Article 75. To see if the Town will vote to install a regulation fire box on Mill street, corner of Wilmarth road, and raise and appropriate the sum of $250 therefor as petitioned for by Paul Kachele, Earl L. Zigler, Ralph W. Coburn and others.


Article 76. To see what action the Town will take relative to acquiring drainage rights or easements over or through land now owned by Assunta Puzone, and raise and appropriate money therefor.


Article 77. To see what action the Town will take relative to the claim of Hannah Grady for personal in- juries suffered by reason of an alleged defect in the high- way.

ANNUAL TOWN MEETING, 1930


At the Annual and Special Town Meetings, all of the appropriations made may be found in the Town Account- ant's Report taken from an attested list made by the Town Clerk.


Article 1. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1930, and issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Voted-Unanimously that the Treasurer, with the ap- proval of the Selectmen, be authorized to borrow money from time to time, in anticipation of revenue of the finan- cial year, January 1 to December 31, 1930, both dates

inclusive., and to issue a note or notes therefor, and the indebtedness incurred by reason of the issuance of said note or notes to be provided for from the revenue of said financial year, January 1 to December 31, 1930.


Article 2. To see if the Town will appoint the Select- men to be the agents and attorneys of the Town, to prosecute, defend and compromise any and all suits in which the Town may be in any manner interested as a party or otherwise, except in so far as the same relates in any manner to the water supply, and to employ counsel, if necessary.


Voted-That the Selectmen be so appointed.


Article 3. To see if the Town will authorize and ap- point the Water Commissioners to be the agents and at- torneys of the Town to prosecute, defend, compromise and settle any and all suits and proceedings in which the Town may be interested as a party or otherwise, so far as the same in any manner relates to the preserving, taking and use of the waters of Great Pond, or to the construc- tion of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.


Voted-That the Water Commissioners be so author- ized and instructed.


Article 4. Under appropriations for Fire Depart- ment, it was voted that Hose 2 House be put in condi- tion and the "American LaFrance" stationed there with a permanent man in charge.


Under School appropriations, it was voted that the appropriations be classified as two items, i. e .; “ Sal- aries and "Expenses". See Town Accountant's report.


Article 5. To see if the Town will raise and appro-

priate money for the Reserve Fund for extraordinary or unforseen emergencies as per Section 6, Chapter 40 of the General Laws. $2,000.00

Article 6. To see if the Town will vote to raise and appropriate a sum of money to cover unpaid bills of previous years in the following departments :


Tax Collector, Outside Relief, School Department, Water Department, Land Damage (Pond Street) taken up under Art. 4, Unclassified items.

Article 7. To see if the Town will raise, and ap- propriate the sum of $195.29 to cover the following over-drafts :

Article 8. To hear and act on the reports of the Town Officers.


This article was laid on the table and not taken up. again.


Article 9. To see if the Town will. instruct the Selectmen to appoint a Special Officer or Officers be appointed to enforce the laws.


Voted that a Special Officer or Officers be ap- pointed to enforce the laws.


Article 10. To see what action the Town will take relative to the pay of Town Laborers and others hired by the day or hour.

Snow Removal Work


Voted that laborers employed by the town be com- pensated as follows, and that horses be paid for accord- ing to the following schedule :


Day work between the hours of 7 A. M. and 5 P. M. Laborers-Sixty (60) cents per hour.


Horses-Fifty (50) cents per hour.


Night work between the hours of 5 P. M. and 7 A. M. Laborers-Time and one-half; viz., at ninety (90) cents per hour.


Horses-Time and one-half; viz., seventy-five (75) cents per hour.


Laborers employed for all other purposes :


Laborers-Sixty (60) cents per hour straight time for day and night work.


Article 11. To hear and act on the report of any committee, and choose any committee the Town may think proper.


On this article, the Committee of By-Laws re- ported progress, through the Town Clerk, and the same committee members were retained.


Article 12. To see what action the Town will take in regard to raising and appropriating money for the employment of a District Nurse, as provided for by Section 5. Chapter 40 of the General Laws.

Article 13. To hear the report of the committee appointed to investigate school conditions and act thereon.

Under this Article, the School Investigating Com- mittee presented a printed report which was read to the meeting by the Chairman, Fred E. Knebel.


Voted that the report be accepted.


Article 14. To see if the Town will petition the Legislature for permission to borrow outside the debt limit of the town, a sum not exceeding $300,000.00 for the purpose of acquiring sites, constructing or repairing school buildings and for necessary school equipment.


Voted that the Selectmen be authorized to petition the Legislature to borrow outside the debt limit a sum not exceeding $100.00 for acquiring land for school site, construction and equipment of a School Building.


Article 15. To see if the Town will vote to raise and appropriate a sum not exceeding $15.00.00 for the purpose of purchasing sites for school purposes and expenses incidental thereto.


Voted that a sum of $5,000.00 be raised and ap- propriated for the purpose of acquiring site for school purposes, and that a committee of seven (7), three of whom shall be members of the School Committee and the other four to be appointed by the Moderator to get options on different school sites and report at a future town meeting. .


Article 16. To see if the Town will vote to raise and appropriate money for the purpose of acquiring sites, constructing, or repairing school buildings, and for necessary equipment.


Voted that the sum of $2,000.00 be raised and ap- propriated for repairs to the Belcher School as follows: New exits for the toilets, new non-corrodable china closet bowls and sinks, enclosing heater with masonry walls with wire laths and cement plaster ceiling and

the sum of $3,000.00 be raised and appropriated for installing a new heater in the Prescott Grade Building and enclosing the same with masonry wall, wire laths and plaster ceiling and new chimney. (Any sums re- maining from the appropriations made under this ar- ticle to be used for new equipment.)


Article 17. To see what action the Town will take relative to transferring the "Special Fund," so called, to. Lieutenant Thomas W. Desmond Post No. 169 for building purposes, or to make any other disposition thereof.


Voted that the Town transfer any money that can be legally transferred from the Special Fund to the Building Fund of the Lieutenant Thomas W. Desmond Post No. 169 of the American Legion.


Article 18. To see what action the Town will take relative to conveying the Lieutenant Thomas W. Des- mond Post No. 169 of the American Legion, a parcel of land on South Main Street, Randolph, Mass., bounded on the north by land of one Dunphy, and measuring about 70 by 200 feet, same being a portion of the pres- ent High School lot.


Voted that the town of Randolph lease to Lieu- tenant Thomas W. Desmond Post. No. 169 of the American Legion, a parcel of land on South Main Street, Randolph, Mass., bounded on the north by land of one. Dunphy, and measuring 90 by 200 feet, same being a portion of the present High School lot, for a period of sixty years at one dollar a year from 1930, to. 1990 inclusive.

Article 19 .. To see if the Town will vote to accept a's a Town way Overlook Road, as laid out by the Se- lectmen.

Voted that we accept Overlook Road as laid out by the Selectmen, provided that all of the abuttors waive their rights to land damages inside of three months from date.


Article 20. To see if the Town will vote to accept as a Town way Bartlett Road as laid out by the select- men.


Voted that the town accept Bartlett Road as laid out by the Selectmen, provided that persons having any claim for damages arising out of the taking and con- structing of same, waive their right of damages within three months from this date.


Article 21. To see if the Town will vote to accept as a town way, Russ Street, as laid out by the Select- men.


Voted that the town accept that part of Russ Street as laid out by the Selectmen, beginning at North Main Street and extending as far as the new roadway is con- structed, provided, that the persons having any claim for damages arising out of the taking and constructing of same, waive their right of damages within three months from this date. Vote 150 to 7.
