of Randolph, Holbrook and Braintree.


4. That the rules and regulations for the conduct of the Water Department be referred back to the Com- mittee appointed at the adjourned town meeting of April 27, 1926, to be printed and that same be codi- fied with and printed with such rules of the depart- ment now in force as may not be inconsistent with the regulations adopted at this meeting, such of the General Laws, and parts thereof, and such rules and regulations of the State Board of Health as apply to prevention of the pollution of the water supply, to- gether with such other matter as may pertain to the water system, shall be printed by said Committee with said rules and regulations, for distribution, the cost of same to be taken from the General appro- priation for the Water Department.


VOTED that the report of the Committee be accepted and adopted.


VOTED that the Committee appointed at the last ad- journment be authorized and directed to look into the ad- visability of procuring a new source of water supply for the town of Randolph, to confer with representatives of Holbrook and Braintree, and that they be authorized and empowered in the name of the town to employ a sanitary engineer to aid them in making their investigation, such engineer to be paid not in excess of $1,000 from the general appropriation, and that the Town of Holbrook, through its proper representatives be invited to join in said action; said Committee to report back to the Town at a Special Town Meeting to be held within four months from this date.
