Report of the Board of Selectmen
Because of unusual conditions, the report of your Selectmen will be a little more extended than usual.
The financial condition of the Town is sound. While we are confronted with conditions which are general and wide-spread, such as slow collections due to industrial depression, mounting costs of government occasioned by necessary public improvements, difficulty in borrowing owing to the lack of confidence in finan- cial circles, the care of the unfortunate who are the unhappy victims of circumstances over which they have no control, we are much better off than many of our neighbors.
The close of the year witnessed an abnormal in- crease in interest rates. Whereas early in the year it was possible to borrow at ridiculously low rates, the re- cent notes of the town have been issued at rates much in excess of those charged in normal times. Owing largely to the co-operation of local institutions we are doing better in this respect than many near-by com- munities.
Owing principally to new school construction, the necessity for which has been demonstrated, our indebt- edness has been greatly increased. This naturally means that the sums appropriated annually for the re- duction of the debt and for the paying of interest thereon must be substantially larger than in past years.
The adoption of the old-age assistance act intro- duces a new item in the budget which will add materi- ally to the tax rate. The fact that the town is re-im-

bursed in whole or in part for these expenditures does not lighten the present burden.
In common with other communities we have been obliged to expend more money than ever before on public welfare. We have been, however, much more fortunate in this respect than the great majority of towns and cities in the Commonwealth. Our expendi- tures for this purpose are far below the average of other towns of similar, or even smaller size. Our per capita expense for this work is one of the lowest in the Commonwealth.
While the relief work of private agencies, such as the churches, fraternal societies, American Legion, Red Cross, and others, has done much to alleviate the situa- tion, the tax-payer in the future as in the past will carry the larger part of the burden. The 'drives' of one kind and another, including benefit performances, which have been so common in other communities have not yet been resorted to in this town.
The situation, therefore, which confronts the tax- payer is a serious one. While economy must be the watch-word, it is difficult to see where appropriations can be cut in the items referred to.
The voters, however, can do much to hold the tax rate within reasonable bounds, by scrutinizing closely the expenditures of every department, and acting con- servatively upon new projects requiring the expendi- ture of public monies.
Some one has well said that the bond issue of to- day is the tax-rate of tomorrow.

The Board of Assessors for the year 1931 submit the following report for the consideration of the Taxpay- ers of the Town of Randolph.
Increase in Valuation $125,720.00
By reference to the table of assessed valuation ap- pended hereto it will be noticed that the total assessed valuation of taxable real estate indicates an increase of $109,000.00; an increase in valuation of personal prop- erty of $5,350.00; adding the increase in Excise valuation $11,370.00 makes a net gain in valuation of $125,720.00.

We made a separate Poll List which was committed early in the year so the Collector would have a better chance of collecting from those who leave the Town and State.
