Report of the Town Clerk
ANNUAL TOWN MEETING-1928
Randolph, March 5, 1928
Pursuant to a warrant issued by the Selectmen and dated February 15, 1928, duly posted by Patrick T. McDonnell, Constable, the Voters of Randolph assembled at Stetson Hall this fifth day of March, 1928.
Meeting was called to order by the Moderator, James E. Foley.
Warrant and Return were read by the Town Clerk.
The preliminaries of law having been complied with, the polls were declared open for the reception of ballots promptly at 5:45 A. M. and action taken as follows:
Article 1. To choose all such Town Officers as are required by law to be chosen by ballot, namely: a Moderator for one year; a Town Clerk for one year; a Town Treasurer for one year; three Selectmen and Over- seers of the Public Welfare for one year; one member of School Committee for three years; one Trustee of Stetson School Fund for three years; one Water Commissioner for three years; a Collector of Taxes for one year; one Assessor for tree years ; three Auditors for one year ; one Tree Warden for one year; one Highway Surveyor for one year; seven Constables for one year.
VOTED that we proceed to ballot for all such Town Officers as are required by law to be chosen by ballot

Article 2. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow

money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1928, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
VOTED unanimously that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1928, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Article 3. To see if the Town will appoint the Select- men to be the agents and attorneys of the Town, to prosecute, defend and compromise all suits in which the Town may in any manner be interested as a party or otherwise, except as far as the same relate in any man- ner to the water supply, and to employ counsel if neces- sary.
VOTED that the Selectmen be so appointed.
Article 4. To see if the Town will authorize and appoint the Water Commissioners to be the agents and attorneys of the Town, to prosecute, defend, compromise and settle all suits and proceedings in which the Town may be interested as a party or otherwise, so far as the same in any manner relates to the preserving, taking and use of the water of Great Pond, or to the construction of the water works, either jointly or separately, as author- ized under Chapter 217 of the Acts of 1885, and to em- ploy counsel if necessary.

VOTED that the Water Commissioners be so author- ized and appointed.
Under Article 5 it was voted that the sum of $2,756.87 be raised and appropriated the same to be used by the School Committee in making the necessary repairs at the Belcher School Building. The above sum being the amount awarded by the Insurance Companies for the loss sustained at the recent fire.
VOTED that the remainder of Article 5 and all other Articles in the Warrant that have not been acted on be referred to the Finance Committee, said committee to report at an adjournment of this meeting to be held on Monday, March 26, 1928, at 7:30 o'clock P. M.
VOTED that the action of the Moderator in confirm- ing upon the Town Finance Committee the duties hereto- fore performed by the Appropriation Committee so-called, be approved and confirmed by this meeting.
The ballot box was closed at 9:15 o'clock when 756 were cast, at 12:00 o'clock when 1319 were cast and at 2:00 o'clock when 1832 were cast.

The Annual Town Meeting adjourned to this date was called to order at 8:00 o'clock P. M. by the Moderator, James F. Kennedy, and the following business was tran- sacted.
It was Voted that that part of Article 5 applying to the Town Accountant be reopened and after debating it was Voted that further action be indefinitely postponed.
On motion the Police Department in Article 5 was reopened and it was voted that $400. additional appropria-

tion be made for Special Police making the total appro- priation for Special Police $1,200.
Article 6. Under this article it was Voted to raise and appropriate $2,000.00 for the Reserve account.
Article 7. Under Article 7 it was Voted to raise and appropriate $1,568.96 which included all the items asked for except Inspector of Animals, $75.00, Inspector of Milk $25.00 and Inspector of Slaughtering $112.50.
Article 8. Under Article 8 it was voted that $86.27 be raised and appropriated and that $1,000 be taken from Surplus revenue.
Article 10. Under Article 10 it was Voted that the Selectmen be instructed to appoint Special Police Officer or Offciers to enforce the Laws. At this time it was Voted that that part of Article 5 pertaining to Fire Department be reconsidered. It was Voted to raise and appropriate $200 additional to the general expense of the Fire Department making a total General Expense $1000 and $200 additional for Fire Alarm on North Street.
Article 11. No action need be taken by the Town under this Article as the laws of the Commonwealth provide that abated taxes be provided for through the overlay.
Article 12. Under this article there was no action taken as the same condition prevails as under article 11.
Article 13. VOTED that ordinary laborers employed by the Town receive $.60 an hour for such labor, and that

the compensation for the use of horses employed for the Town be $.40 an hour except when used on snow plow or road scraper, when such compensation shall be at the rate of $.50 an hour. And that none but citizens be employed in any department.
Article 14. The Lighting Committee reported through Mr. James H. Hurley. It was Voted that the report be accepted as progressive and a vote of thanks be extended to the Committee and the Committee be retained.
Article 15. VOTED that a committee of three consist- ing of members of Board of Health investigate and report to a subsequent Town Meeting to propose location of a Town Dump and the estimated cost thereof.
Article 16. Provided for under Article 5.
Article 17. VOTED that action of this Article be referred to a Committee of five, consisting of three mem- bers of Board of Selectmen and two other members to be selected by the Selectmen, that said Committee report at a subsequent Town Meeting setting forth the Town By- laws in force with a proposed list of Amendments and additions thereto. VOTED that the Finance Committee be authorized and empowered to assume and perform the duties heretofore performed by the Appropriation Com- mittee.
