Article 1. Report of committee on town offices.


As a result of action taken by the town, the undersigned were appointed as a committee to consider and report on the matter of securing new town offices.

Your committee has given this careful consideration, and sub- mits the following recommendations :-


That the town purchase the property in Norwood Square now owned by George F. Willett, at a price of $38,000, being ap- proximately $5,000 less than the amount paid by Mr. Willett, and as a part of the agreement it is understood that the hotel property will be removed within a reasonable length of time, leaving this property for a public square.


That in payment therefor, the town issue at par, notes bearing interest at the rate of 4 per cent. per annum, and maturing in equal yearly payments over a period of twenty years.


That the house known as the Savage house be made over and used for town offices in connection with the old fire house build- ing; and that a suitable vault for the safe-keeping of the town records be installed in the premises. The estimate which we have received for fixing over the house is about $1600.00, and the approximate cost of a 10 feet by 10 feet by 8 feet vault is $700.00.


That the police headquarters be removed either to the present lockup, to be remodelled for that purpose, or to the Savage house as may be determined by a committee who shall have charge of the completion of this work.


That six portable cells be installed in the northerly side of the basement of the fire station, with a suitable partition shutting them off from the remainder of the building; and that an outside door be installed in the basement for access to the cells.


The amount of space which the town is now hiring for office purposes, including the rooms of the school department, is about 1600 square feet, of which 350 square feet is occupied by the police department. There would be available in the Savage House approximately 2200 square feet, not including a service- able basement of about 1100 square feet. It would therefore appear that for some time at least, this should take care of any demands which the town may have for office purposes.


The town is today paying rent of approximately $850 per year, and this is likely to be increased in the near future. It has been

estimated that the income which can be obtained from the other buildings on this property would be about $1,000, making a total of $1,850 which could be credited yearly against the pur- chase price. We would therefore advise renting these buildings, at least until the time when the lease on the Joyce property expires. Notes issued over a period of twenty years would mean an annual expenditure of $1,900 on the principal, plus interest,-diminishing to about $2,000 on the last payment and making an average yearly payment of approximately $2,700. Taking into consideration the income mentioned above, less an allowance for heating and lighting, the net cost to the town would be about $1,000 a year.

In his report Mr. Conger spoke feelingly on the death of Mr. Thomas A. Houllahan, a member of the committee.

Voted: That the report of committee be accepted.


Report.


Your committee of five, appointed April 25th, to secure plans and estimates for a suitable 12 room schoolhouse, to be erected in the Balch School district, on land now owned, or to be pur-

chased by the town is now ready, and desires to make its re- port.


Said committee consisting of Frank G. Allen, Thomas A. Houllahan, Alfred N. Ambrose, James W. Conger and John Gillooly, met at once and organized, with James W. Conger, chairman, and Alfred N. Ambrose, secretary.


Architects were invited to present plans and sketches without cost to the town, and more than a dozen reliable firms re- sponded. From that time to the present, meetings have been held almost weekly. Careful study was given to all the plans submitted and from time to time, the least desirable were elimi- nated, until but one remained. Upon this we unanimously agreed.


The plan chosen was that of Berry & Davison, architects of Boston.


They were authorized by your committee to prepare working plans and specifications.


Upon those plans and specifications bids were advertised for, to be presented not later than Nov. 29th by reputable builders, accompanied with a sufficient bond, to insure to the town a faithful completion of their contract.


When the bids were opened, they were all found too high, and, in the opinion of your committee for a larger amount than we felt warranted in asking the town to appropriate. Since then we have cut and trimmed and pruned till the architects are in despair, but we have only cut out such features as we be- lieve can well be spared without loss of utility or strength to the building. We have reduced the cost of the building more than $5000, and we believe that is the limit.


The exterior of the building will be practically the same as printed in the achievement number of the Norwood Messenger on Sept. 21.


It is fitting at this time that we pause for one minute and pay tribute to the memory of an honest man.


Thomas A. Houllahan, whom you appointed on this com- mittee, died July 13th.

He had served the town faithfully and well, on other school- house building committees, and in various other capacities, and nearly always without compensation. His taking off was a loss to this committee and to the town.

Voted: That the town build a 12-room schoolhouse of brick and concrete construction on the land owned by the town on Washington street, in the Balch School district so called at a cost not to exceed $57,000 and that the town treasurer be and hereby is authorized and directed to borrow said sum on notes of the town as follows:


Nineteen notes of $2,900 each payable one note on the 30th of December of each year of a period of 19 years beginning with the year 1913 and one note of $1,900 payable December 30, 1933 with interest payable semi-annually on the 30th days of June and December of each year at a rate not exceeding 4 1-4 per cent. per annum and that the money so raised be appro- priated to meet the expense of building said schoolhouse; and be it further


Voted: That a committee of four be appointed by the modera- tor to build said schoolhouse in accordance with this vote.

appropriation for evening schools and the same hereby is trans- ferred and appropriated for the expenses of general government, election and registration, the same to be in addition to the sum already appropriated for said purposes.


Art. 4. On motion by Mr. James A. Hartshorn.


Voted: That the sum of $2,000 to be raised by taxation in the year 1913 and appropriated for the repairs and maintenance of highways; said sum to be in addition to the amount already appropriated for said purposes.


Art. 5. On motion by Geo. F. Willett.


Voted: That the land situated on Washington, Nahatan and Market streets and Norwood square owned by Geo. F. Willett and shown on plan submitted by the committee on town offices in its report to the town known respectively as the Odd Fellows, Folan, Hibernian and Savage lots together with the buildings on said Folan and Savage losts be purchased by the town for use for public park and office building purposes for the sum of $38,000 and that the town treasurer be and hereby is authorized and directed to borrow said sum on notes of the town as follows:

said purpose and that a committee of three be appointed by the chair to carry out this work. And it was further moved and carried that the sum appropriated under Article 6 be available for the purpose until expended.

Voted: That St. James avenue, being a way leading easterly from Washington street, as laid out by the selectmen, be and hereby is accepted.


Art. 10. On motion by Mr. James A. Hartshorn:


Voted: That St. George avenue being a way extending easterly from Washington street, as laid out by the selectmen, be and hereby is accepted.


Art. 11. On motion by Mr. James E. Pendergast :


Voted: That the water mains be extended in Grant avenue, subject to the usual guarantee and that the sum of $207.05 be appropriated from the water commissioners' treasury for said purpose.
