I submit herewith my report of an audit of the books and accounts of the town of Randolph for the period from January 1, 1929 to November 3, 1930, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Ran- dolph for the period from January 1, 1929 to Novem- ber 3, 1930, and report thereon as follows:

The financial transactions of the town, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined and verified for the period covered by the audit.
The books and accounts of the town accountant were examined, and recorded receipts being compared with the treasurer's books, and the payments being checked with the selectmen's warrants authorizing the treasurer to disburse town funds and with the treas- urer's books. The appropriations, as recorded on the ledger, were checked to the town clerk's records of town meeting proceedings. The ledger accounts were analyzed, a trial balance was drawn off, proving the accounts to be in balance, the necessary adjusting en- tries were made, and a balance sheet, which is ap- pended to this report, was prepared showing the finan- cial condition of the town on November 3, 1930.
It was found that all departmental accounts re- ceivable were not being set up on the ledger, it being the practice to set up only those which were uncol- lected at the close of the year. In the future all bills receivable will be recorded in the ledger at the time of billing, in order that all the transactions may appear on the books and so that the accounts due the town may be properly followed up.
An examination of the paid vouchers on file dis- closed the fact that many bills and pay-rolls are not properly approved. For example, school department and water department bills are approved only by the respective superintendents. Bills of all departments, before being placed on a warrant for payment, should bear the approval of the heads of the departments or of a majority of the board or committee entrusted with the management of a town department.

Expense bills of officials should not be paid unless they are itemized in sufficient detail to show the actual expenses incurred, while payments to members of boards elected to serve without compensation, such as the school committee, for "time" spent in the perform- ance of their duties, may not be legally made.
The books and accounts of the town treasurer were examined and checked. The recorded receipts were checked with the records in the several departments collecting money for the town, with other sources from which the town received money, and with the town ac- countant's records. The payments were checked with the selectmen's warrants authorizing disbursements of town funds, and the cash balance was verified by an actual count of the cash in the office and by a recon- ciliation of the bank account with a statement furnished by the bank in which town funds are deposited.
The payments on account of debt and interest were proved with the amounts falling due, the cancelled se- curities and coupons being checked.
It is recommended that the practice of paying some bills and pay-rolls by cash be discontinued, and that all payments by the treasurer be made by check. This will eliminate the necessity of having a large amount of cash in the treasurer's office, as well as the necessity of having the payees sign the vouchers and pay-rolls, as the cancelled checks will serve as receipts for payments made by the treasurer.
A table showing a reconciliation of the treasurer's cash is appended to this report.
The books and accounts of the tax collectors were examined and checked. The commitments of poll and property taxes for the levies of 1923 to 1930, inclusive, and of motor vehicle excise taxes for the years 1929

and 1930, were examined. In order to prove the tax accounts, it was necessary to check the postings of cash collections and of abatements in detail, many clerical errors being found. The commitments were proved, the payments to the treasurer were verified by a com- parison with the treasurer's books, and the outstanding accounts were listed and proved to the accountant's ledger.
As may be seen from the appended balance sheet, the levies of 1923, 1924 and 1925 show credit balances, due to collections and abatements having been credited to them after the levies had been settled by the col- lector, apparently with funds advanced by him. In- terest due the town on the balances of the levies thus settled by the collector personally has been computed by the town accountant and set up on the ledger, and it would seem that this amount should be taken from the excess of these levies and the balance refunded to the collector.
The outstanding tax accounts were further verified by mailing notices to a large number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The books and accounts of the water department were examined and checked in detail. The commit- ments were analyzed, the recorded collections were checked to the commitment book and to the treasurer's cash book, the abatements were compared with the records of abatements granted by the water commis- sioners, and the outstanding accounts were listed and proved to the accountant's ledger.
The outstanding water accounts were further veri- fied by mailing notices to a number of persons whose names appear on the books as owing money to the

town, the replies thereto indicating that the accounts, as listed, are correct.
The town clerk's records of dog and of sporting licenses issued were examined, and the payments to the county and to the Division of Fisheries and Game, re- spectively, were verified.
The records of the sealer of weights and measures were examined, and the payments to the treasurer were verified.
The books and accounts of the treasurer of the library trustees were examined and checked. The se- curities representing the investments of the trust funds were examined and the income and expenditures were proved and found to be as recorded on the books.
The cash balance as of November 3, 1930, was verified by a reconciliation of the bank accounts with statements furnished by the banks.
In connection with the investments of trust funds, attention is again called to Section 54, Chapter 44, Gen- eral Laws, which reads as follows:
Trust funds, including cemetery perpet- ual care funds, unless otherwise provided or directed by the donor thereof, shall be placed at interest in savings banks, trust companies incorporated under the laws of the common- wealth, or national banks, or invested by cities and towns in securities which are legal investments for savings banks. This section shall not apply to Boston.
The surety bonds furnished by the various officials for the faithful performance of duties were examined and found to be in proper form.

In addition to the balance sheet, there are ap- pended to this report tables showing a reconciliation of the town treasurer's and library cash, summaries of the tax, assessment, water, and departmental accounts receivable, together with tables showing the transac- tions of the various trust funds.

NINETY-SIXTH ANNUAL REPORT
NOTICE
The attention of parents is called to the law relating to the registering of births. The present requirement is as follows :
Chap. 29, Sec. 6, of the Revised Laws. Parents within forty days after the birth of a child . .. shall cause notice thereof to be given to the clerk of the town or city in which such child is born.
Sec. 8. A parent ... who neglects to do so for ten days after the time limited therefor, . .. shall forfeit not more than five dollars for each offence.
Attention of PHYSICIANS and MIDWIVES is called to Chap. 280, Sec. 1, Acts of 1912: Sec. 1. Physicians and midwives shall, within forty-eight hours after the birth of every child in cases of which they are in charge, mail or deliver to the clerk or registrar of the city or town in which the birth occurred, a notice stating the date and place of the birth, giving the street number, if any, the number of the ward in a city and the family name. Failure to mail or deliver the said notice shall be pun- ished by a fine not exceeding twenty-five dollars for · each offence.
In accordance with the provisions of the law, the Town Clerk is prepared to furnish to parents, physicians and midwives applying therefor, blanks for return of births as required by law.
