Pursuant to adjournment the inhabitants of the Town of Norwood, qualified to vote in elections, met in Everett Hall, in said town, on Monday, April 13th, 1914, and section three of article one, of the by-laws having been complied with were called to order by the moderator, at eight o'clock in the even- ing.


Voted: That the articles referred to the appropriation com- mittee be now taken up for action.


Art. 2. Under article two there was no committee ready to report.


Art. 3. On motion by Dr. Norton.


Voted: That the collector of taxes be and hereby is author- ized to use all means of collecting taxes which the town treas- urer may use when acting as collector of taxes.

Art. 4. On motion by Mr. Martin Lydon.


Voted: That the sum of one thousand two hundred three dollars and five cents (1,203.05) being the amount received as excise tax from street railway companies during the year 1913, be appropriated from the treasury for the repair and maintainance of public ways and the removal of snow there- from within the town, said sum to be in addition to that other- wise appropriated for said purpose.


Art. 5. On motion by Mr. Fred R. Ellis.


Voted : That the sum of six hundred fifty-three dollars and twenty-one cents (653.21), being the amount received for dog licenses during the year 1913, be appropriated from the treasury for the support of the Morrill Memorial Library, said sum to be in addition to the amount raised and appro- priated under article seven, section 35.

Voted: That all taxes assessed for the year 1914, except taxes by omitted assessments shall be paid on or before the first day of November, 1914, and that all taxes by omitted assessments shall be paid on or before January 10th, 1915; that after said November 1st, 1914, on all taxes assessed for said year except by omitted assessments remaining unpaid and after said January 10th, 1915, on all taxes levied by omitted assessments remaining unpaid interest shall be paid at the rate of six per centum per annum until the date of payment and such interest shall be added to and be a part of such taxes.

Voted: That the sum of two thousand (2000) dollars be raised by taxation and appropriated for abatement of taxes during the current fiscal year.

b. That the sum of five hundred (500) dollars be raised by taxation and appropriated for incidental expenses of the Board of Selectmen, during the current year.

Voted: a. That the salary of the town accountant be fixed at nine hundred (900) dollars per year, of which amount there shall be raised by taxation and appropriated for said purpose during the current fiscal year the sum of eight hundred and twenty-five (825) dollars.


That the salary of the town bookkeeper be fixed at nine hun- dred (900) dollars per year, of which amount there shall be raised by taxation and appropriated for the said purpose during the current fiscal year the sum of eight hundred and twenty-five (825) dollars.


b. That the sum of three hundred (300) dollars be raised by taxation and appropriated for the incidental expenses of the town accountant and bookkeeper during the fiscal year.

b. That the sum of five hundred (500) dollars be raised by taxation and appropriated for incidental expenses, includ- ing premium on suretyship bond, of the collector of taxes dur- ing the current fiscal year.

That the sum of twenty-nine hundred eight dollars and thirty-three cents (2908.33) be raised by taxation and appro- priated for the care of contagious diseases, the disposal of garbage, the maintainance of the town dump, and incidental expenses of the board of health during the current fiscal year.

Voted : a, b and c. That the sum of thirty-five hundred (3500) dollars be appropriated from the sewer commissioners treasury for the maintainance, operation of the department and for the payment of the salaries of the sewer commis- sioners.


d. That the sum of five hundred (500) dollars be raised and appropriated to the use of the Sewer Department for the purpose of construction of particular sewers as house connec- tions with main sewers.

Voted : That the town treasurer be authorized and directed to borrow on notes of the town of twenty-one hundred (2100) dollars each payable in the years 1915, 1916 and 1917 the sum of sixty-three hundred (6300) dollars said notes to bear in- terest at a rate exceeding 41/2 per cent. and that the money so raised be appropriated for the completion of the sewer system in the Pleasant Street pumping district, so called, and addi- tional filter beds.

Voted: That the sum of ten thousand (10,000) dollars be raised by taxation and appropriated for the maintainance and repairs of highways, culverts, and bridges, paving gutters, building sidewalks, setting edge stones, removal of snow and ice, sanding sidewalks, street signs and guide posts, salary of the superintendent, and operation of stone crusher, during the current fiscal year, of which amount eight hundred (800) dol- lars shall not be expended until after November first.

Voted: That the sum of twenty-five hundred dollars be raised by taxation and appropriated for the watering and treating of streets during the current fiscal year, and that the street railway companies be required to comply with the terms of their franchises relating to the care of streets through which their tracks pass one-half the cost to be assessed on abutting estates.
