Your Board of Selectmen deem it unnecessary to present any lengthy report. The reports of the different departments present in detail the various activities of the Town officials and the manner in which the affairs of the town have been administered.


A spirit of harmony and co-operation conduces in a marked degree to the welfare and progress of any com- munity. Such a spirit has been manifest not only in the Board of Selectmen but in all departments of the town. We feel that it has been a year of real progress and con- structive activity.

Report of the Tree Warden


To the Voters of the Town of Randolph :


The public shade trees of a community are an asset and ornament to the lovers of nature. What is more beautiful than to ride along the highways lined with stately trees ?


Last year 28 new trees were planted and 7 re- moved. Much work can be done on our shade trees as conditions existing the present day are harmful to them. Many of them are starving on account of the new high- ways being built all over the country. Much work can be done in pruning, cavity filling and fertilizing to keep these healthy.


Many towns are starting nurseries of their own as the price of trees have advanced in the past few years.


We wish to take this opportunity to extend our thanks to the Ladies' Library Association for the gift of 4 trees.


I think that I shall never see A poem lovely as a Tree,


A tree whose hungry mouth is prest


Against the earth's sweet flowing breast, A tree that looks at God all day And lifts her leafy arms to pray ; A tree that may in summer wear A nest of robins in her hair ; Upon whose bosom snow has lain; Who intimately lives with rain.

Report of the Moth Superintendent


To the Honorable Board of Selectmen :


The moth situation in this town for the year end- ing December 31, 1930 is as favorable as can be expected with the money appropriated.


The elm beetle appeared again last year making quite a little headway and many elms were stripped. The tent caterpillar is still with us and should be held in check. The money appropriated is not sufficient to con- trol the gypsy moth situation alone and unless some def- inite action is taken, we will become so infested with these pests that it will require a great deal more time and money to control it at a later date.


The spraying machine will have to be overhauled this year and more material purchased.


To you voters who know the danger and damage


these insects will do, I ask do we not need more atten- tion to this work and in order to do this we must have a larger appropriation.

Report of the Highway Surveyor

To the Citizens of Randolph :


I herewith present my report for 1930. We accom- plished the usual spring repairs which are necessary each year.


The cost of maintenance of the highway department is increasing every year. Five years ago there was an area of about two miles of tarvia roads within the town. At the present time we have about 15 to 16 miles of tarvia roads, which must be maintained. The cost of tarvia, sand and labor amounts to approximately 20 to 21 cents per gallon when spread on the road. In order to properly care for the tarvia roads which we now have, a light coating of tarvia should be spread each year.


I would recommend that a road machine be pur- chased, costing approximately $350 to $400. The one now in use has been in service for 14 years, and the cost of maintenance is more than that of a new machine.


As the roads in the center of the town are in a fairly good condition, I recommend that considerable attention be given to the back streets, and also that we open a campaign for sidewalk construction.


I wish to thank the citizens for the co-operation they have given, and the assistance they have rendered when called upon.

Report of the Planning Board


To the Honorable Board of Selectmen and Citizens of Randolph :


Your temporary planning board has held one or more meetings in practically every month of the past year, or since its appointment by the Town Moderator, in accordance with the vote of the Town establishing a temporary planning board, to serve for one year from the 1930 town meeting date.


We have made a conscientious study of the re- quirements of the citizens of the town in relation to the greater protection of our homes and areas; in rela- tion to land and building sites; in relation to the better development of business and of recreational facilities.


One of the major projects which we have con- sidered has been the extension of assessors' map, now in process of preparation, for which various sums have been appropriated at previously held town meetings. By means of this map, definite boundaries and owner- ships are being established, resulting in the facilitation of title searching and of property selling; as well as in the creation of a greater revenue to the town from property heretofore untaxed.


The second project on which we have carefully deliberated, and which we have investigated, has been the possible development of community recreational centers, our aim being the safeguarding of the moral and physical welfare of our children, through increas- ing their happiness in health-giving play, in the proper environment.

The third major project studied by us has been the appointment of a board of survey. We believe that such a body would effectually prevent the recording of any plan of land development which might prove detrimental to the future orderly growth and welfare of the town.


We wish to thank the board of selectmen and as- sessors, and all other town officials and citizens who have so willingly co-operated with us.


We wish to make specific mention of, and to ex- tend our thanks to Mr. Joseph T. Leahy, for his ex- amination and report of the records of the bequest to the Town of Randolph of "The Great Pasture Lot," under the terms of the will of the late E. Fanny Belcher.

To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1931, and to issue a note or notes therefor, payable within one year, and debt or debts incurred under this vote to be paid from the revenue of said financial year.


Article 2. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to re- fund any and all of the revenue notes issued in anticipa- tion of revenue of the year 1931, in accordance with the provisions of Section 17 of Chapter 44 of the General Laws, any debt so incurred to be paid from the revenue of 1931.


Article 3. To see if the Town will appoint the Select- men to be the Agents and Attorneys of the Town, to prosecute, defend and compromise any and all suits in which the Town may in any manner be interested as a party or otherwise, except in so far as the same relate in any manner to the Water supply, and to employ counsel if necessary.

Article 6. To see if the Town will raise and appro- priate money for the Reserve Fund for extraordinary or unforseen emergencies as per Section 6, Chapter 40 of the General Laws.


Article 7. To see if the Town will vote to raise and appropriate money to cover unpaid bills of previous years in the following department; Public Welfare.


Article 8. To hear and act on the reports of the Town Officers.


Article 9. To see if the Town will instruct the Se- lectmen to appoint a Special Officer, or Officers to enforce the laws.


Article 10. To see what action the Town will take in regard to the pay of Town Laborers and others hired by the day or hour.


Article 11. To hear and act on the report of any com- mittee, and choose any committee the Town may think proper.


Article 12. To see what action the Town will take in regard to raising and appropriating money for the em- ployment of a District Nurse, as provided for by Section 5, Chapter 40 of the General Laws, as amended by Sec- tion 1, Chapter 371, Acts of 1921.


Article 13. To see if the Town will vote to raise and appropriate the sum of $1500.00, for the purpose of leas- ing a building for headquarters of Lieut. Thos. W. Des- mond Post No. 169, The American Legion, or act in any other manner thereto.
