Fisher, Frank W. Coombs and others and to contain about 39,000 square feet.

Voted: That the sum of one hundred (100) dollars be raised by taxation and appropriated for the payment of tui- tion fees for residents of the town who are admitted to ap- proved local or independent vocational schools in other cities. or towns, in accordance with Chapter 471 of the Acts of 1911, and that action relative to appropriation under Chapter 106. of the Acts of 1912 be indefinitely postponed.

Pursuant with adjournment the inhabitants of the Town of Norwood, qualified to vote in elections, met in Everett Hall, in said town on Tuesday, April 21st, A. D. 1914, and Section 3 of Article 1 of the by-laws having been complied with were called to order by the Moderator at 8.30 o'clock in the evening.
Art. 12. Article 7, Section 43, having been laid on the table on motion by Lewman G. Marston.
Voted : That Article 7, Section 43, be taken from the table. On motion by Mr. Herbert H. Miller.
Voted: That the sum of four thousand seven hundred eighty (4,780.00) dollars be raised and appropriated from the treasury and receipts of the Water Department to meet the payment of interest due on outstanding water loan notes and bonds for the fiscal year of 1914, and further voted that the following amounts be raised and appropriated to meet interest requirements for the purposes named, viz. :
Loans for schoolhouse purposes, $3,549.25
Loan for town office building and park lot, 1,440.00

and be it further voted that the sum of one thousand six hun- dred (1,600) dollars be raised and appropriated to meet pay- ment of interest on loans in anticipation of taxes for the cur-

To either of the Constables of the Town of Norwood, in said County :
Greeting :-
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Norwood, qualified to vote in elections and town affairs, to assemble in Everett Hall in said Town, on Monday, the 13th day of April, A. D. 1914, at 7.45 o'clock in the afternoon, then and there to act on the following articles, namely :
Article 1. To see what sum of money the Town will vote to raise or borrow and appropriate to repair Savin avenue from Chapel street to Melville avenue and to clear and repair the drain on said avenue between said points or take any other action in the matter.

Art. 2. To see if the Town will vote to raise and appro- priate a sum of money to repair the sidewalk on the southerly side of Railroad avenue, between Fulton and Prospect street.

To see what sum of money the Town will vote to raise and appropriate for the purpose of providing and main- taining a suitable place for skating and coasting during the winter months in the several school districts, said money to be spent under the direction of the School Board and to remain in the treasury for said purpose until fully expended or take any other action in the matter.

Art. 11. To see if the Town will vote to amend its by-laws by adding thereto the following article to be known as Article 8 or take any other action in the matter.
Art. 8. Regulations Governing the Acceptance of New Street Through Private Property.
Section 1. No street or way shall be accepted by the Town of a width of less than forty feet unless the same shall have been actually opened and used for public travel prior to Jan. 1, 1914.
Sec. 2. No street or way constructed through lands by the owners thereof shall be laid out or accepted or recommended by the Selectmen or any committee of the Town for acceptance as a public street or way of the Town of Norwood, unless pre- viously constructed and completed to subgrade in accordance with the specifications set forth in Section 6.
Sec. 3. Any street or way constructed through private lands by the owners thereof in accordance with the specifications set forth in Section 6 may be laid out and accepted as a public street of the Town of Norwood, provided such action is taken in accordance with the provisions of Chapter 50 of the Revised Laws of Massachusetts and amendments thereof; and pro- vided also that the owners of at least 75 per cent. of the lands through which such street or way passes have signed releases of all property which the town deems it necessary to acquire for

such layout and acceptance and have granted sloping privileges and have agreed to pay betterments assessable.
Sec. 4. Wherever it is necessary, in the opinion of the Board of Selectmen, to construct catch basins on any such street or way and lay drains to connect with a permanent outlet, such catch basins and drains may be constructed and laid, and the cost of such work shall be considered as a part of the total cost of constructing said street or way.
Sec. 5. Side gutters on any such street or way having a grade of 5 per cent. or over may, if in the opinion of the Board of Selectmen it be necessary, be paved four feet wide, with stone or concrete; the cost of such work shall be con- sidered as a part of the total cost of constructing said strect or way.
Sec. 6. Specifications for New Streets and Ways Through Private Property.
A. A plan and profile of every such street or way shall be filed in the office of the Selectmen, who shall approve or es- tablish the grade thereof.
B. Every such street or way shall be at least forty fect in width and have a road bed equal to at least two-thirds of the width of said street or way.
C. All loam shall be removed from the limits of the street or way to a depth of at least twelve inches below finished grade for the roadway and six inches below finished grade for the sidewalk, or such greater depth as may be required by the Board of Selectmen.
All rock or boulders shall be removed from the street or way or shall be used in embankment.
D. The entire area of every such strect or way shall be first cleared of all stumps, brush, roots and like material and of all trees not intended for preservation.
E. All work in excavation of embankment shall be brought accurately to a subgrade of not less than cight inches for the

roadway and four inches for the sidewalk, below finished grade, or such greater depth as the nature of the subsoil, in the opinion of the Board of Selectmen, may require.
F. All corners of intersecting streets or ways shall be rounded as approved by the Board of Selectmen.
Art. 12. To see if the Town will vote to construct a grano- lithic sidewalk on the westerly side of Hoyle street for a dis- tance of about 321 feet, from the corner of Winslow avenue and Hoyle street to the corner of Everett avenue and raise or borrow and appropriate money for said purpose, or take any other action in the matter. Said construction to be under Chapter 49 of the Revised Laws.
And you are directed to serve this warrant by posting at- tested copies in ten public places in this Town, seven days at least before the day of said meeting. Hereof fail not, and make due return of this warrant with your doings thereon to the Selectmen on or before the time and day of said meeting.

Voted: That the town amends its by-laws by adding thereto the following article to be known as Article 8, viz. :-
Article 8. Regulations Governing the Acceptance of New Street Through Private Property.
Section 1. No street or way shall be accepted by the Town of a width of less than forty feet unless the same shall have been actually opened and used for public travel prior to Jan. 1, 1914.
Sec. 2. No street or way constructed through lands by the owners thereof shall be laid out or accepted or recommended by the Selectmen or any committee of the Town for acceptance as a public street or way of the Town of Norwood unless pre- viously constructed and completed to subgrade in accordance with the specifications set forth in Section 6.
