Report of the Tree Warden


To the Voters of the Town of Randolph :


The public shade trees of a community are an asset and ornament to the lovers of nature. What is more beautiful than to ride along the highways lined with stately trees.


Last year 17 new trees were planted and six re- moved. Much work can be done on our shade trees as conditions existing the present day are harmful to them. Many of them are starving on account of the new high- ways being built all over the country. Much work can be done in pruning, cavity filling and fertilizing to keep these healthy.


A drive has been launched by the Massachusetts For- estry Association to celebrate the tercentenary of the founding of the Massachusetts Bay Colony, to plant shade trees all over the State.


Many towns are starting nurseries of their own as the price of trees have advanced in the past few years.


Let us all get together and let our motto be :


"Plan to plant another tree."

Report of the Moth Superintendent


To the Honorable Board of Selectmen:


The moth situation in this town for the year ending December 31, 1929 is as favorable as can be expected with the money appropriated.


The elm beetle appeared again last year making quite a little headway and many elms were stripped. The tent caterpillar is still with us and should be held in check. The money appropriated is not sufficient to control the gypsy moth situation alone and unless some definite ac- tion is taken, we will become so infested with these pests that it will require a great deal more time and money to control it at a later date.


The spraying machine will have to be overhauled this year and more material purchased.


To you voters who know the danger and damage these insects will do. I ask do we not need more atten- tion to this work and in order to do this we must have a larger appropriation.

Report of the Highway Surveyor


To the Citizens of Randolph :


I herewith present my report for 1929. We accom- plished the usual spring repairs which are necessary each year. .


The cost of maintenance of the highway department is increasing every year. Five years ago there was an area of about two miles of tarvia roads within the town. At the present time we have about 15 to 16 miles of tarvia roads, which must be maintained. The cost of tarvia, sand and labor amounts to approximately 20 to 21 cents per gallon when spread on the road. In order to properly care for the tarvia roads which we now have, a light coating of tarvia should be spread each year.


I would recommend that a building be erected at the Town Farm to store the equipment of the highway de- partment. This would also serve for storing sand and stone, as when these necessary materials are exposed to weather conditions, additional time and labor is neces- sary for drying them before they are fit to use. This of course, is a source of added expense, and could be over- come by having a place to store these materials.


I wish to thank the citizens for the co-operation they have given, and the assistance they have rendered when called upon.

Article 1. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the rev- enue of the financial year beginning January 1, 1930, and to issue a note or notes therefor, payable within one year, and debt or debts incurred under this vote to be paid from the revenue of said financial year.


Article 2. To see if the Town will appoint the Se- lectmen to be the agents and attorneys of the Town, to prosecute, defend and compromise any and all suits in which the Town may in any manner be interested as a party or otherwise, except in so far as the same relate in any manner to the water supply, and to employ counsel if necessary.

To see if the Town will authorize and appoint the Water Commissioners to be the agents and attorneys of the Town to prosecute, defend, compromise and settle any and all suits and proceedings in which the Town may be interested as a party or otherwise, so far as the same in any manner relates to the preserving, taking and use of the waters of Great Pond, or to the

Article 45. To see what action the Town will take relative to repairing Orchard street, and raise and ap- propriate money therefor as petitioned for by Joseph E. Burns, Horace French, James B. Churchill and others.


Article 46. To see if the Town will vote to repair the road from the corner of High and Chestnut streets to the entrance of the residence of Mr. Foley (which is a distance of about 1000 feet in a northerly direction) on High street, (gravel to be furnished free by the peti- tioner) and raise and appropriate money for the same as petitioned for by John P. Lang, Harry Sargent, Ches- ter L. Paine and others.


Article 47. To see if the Town will vote to raise and appropriate money to rebuild, repair or finish the construction of Centre street between Union and Mill streets as petitioned for by Herbert L. Pierce, Henry L. Pothier, Edgar F. Beers and others.


Article 48. To see if the Town will vote to raise and appropriate a sum of money to build Waldo street
