Greater Co-operation with the Public Library. Teachers and pupils are making good use of the books in the public library, both for reference and for the pupils' general reading. Several of the teachers have borrowed books from the library and have placed them in their schoolrooms for the use of their pupils. The library has rendered a special service by supply- ing reference material for the work in history in the upper grades.


A Course in Preparation for Citizenship has been added to the work of the Evening School. The aim of this course is to give foreigners such information ter the


w In wod to take out their naturalization papers. Seventeen pupils have received their first papers and one has filed application for his second papers.


Continued Co-operation of the Norwood Civic Association. The continued co-operation of the Civic Association makes possible the courses in household arts in the upper grades and the course in physical training in the high school. If it were not for the Civic Association, these classes could not be con- ducted. The dental and eye clinics have cared for a large num- ber of school children. For these and other services the Civic Association is deserving of the appreciation of the School Department.


The Increase in the Membership of the Schools has been the Largest in the History of the Town. One hundred sixty more

pupils registered on the opening day in 1914 than in 1913. On September 23, the membership of the schools was 1986. On December 31 this membership had increased by forty to 2026. The membership in the High school is 226, the largest in its history and an increase of sixty-one over the average mem- bership of 165 for the school year ending in June, 1914. Three additional schoolrooms were opened in September, two at the New Balch school and one at the Guild school. Two additional teachers were employed at the High school. The congestion at the High school is such that six classes now meet in the after- noon. Only one schoolroom in town remains unoccupied. This room at the New Balch school will be in use in September.


The Largest Organization in Norwood.


The public school system is the largest organization in Nor- wood. One-fifth of the population of the town is in the day schools. Seventy-one teachers are required for the 2026 pupils. These 2026 pupils are distributed as follows :

The executive head of this force of people is the superin- tendent of schools working under a school committee of six. The superintendent is assisted by two clerks. The schools require the services of an attendance officer, a census enumera- tor, a school nurse and a school physician. Seven janitors and sweepers care for the buildings. The average attendance of the evening school up to December 31 was 185. Fifteen

teachers working under a principal instruct these pupils. The evening school requires the services of two janitors. Add these figures and it appears that 2320 people are connected with the organization of the Norwood school system.

A Need That Must Be Met.


The schools of Norwood have many needs. There is one need, however, that must be met. The large number of pupils in our schools and the rapid rate of growth of the schools mean that additional school accommodations must be provided. The present membership of the High school is 226. The ninth grade numbers 127; the eighth grade, 169; the seventh grade, 177; and the sixth grade, 163. On the basis of these figures and allowing for the rate at which pupils fall out in advancing from grade to grade the membership in the High school in September, 1915, will be 275; in 1916, 345; and in 1917, 401.


Furthermore, the age limit was raised in 1909 from five to five and one-half years. The pupils admitted that year were to have opportunity to enter the High school after eight years in the grades. These pupls are now in the sixth grade and should have the opportunity to ..... ist High school in September, 1917. These pupils added to the others who are to enter the High school in that year will bring the number of pupils in the High school in September, 1917, to over 500. The seating capacity of the building as at present approved by the State Police is 200.

Note. Chapter 590 of the Acts of 1914 reads as follows : "Any town may, and every city or town in which there are issued during the year from September first to August thirty- first certificates authorizing the employment of twenty or more persons who do not possess the educational qualifications enumerated in section one of chapter forty-four of the Re- vised Laws, as amended, shall maintain during the following school year an evening school or schools for the instruction of persons over fourteen years of age in orthography, reading, writing, the English language and grammar, geography, arithmetic, industrial drawing, both free hand and mechanical, the history of the United States, physiology and hygiene and good behavior. Such other subjects may be taught in such schools as the school committee considers expedient."


Since the town of Norwood has "twenty or more persons who do not possess the education al qualifications enumerated" the town is obliged to maintain an evening school.
