SPECIAL TOWN MEETING WARRANT.


COMMONWEALTH OF MASSACHUSETTS.


Norfolk, ss.


To either of the Constables of the Town of Norwood, in said County :


Greeting :-


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Norwood, qualified to vote in election and town affairs, to assemble in Everett Hall, in said Town on Tuesday, the third day of November next, at eight o'clock in the after- noon, then and there to act on the following articles, namely :


Article 1. To hear and act on reports of committees.


Art. 2. To see what sum the Town will vote to appropriate from the moneys received for excise tax for the year 1914 for the repairs of highways for the current year, or take any other action in the matter.


Art. 3. To see if the Town will vote to extend the water mains on Heaton Avenue, subject to the usual guarantee, and raise or borrow and appropriate money for said purpose.


Art. 4. To see what sum the Town will vote to raise or bor- row and appropriate to meet the expense of completing the relocation of Nahatan Street as ordered by the County Com- missioners ; said sum to be in addition to the sum heretofore appropriated for relocating said street or take any other ac- tion in the matter.

Art. 5. To see if the Town will vote to provide for the use of the Board of Assessors a plan or plans of that portion of the Neponset River Valley within the boundaries of the Town of Norwood which may be liable for assessment for improve- ment and appropriate money for said purpose or take any other action in the matter.


Art. 6. To see what action the Town will take to care for the surface water collected by the catch basin on Casey Street, and raise or borrow and appropriated money for said purpose.


Art. 7. To see if the Town will take any action upon the claim of John P. Curran for compensation for damage to his property resulting from the blasting operations in the reloca- tion of Nahatan Street and without admitting liability there- for raise or borrow and appropriate money to settle the same or take any other action in the matter.


And you are hereby directed to serve this warrant by post- ing attested copies in ten public places in this town seven days at least before the day of said meeting. Hereof fail not and make due return of this warrant with your doings thereon to the Selectmen on or before the time and day of said meeting.

In pursuance of the foregoing warrant, the inhabitants of the Town of Norwood, qualified to vote in elections, met in Everett Hall, in said town on Tuesday, the third day of November, at eight o'clock in the afternoon and were called to order by the Moderator; the Town Clerk then read the warrant calling the meeting and the return of the officer who served the same upon the inhabitants.


Art. 1. Under Article 1 Mr. Frank W. Coombs reported for committee on Modern Automobile Fire Apparatus.


Under Article 17 of the town meeting warrant of July 23, 1914, it was voted by the citizens present "That a committee of five be appointed by the moderator to look into and consider the advisability of the purchase of Modern Automobile Fire Apparatus and report at the next town meeting."


The committee appointed as per this vote of the town beg to submit the following report :


The first meeting of this committee was held Tuesday even- ing, Sept. 8, 1914, at 8 p. m., in the Central Fire Station, Norwood, all members being present and organized as follows: F. W. Coombs, Chairman, and H. P. Everett, Secretary.


The action taken by the town upon Article 17 of the town meeting warrant of July 23, 1914, was then discussed, first from the standpoint of the efficiency of the present equipment of the Norwood Fire Department and the following motion was made and carried unanimously :

"It is the sense of the committee that the present equipment of the Fire Department of the Town of Norwood is inadequate for the proper protection of property. It recommends that the Town should add to its apparatus a Combination Automo- bile Fire Truck."


Then the advisability of purchasing a second hand auto- mobile or chassis was discussed and the following motion was carried unanimously :


The committee further recommends that the Town of Nor-' wood purchase the best Combination Fire Truck in the mar- ket suitable for its requirements. It does not recommend the expenditure of any money for the purchase of a second hand chassis.


It was further moved and carried unanimously :


That a sub-committee of three be appointed to look up and investigate the leading makes of Fire Automobile Apparatus ; to communicate with the chiefs of different Fire Departments where these Fire Automobile Trucks are in service in order to obtain the views of the different fire chiefs as to the success of the Automobile Fire Trucks in service in their departments ; and also to get recommendations covering the needs of the Norwood Fire Department and report.


This your committee did by first obtaining specifications from The American La France Fire Engine Co. of Elmira, N. Y., The White Company of Cleveland, Ohio, The Knox Automobile Company of Springfield, Mass., The Seagraves Company of Columbus, Ohio, The Robinson Motor Car Com- pany of St. Louis, Ill.


Your committee next communicated with the chiefs of the fire departments of the following cities and towns.


City of Brockton, Mass., where they have seven Pope Hart- ford Company's automobile trucks besides a chief's car.


City of Cambridge, Mass., where they have recently added a new Knox automobile fire truck.


City of Salem, Mass., where they have added a Robinson

automobile fire engine since their disastrous fire of last sum- mer.


City of Chelsea, Mass., where they have a Robinson automo- bile fire truck in service.


Town of Stoneham, Mass., where there is a Seagraves auto- mobile truck.


And last with the city of Boston, Mass., Fire Department, where there is in service :


The American La France Automobile Fire Truck.


The White Automobile Fire Truck.


The Knox Automobile Fire Truck, and


The Robinson Automobile Fire Truck.


Each of the persons communicated with were asked to and checrfully did submit written answers and opinions to the following list of questions :


1. Weight of truck and power.


2. Number of alarms answered by truck from Nov. 1, 1913. to May 1, 1914.


3. Weight of load carried by truck, including chemical tanks, ladders, hose and men.


4. Nature of roads over which truck ran in answer to alarms, whether hilly, dirt roads, etc.


5. Trouble if any and to what extent, from getting stuck either in the snow or mud.


6. If your experience has been such that you would recom- mend the Town of Norwood to purchase for its fire department a Robinson combination truck, bearing in mind that at least seventy-five per cent. of our roads are not macadamized.


Your committee is more convinced than ever, by the replies received to these answers and other information furnished them by the different fire chiefs, that the citizens of this town have a right to demand of the town the best possible fire pro- tection that the town can give and that our Fire Department can be brought up to standard of efficiency required for this protection only by the purchase by the Town of the very best

Combination Automobile Fire Truck obtainable, as the one most important point brought out by the different fire chiefs interviewed was to be able to arrive at and fight any fire before it gained any considerable headway which can be done only by the use of an Automobile Fire Truck.


In closing your committee recommends that the Town of Norwood take speedy action in making an appropriation of ap- proximately six thousand (6,000) dollars and appoint a com- mittee with full powers to go ahead and purchase a Combina- tion Automobile Fire Truck of one of the makes mentioned above so that the Town may benefit by its service as soon as possible.


If such action is taken the present committee will gladly pass over any information it may have at hand.

Voted: That the sum of one thousand one hundred and one dollars and forty-one cents ($1,101.41) the amount to be received for excise tax for the year 1914 be appropriated for the repairs of highways for the current year.


That a committee of three be appointed to make a compari- son of the relative costs of the work recently done on Nalatan Street and the new Highway between the railway bridges with reference to results obtained in money value and that they be authorized to secure the help of a competent engineer and that

a sum not exceeding fifty (50) dollars be appropriated from the treasury for this purpose. ·

Voted: That the sum of five hundred (500) dollars be ap- propriated from the Water Commissioners' treasury for the purpose of extending the water mains on Heaton Avenue, subject to the usual guarantee.


Art. 4. On motion by Mr. Martin F. Lydon.


Voted: That the sum of two thousand (2,000) dollars be . appropriated to meet the expense of completing the relocation of Nahatan Street, as ordered by the County Commissioners, said sum to be in addition to the sum heretofore appropriated for relocating said street, and further voted that the treasurer with the approval of the Selectmen, be authorized and directed to borrow this amount on votes of the town, subject to the provisions and limitations of Chapter 719 of the Acts of 1913, said notes to be payable not later than three years from date of issue.


Art. 5. On motion by Mr. Joseph McManus.


Voted: That a committee of three be appointed by the Moderator to consider the advisability of providing the As- sessors with plans of that portion of the Neponset River valley within the boundaries of the Town of Norwood, which may be liable for assessment for improvement, which Committee shall report to the town at the next town meeting.

Voted: That the Selectmen take the necessary steps to care for the surface water collected by the catch basin on Casey Street, and that the cost of this work be met from the highway appropriation.

Voted: That the Selectmen be and hereby are authorized and directed to settle for the sum of three hundred fifty (350) dollars, the claim of John P. Curran for compensation for damage to his property, resulting from blasting operations in the relocation of Nahatan Street.


And that said sum be appropriated from receipts of the current year in the Town Treasury.

A. Support of Poor.


B. Election and Registration.


C. Interest on loans in anticipation of taxes.


D. Sewer construction and land damages.


Art. 2. To see if the Town will vote to accept a new way as laid out by the Selectmen to be called Roosevelt Avenue or other name and extending easterly and westerly from Adams Street and raise or borrow and appropriate money to construct the same or take any other action in the matter.

Art. 5. To see if the town will make any recommendation as to the granting of a license for Sunday exhibitions in the New South Motion Picture Theatre, so called, or take any other action in the matter.


Art. 6. To see what action the Town will take to eliminate the danger arising from the hard, slippery surface of state highways and to make them safe; to raise and appropriate money for said purpose or take any other action in the matter.

Voted: That the sum of fifteen hundred (1,500) dollars be appropriated from the receipts from the Sewer Assessments of the current year for Sewer Construction and Land Damages.

Voted: That the new way extending easterly and westerly from Adams Street as laid out by the Selectmen be and the same is hereby accepted and allowed as a town way; this action is taken and said way is accepted and allowed and laid out under the provisions of Chapter 50 of the Revised Laws authorizing the assessment of betterments; and that said New Town Way shall be called Roosevelt Avenue.


Art. 3. On motion by Mr. Daniel F. Slattery.

Voted: That the new way extending westerly from Adams Street as laid out by the Selectmen be and the same is hereby accepted and allowed as a Town Way, this action is taken and said way is accepted and allowed and laid out under the provi- sions of Chapter 50 of the Revised Laws authorizing the assess- ment of betterments; and that said New Town Way shall be called Garfield Avenue.


Art. 4. On motion by Mr. James E. Pendergast.


Voted: That the Town extend the water mains on Roose- velt Avenue and Garfield Avenue from Adams Street subject to the usual guarantee and that the sum of one thousand (1,000) dollars be appropriated from the receipts of the Water Department, for said purpose.

Voted: That it is the sense of this meeting that the Select- men grant a license for Sunday exhibitions in the New South Motion Theatre so called. A rising vote was taken. Yes, 26; No, 28.
