Remarks.


It will be noticed from the above statistics that the per- sonaÌ valuation of 1914 is somewhat less than in the year 1913. This decrease is accounted for by the fact that some trust funds have been converted into non-taxable securities. There was, however, a substantial gain in our real estate valuation. Our total valuation is about sixteen and a quarter million, which is an increase of $659,415.00 over 1913.


In spite of the handsome increase of taxable property, noted above, our tax rate had to be increased from $10.40 (the rate in 1913) to $11.00 per thousand. This advance was caused by our state tax being about $2,500.00 larger than in 1913, but principally by the large increase in the amount of tax raised for town purposes. In 1913 we raised for our town expenditures $125,429.40 while in 1914 the amount was $144,017.52, an increase of $18,588.12. From the above it will be clearly seen that although our town is enjoying a remarkably fine growth it is very evident that our expenses are advancing faster in proportion. This point is well worth the consideration of our citizens.


The Assessors have done their work along the same lines that have been followed for the last few years. We have tried to rectify all inequalities that have come to our notice and to assess all property on a replacement basis.


There is still some additional work to be done on the Assessors' Maps, and your Board strongly advise that an ap- propriation be made to complete these very necessary plans. It might well be here stated that these plans have been of the greatest help in revising areas and also in bringing to light several untaxed parcels of property.


On account of the financial conditions in the early fall of last year your Board thought it advisable to get out the tax bills as early as possible. By so doing, there was paid to the

Collector about $10,000.00 in September and over $86,000.00 in October. The Town was thus enabled to. borrow less money in anticipation of taxes and thereby make a considerable sav- ing in interest. This past year over one half the amount of our taxes was paid before November first. We believe this record has never been equaled in the history of our Town before.


Under the terms of our New Town Charter the present Board of Assessors ceased to exist at the end of 1914. We believe we are turning over to the New Board all matters con- nected with our office in good order. Furthermore, we shall be most happy and willing to be of any service that we can to the New Board.

GYPSY AND BROWN TAIL MOTH.


To the Board of Selectmen:


Gentlemen: I herewith submit to you my report as Superintendent of Gypsy and Brown Tail Moths for the year of 1914.


Last year there was a much larger territory on which the Gypsy and Brown Tail Moths' nests were destroyed than the previous year, but was not followed up with much spray- ing as there was only a small sum available for that purpose.


The work is now one hundred and fifty days behind what it was last year at this time as there was only two hundred dollars to be used and that not until after Dec. 1, 1914. The work could be done to better advantage if started earlier in the fall when it was warmer weather and no snow.


There are practically no Brown Tail Moths this year, but the work on the Gypsy Moths should be extended over a larger area.


The Calasoma Beetles, an enemy of the Gypsy Moth, were more plentiful than the previous year.


I will again call the attention of wood-land owners to the thining out of the wood and burning the brush which is not only a help in destroying the Moths, but greatly improves the wood left and decreases the fire risk. The bushes on nearly all of the streets have been cut and burned.
