Article 44. To see if the Town will raise and appro- priate the sum of Two Thousand dollars for repairs on Chestnut Street or what they will do about it, as peti- tioned for by William H. Quigley, Peter Larsen, Charles H. Truelson and others.


Article 45. To see what action the Town will take in regard to rebuilding Union Street from Crawford Square to the Randolph-Holbrook Town Line in conjunction with the County and State and raise and appropriate money for the same.


THE POLLS WILL BE OPEN FROM 5:45 O'CLOCK A. M. TO 2:00 O'CLOCK P. M., BUT MAY BE KEPT OPEN LONGER IF SO ORDERED BY THE VOTERS THEN PRESENT.

ANNUAL TOWN MEETING-1927


Randolph, March 7, 1927


Pursuant to a warrant issued by the Selectmen and dated February 10, 1927, duly posted by Patrick T. McDonnell, Constable, the Voters of Randolph assembled at Stetson Hall this seventh day of March, 1927.


Meeting was called to order by the Moderator, James E. Foley.


Warrant and Return were read by the Town Clerk.


The preliminaries of law having been complied with, .. the polls were declared open for the reception of ballots promptly at 5.45 A.M., and action taken as follows:


Article 1. To choose all such Town Officers as are required by law to be chosen by ballot, namely: a Mod- erator for one year; a Town Clerk for one year; a Town Treasurer for one year; three Selectmen and Overseers of the Poor for one year; one member of School Commit- tee for three years; one Trustee of Stetson School Fund for three years; a Collector of Taxes for one year; one Assessor for three years; one Water Commissioner for three years; three Auditors for one year; one Tree Warden for one year; one Highway Surveyor for one year; seven Constables for one year.


VOTED that we proceed to ballot for all such Town Officers as are required by law to be chosen by ballot at

Article 2. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1927, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


VOTED unanimously that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1927, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Article 3. To see if the Town will appoint the Select- men to be the agents and attorneys of the Town, to prose- cute, defend and compromise any and all suits in which the Town may be in any manner interested as a party or otherwise, except as far as the same relate in any manner to the water supply, and to employ counsel if necessary.


VOTED that the Selectmen be so appointed.


Article 4. To see if the Town will authorize and ap- point the Water Commissioners to be the agents and

attorneys of the Town, to prosecute, defend, compromise and settle any and all suits and proceedings in which the Town may be interested as a party or otherwise, so far as the same in any manner relates to the preserving, taking and use of the water of Great Pond, or to the construc- tion of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.


VOTED that the Water Commissioners be so authorized and appointed.


Article 6. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to refund any or all of the revenue notes issued in anticipa- tion of revenue of the year 1927, in accordance with the provisions of Section 17 of Chapter 44 of the General Laws, any debt so incurred to be paid from the revenue of 1927. (Recommended by State Examiner.)


VOTED unanimously that the Treasurer be and hereby is authorized, with the approval of the Selectmen, to refund any or all of the revenue notes in anticipation of revenue of the year 1927, in accordance with the pro- visions of Section 17 of Chapter 44 of the General Laws, any debt so incurred to be paid from the revenue of 1927.

ANNUAL TOWN MEETING ADJOURNED-1927

The Annual Town Meeting adjourned from March 7, 1927, to this date, was called to order this 28th day of March, 1927, by James E. Foley, Moderator.


The Finance Committee presented a printed report on the various articles submitted to them. (See Assessors' and Town Accountant's Reports, for appropriations.)


Under Article 5 it was VOTED

NINETY-SECOND ANNUAL REPORT


That the votes under Articles 36 and 37 at the 1926 Annual Town Meeting be rescinded and that the sum of $11,000 to be raised in the tax levy of 1927.


Under Article 7 it was VOTED


That the securities in the possession of the Water Com- missioners, representing the unexpended balance of the Sinking Fund be converted into cash, and that the sum so obtained be applied in payment of certain appropria- tions.


Under Article 8 it was VOTED


That the Town create a Reserve Fund as per Section 6, Chapter 40, General Laws.


Under Article 9 it was VOTED


That the Town adopt the following by-law: A Finance Committee, consisting of nine members, to control the Reserve Fund, shall be appointed by the Moderator, as follows :


In the year 1927, three members to serve for three years, three members to serve for two years, and three members to serve for one year; and thereafter three members shall be appointed each year to serve for three years. All vacancies shall be filled by the Moderator.


The foregoing by-law was approved by the Attorney General, September 28, 1927, excepting the words "to control the Reserve Fund," and the words "all vacancies to be filled by the Moderator."


Under Article 10 it was VOTED


That the Town accept Section 55, Chapter 41, General Laws, and that the Selectmen be authorized to appoint a

Town Accountant thereunder; and that the sum of $250 for salary and $200 for expenses of the Town Accountant be raised and appropriated.


The meeting here adjourned until Monday, April 4, 1927, at 7.30 o'clock P.M.

The Annual Town Meeting adjourned to this day was called to order at 7.30 o'clock P.M., by James E. Foley, Moderator.


The Moderator announced that there was not a legal quorum present and no business could be transacted. A recess was then taken. At 8 o'clock P. M. the meeting was again called to order, and it was VOTED


That the check list be used to ascertain if the number of voters present constituted a quorum.


After registering each person present, it was found that there was not a quorum present and it was


VOTED to adjourn this meeting to Monday, April 11, 1927, at 8 o'clock P.M.

VOTED that ordinary laborers employed by the Town receive sixty cents an hour for such labor, and that the compensation for the use of horses employed for the Town be forty cents an hour, except when used on snow plow or road scraper, when such compensation shall be at the rate of fifty cents an hour, and that none but citi- zens of the town be employed in any department.


VOTED that firemen and policemen not on yearly salary receive sixty cents an hour.


Article 19. To hear and act on the report of any com- mittee and choose any committee the Town may think proper.


James H. Hurley reported for the Electric Lighting Committee.


VOTED to accept the report and retain the committee.

TOWN OF RANDOLPH, MASS.


William F. Cunningham reported for the Memorial Committee.


VOTED to accept the report and retain the committee.


VOTED also that this fund be continued and the inter- est accumulations be added to it, until a real community project arises.


A printed report was read by Henry V. Morgan, for the Water Committee.


VOTED to accept the report and retain the committee.


VOTED under Article 19 that the Board of Assessors be appointed a committee of three to have the assessed valuation of real and personal property of the Town of Randolph for the years 1925-1926-1927 published in our next Annual Town Report.


Under Article 22 it was VOTED


To place heating and proper sanitation in the Tower Hill School, under the direction of a committee of three, ap- pointed by the Moderator. The committee appointed: James G. Heney, Harold W. Macauley and Joseph Belcher.


Mr. Heney resigned from the committee and the Mod- erator appointed Frank N. French to fill vacancy.


Under Article 27 it was VOTED


That the Selectmen be instructed to lay the Town out in convenient voting precincts.


Article 28. To see what action the Town will take under the provisions of the General Laws of the Common- wealth relative to instructing the Water Commissioners

NINETY-SECOND ANNUAL REPORT


to revise the water rates heretofore fixed by them, so as to effect a savings to water-takers, as petitioned for by Henry V. Morgan and others.


VOTED that action under this Article be indefinitely postponed.


Article 29. To see what action the Town will take relative to diverting such town water courses as are now represented as being a menace to the water supply used by the Town.


VOTED that a committee of five be appointed, three members of said committee to be the Water Commission- ers, one member of the Board of Assessors, and the fifth to be appointed at the will of the Moderator. The Mod- erator announced that this committee would be composed of the Water Commissioners, Henry V. Morgan of the Board of Assessors, and Edward H. McMahon. (Mr. McMahon later resigned from this committee.)


Article 45. To see what action the Town will take in regard to rebuilding Union Street, from Crawford Square to the Randolph-Holbrook Town Line, in conjunction with the County and State, and raise and appropriate money for the same.


The vote on this Article not being a two-thirds vote, was declared by the Moderator as not carried.


It was then Voted that the remaining articles on the warrant be indefinitely postponed, and that this meeting be now dissolved.
