To either of the Constables of the Town of Norwood, in said County :
Greeting :-
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Norwood, qualified to vote in the elections and town affairs, to assemble in Village Hall, in said town on Monday, the 3rd day of April, A. D. 1911, at seven-thirty o'clock in the afternoon, then and there to act on the following articles, namely :
Article 1. To see if the town will appoint a committee of five to consider, draft and take the necessary action to provide a new charter for the town or take any other action in the matter.
Art. 2. To see if the town will appoint a committee to con- sider and report upon the matters of offices or quarters for town officials and the adaptation of the present town building for such purpose or take any other action in the matter.
Art. 3. To see if the town will vote to raise and appropriate the sum of $100 for the care of the old cemetery.
Art. 4. To see if the town will vote to raise and appropriate a sum of money for the purpose of collecting ashes and rubbish in all sections of the town.
Art. 5. To see if the town will vote to extend the sewer system on Pleasant street from field line to the summit near Rock street, about 600 feet and to raise and appropriate or bor- row money for the same or take any other action in the matter.

D. 1911 at forty-five minutes past seven o'clock in the afternoon, then and there to act on the following articles, namely :
Article 1. To hear and act upon the further report of the committee on additional water supply appointed by reason of the action taken under Article 6 at the special town meeting held December 29th, 1910.
Art. 2. To see if the town will vote to accept an act entitled "An act to authorize the Town of Norwood to provide an ad- ditional water supply and to make an additional water loan" being Chapter 559 of the Acts of the Legislature of the year 1911 in accordance with the provisions thereof.
Art. 3. To see if the town will vote to issue bonds bearing interest payable semi-annually at the rate of four per cent. per annum to the amount of one hundred thousand (100,000) dollars or any less sum in accordance with, under the authority

of and for the purposes provided in Chapter 559 of the Acts .of the Legislature of the year 1911 and to provide for the pay- ment thereof in annual proportionate payments of four thous- and (4,000) dollars beginning with the year 1913.
Art. 4. To see if the town will vote to continue the Commit- tee on Additional Water Supply so called for the purpose of advising with and assisting the Water Commissioners in pro- viding an additional water supply under the provisions of Chapter 559 of the Acts of the Legislature of the year 1911 or take any other action in the matter.
Art. 5. To see if the town will vote to extend the water mains on Morse street and raise and appropriate or borrow money for the same subject to the usual guaranty.
Art. 6. To see if the town will vote to extend the water mains on Tremont street and raise and appropriate or borrow money for the same subject to the usual guaranty.

Art. 9. To see if the town will vote to raise and appropriate the sum of $500 to be used in grading land purchased for a play ground situated south of the Edmund J. Shattuck School, said money to be expended under the direction of the committee appointed at the April meeting, 1908.
Art. 10. To see if the town will vote to extend the sewer system on Guild street 250 feet from the end of the sewer as now laid on said street and raise, appropriate or borrow money for the same or take any other action in the matter.

Voted: That the Town of Norwood issue bonds to the amount of eighty thousand (80,000) dollars, said bonds to be of the amount of one thousand (1,000) dollars each and to have interest coupons attached thereto payable semi-annually; said bonds shall be dated the first day of September, 1911, and shall be numbered consecutively from 1 to 80, both inclusive, and interest coupons attached thereto payable semi-annually; said bonds shall be dated the first day of September, 1911, and shall be numbered consecutively from 1 to 80, both inclusive, and shall be payable in successive annual instalments of four thousand (4,000) dollars each on the first day of September beginning with the year 1913 and shall bear interest payable semi-annually at the rate of four per cent. per annum; the prin- cipal and interest shall be payable in gold coin of the United

States at such Bank or Trust Company as the Town Treasurer, with the approval of the Water Commissioners, shall select and determine on presentation and surrender of the coupon and bond therefor as the same shall severally become due; each of said bonds shall be signed by the Treasurer of the Town and countersigned by the Water Commissioners of the town and shall bear on its face the words "Town of Norwood Water Loan, Act of 1911;" and that the Town Treasurer be and hereby is directed to affix to each of said bonds the seal of the town and to sell said bonds under the direction of the Board of Water Commissioners for not less than their par value; and that said bonds shall be issued and the proceeds realized from the sale of said bonds shall be applied in accordance with, under the provisions of and for the purposes named in Chapter 559 of the Acts of the Legislature for the year 1911 entitled, "An Act to Authorize the Town of Norwood to Provide an Additional Water Supply and to Make an Additional Water Loan."

Art. 4. On motion by Mr. John F. Callahan:
Voted: That the Committee on Additional Water Supply, so-called, appointed in accordance with the action taken under Article six (6) of the warrant at the special town meeting held December 29, 1910, be and hereby is continued for the purpose of advising with and assisting the Water Commissioners' in providing an additional water supply under the provisions of Chapter 559 of the Acts of the Legislature for the year 1911.

and were called to order at six-thirty o'clock in the evening by the Town Clerk who then read the warrant calling the meeting and the return of the officer thereon who served the same upon the inhabitants. James A. Hartshorn, chairman of the Board of Selectmen, took charge of the meeting after the reading of the warrant, and acted as presiding officer. In conformity with the laws of the Commonwealth in relation to elections, Village Hall had been fitted as a polling place, a space railed off and compartments provided for the use and convenience of the voters to examine and mark their ballots. Each compartment was supplied with suitable facilities for the purpose and with cards of instruction. The following having been appointed by the Selectmen, were sworn by the Town Clerk to the faithful performance of their duties.

Three sealed packages of ballots supplied by the Secretary of the Commonwealth, marked, Democratic Primary ballots, 1,500, Town of Norwood, also Republican Primary ballots, 1,500, Town of Norwood, and Democratic-Progressive Primary ballots, 750, Town of Norwood, was delivered to the ballot clerks by the Town Clerk, and their receipt therefor was taken in conformity to the law.
The election presiding officer publicly broke the seal on the package and delivered the ballots to the ballot clerks who took their positions at the entrance to the polling place and furnished the ballots to the voters who presented themselves and were

found qualified. The Registrars of Voters had provided dupli- cate lists of the qualified voters entitled to vote at this election one copy of which was placed in the hands of the ballot clerks at the entrance to the polling place, and the other copy was placed at the ballot box. No voter was furnished a ballot until his name was checked on the list at the entrance to the polling place, and he was not allowed to deposit his ballot until his name had been found and checked on the list at the ballot box. The cards of instruction and specimen ballot were posted in different parts of the building and outside of the rails as re- quired by law.
The register of the ballot box was set at zero and the box was then locked by the Town Clerk. At six thirty o'clock P. M. the polls were declared open for the reception of votes and were kept open until nine o'clock, when after due notice they were declared closed by unanimous consent.
The ballot box was opened at nine o'clock and the register stood at 283. The names were checked on the voting list by the ballot clerks at the entrance to the polling place and also by the checkers at the ballot box, and marked according to law, were counted up and compared, and found to agree, and the number of names so checked was 283, which agreed with the total num- ber of votes taken from the ballot box. The election officers canvassed the votes given in and the whole number was found to be 283 which were sorted, counted and recorded, and declara- tion thereof made in open town meeting as required by law. The votes for state and county officers were declared at twelve thirty o'clock midnight as follows:

To hear and act upon the recommendations of the Selectmen as to the alteration of the existing railroad bridges known as the Ellis and First High bridges and as to the con- struction of a new highway or town way northerly from Pros- pect street to Washington street in Westwood on the westerly side of the New York, New Haven & Hartford Railroad Com- pany location between said bridges.
