The several officials of the Town with whom the Town Counsel has had business relations have shown the same con- sideration and courtesy which have been so generously ex-

tended in past years and this opportunity is taken to express sincere appreciation.
The duties of the office have been more closely associated with the work of the Selectmen than any other set of officials, and it is especially fitting at this time, when the new form of town government is about to replace the old form, to acknowl- edge the confidence shown and support given by the old Board of Selectmen in all matters referred to and advised upon by this department.

REPORT OF SUPERINTENDENT OF STREETS.
To the Honorable Board of Selectmen:
I respectfully submit my annual report for the year ending December 31, 1914.
The following items show the cost of construction and repairs during the year. The cost for labor, supplies and material, will be found in the Town Accountant's report.
Beach Street, from Vernon Street to Winter Street, was surfaced with a coat of No. 2 Stones and later, rolled and finished with dust. Also repairs were made on Day Street, Nahatan Street and Prospect Street. Two hundred and twenty-two tons of stone were required for this work, and the cost was $478.32. Cresant Avenue was surfaced with mate- rial from the Break Shoe Foundry to a depth of ten inches at an expense of $366.11.
West Street was treated in the same manner as above, at an expense of $677.42.
The material on the sidewalks of the above streets was covered with gravel four inches in depth, which is included in the above cost.
On Nahatan Street, the No. 1 stone placed there in the spring was covered with hard pan and rolled; also repairs were made in Chapel Street and Neponset Street, from Pleasant Street to Washington Street, the same material being used and thoroughly rolled. The cost for this work was $284.78.
Pleasant Street, for about three hundred feet to the junc- tion of Willow Street, also at the brook, and hill at the junc- tion of Cross Street, was repaired with gravel at an expense of $93.51.

Roek Street extention was graded with Break Shoe material, also connecting streets at an expense of $143.61.
The grading at the crusher plant, which was not considered in the purchase, and had to be done for operation, was $143.53.
Washington Street, from Granite Street to High Bridge, was surfaced with stone dust, at an expense of $40.75 This was on account of the dangerous condition for horses.
Sidewalks.
Dean Street, on the North side, abutting Lewis Avenue, was repaired at an expense of $27.90.
Nichols Street, on the East and West side, was repaired in various places at an expense of $41.40.
East Nahatan Street, on the North side, was raised with No. 2 stone and surfaced with hard pan and stone dust. 68 tons of stone were used and the expense was $162.31.
On Lenox Street, "rear of the car shops," at the catch basins, the sidewalk was repaired at an expense of $21.39.
Winslow Avenue, abutting the Press Club, on the East side, and on the west side, from Sanders Road and to Philhps Ave., also the sidewalks on the East side of Everett St., and North side of Walnut Avenue, West side of Walpole Street, at the junction of Walnut Avenue extention to Eliot Street, Walnut Avenue extention on the North side, and at the ledge on the East side of Walpole Street. The cost for this work was $191.43.
On Hill Street, the sidewalk was dressed with stone dust, at an expense of $55.91.
Bond Street, on the South side, was repaired with stone dust, at an expense of $9.96.
On Railroad Avenue, the sidewalk on the South side, from Fulton Street to Prospect Street, was excavated to a depth of five inches and constructed with stone to a. given grade, and later given a coat of screened sand, at an expense of $454.66.

Howard Street, from Washington Street to Baker Street, on the South side, and Railroad Avenue, from Baker Street to Fulton Street, was repaired with stone dust, at an expense of $31.13.
Casey Street, on the South side, from Fulton Street, and Fulton Street on the West side, abutting property of Mr. J. Drummy, also Casey Street, on the North side, from Fulton Street to land of Bartley Conolly, and Myrtle Street repaired on the South side, with stone dust, at at expense of $99.80.
On Pleasant Street, the wall abutting land of Mr. Hen- nesey, on the West side, was rebuilt, and sidewalk repaired at an expense of $18.36.
Culverts and Drains.
On Fulton Street, the culvert abutting land of Andy Cur- ran was cleaned and repaired at an expense of $13.50.
At the junction of Beach and Vernon Street the culvert was repaired at an expense of $4.50.
On Guild Street, at Norwood Central Bridge, the outlet to the catch basin was excavated and cleaned at an expense of $24.98. This amount includes repairs at catch basin on the North side.
The care of the drain on Cross Street abutting land of Mr. Wm. Tobin was $9.76.
The drain in the rear of the estate of Allen Talbot, running from Washington Street to Maple Street, and connecting drains, and the drain running from Railroad Avenue in the rear of Mr. E. D. Hubbard's was cleaned at an expense of $21.19.
On Lenox Street, the drain running from Railroad East to Clark swamp, was cleaned at an expense of $15.18.
On Maple Street, at the junction of Cottage Street, the culvert was cleaned at an expense of $14.50.
The drain on Washington Street, running from the Rail- road (and the connecting culvert at the street) East to the

outlet at the Morrill Ink Works, was cleaned at an expense of $18.00.
The culvert on School Street was repaired at an expense of $4.50.
The drains running from Railroad Ave to School St. and from School Street to Estate of Mr. P. Fay and connections were cleaned at an expense of $26.09.
The drain running East from Central Street to the Railroad was cleaned at an expense of $5.04.
On Maple Street, at the junction of Nahatan Street, was repaired at an expense of 94 cents.
The drain and connecting culvert on Nichols Street, running East to Beach Street, were cleaned at an expense of $11.95.
On Nahatan Street, the culvert abutting land of Mr. Parker was extended fifteen feet with 18 inch pipe, at an expense of $13.65.
Bridges and Fences.
On Pleasant Street, at the Morrill Ink Works, the old rail fence at the Bridge was replaced with a solid cement wall, the Geo. H. Morrill Co. furnishing the material and forms. The cost for this work was $68.70.
On Walpole Street, at the outlet from Ellis Pond the retain- ing wall for the sidewalk was rebuilt and the fence repaircd, at an expense of $73.72.
On Washington Street, at the High Bridge, the rail fence was repaired. This was called for on account of using the pasture for storage of stone. The cost was $15.58.
The bridge on Broadway was repaired at an expense of $9.81.
On Cross Street, the bridge was repaired at an expense of $10.58.
On Lenox Street, the bridge was repaired at an expense of $2.07.

New Catch Basins.
On Concord Avenue, a catch basin was built on the North side, and outlet connected with underdrain of the sewer. The cost for this work was $60.36.
On Winter Street, at the junction of Prospect Street, a catch basin was built and the outlet connected with drain already constructed by the sewer department. The cost for the work was $56.32.
On Savin Avenue, the old basins were discontinued and larger ones constructed to receive the large amount of water that concentrates there. The cost for this work was $139.49.
On Washington Street, abutting the Conger Block, the catch basin was repaired at an expense of $16.07.
On Casey Street, the outlet to the catch basin running through land of Mr. M. J. Drummy, was discontinued and a new drain which required 240 feet of 8 inch pipe laid in the gutter on Casey and Fulton Streets to Culvert. The cost for this work was $117.58.
Washouts and Depressions.
The cost for the repairs of washouts and depressions during the year was $413.20.
Cleaning Catch Basins.
The cost of cleaning catch basins and disposing of the material was $272.80.
Mowing Grass and Brushes.
The cost for mowing grass and cutting brushes was $50.00.
Care of Basins in Storms.
The cost for the care of the basins and gutters in storms was $107.98.

Care Main Street.
The cost for the care of Washington Street at the business location was $460.76.
Raking, Scraping and Care of Gutters.
The cost for scraping and cleaning gutters in the spring and disposing of the material, and care of gutters during the year was $1,123.68.
Town Dump.
The cost for labor and teams at the town dump, clean up week and Norwood land purchase was $48.68.
Setting Edge Stones.
The cost for labor setting edge stones on Washington Street, abutting Norwood Furniture Co., was $15.55.
The cost for labor setting edge stones at Mr. P. Flaherty's, on Nahatan Street, was $26.12.
There has been 11,568 lineal feet of street surfaced with Tarvia during the year. The total cost including the repairs of depression, labor and material, $1,704.82.
As the appropriation would not allow any extended rebuild- ing I deemed it advisable "with the consent of your Honor- able Board," to preserve the streets rebuilt in 1913, by sur- facing them with Tarvia.
During the year we crushed 4,096 tons of stones. The cost for crushing stone for the highways as soon as the plant was constructed, was $1.09 in the bins. I will state here that wc were delayed by the new machinery heating, and had to run carefully until it adjusted itself. The amount of stone used on Nahatan Street was 3,381 tons (which is included in the above figure) and the cost was .75 per ton in the bins.

REPORT OF THE TRUSTEES OF THE MORRILL MEMORIAL LIBRARY.
Due to a change in the Town calendar year, this report of the Library Trustees covers a period of eleven months only.
The circulation has increased to such an extent that even for this shortened period it is larger than for the preceding customary twelve months. The month of March, 1914, was the largest ever recorded in the history of the Library, reaching a total of 4936 volumes, an excess of 700 over any previous monthly record and an average of 190 volumes per day for the month. On March 7th a new record was established for daily issue, reaching a total of 361 volumes, an excess of 61 over any previous record.
As noted in previous reports, the Trustees have been en- deavoring for a closer co-operation between the Library and the Public Schools and it is with gratification that through the co-operation and efficient assistance of Mr. Austin H. Fittz, Superintendent of Schools, a long step in advance has been made. Books suggested as especially needful for teachers have been purchased by the Trustees; every alternate month books have been sent to the Balch School, distributed under the supervision of Miss Curtin, a member of this board, and also to other schools, ten at a time, and the scheme is produc- tive of most excellent work. Miss Linda M. Lowell of the High School has continued her good work in bringing classes to the Library at stated times in the forcnoon.
Maple shade trees have been set out on the lawn along the line of Walpole and Beacon Streets.
By order of the State Authorities, extensive repairs have been made on the boiler. This unexpected expense has cut down the book fund this year by a much needed $170.00.

The Quarterly Bulletin has been regularly issued and has proved of great assistance to those unable to visit the Library.
The Financial Account shows an unexpended balance in our treasury of about $16.00. This was reserved by the Trustees to meet a bill for Library supplies which has not been presented in season to include in this year's account.

I herewith submit the third annual report:
The past eleven months have been below the average of 1913 in buildings built. This year there have been erected, built upon, repaired or moved, 98 buildings. Dwellings, 54; tenements, 83; stones, 5; stables, 2; shops, 2; theaters, 1; additions, 16; cow barns, 1; pigeries, 1; garages, 10.
It is the intention of the Town to further amend the building laws, and a committee has been appointed to report additional building laws concerning housing conditions.
