AUDITORS' REPORT.
While your Auditors would report the accounts of the Se- lectmen, Treasurer and Collector are very well kept, indeed, we would recommend that the Selectmen and Treasurer meet together once in two months, especially for the purpose of comparing accounts to detect any errors that may have oc- curred, and save much trouble at auditing time.

REPORT OF ROAD SURVEYOR.
We have proceeded in much the same manner as last year in repairs of highways.
I have approved bills to the amount of $3,889.61, of this sum about $200 was expended for railing on Powder Point avenue.
Quite a sum was used in repairs on Gurnet Bridge, and also in replanking bridge on Border street.
In special repairs on Congress street, I have approved bills of $530.02 spent in widening the bridge and road, and cutting and grading "Hank's Hill."
There have been 2,050 running feet of stone road built 20 feet wide, at an expense of $1.913.65, of which $200 was used in cutting and filling the road from Post Office to Blue River Bridge.

REPORT OF BOARD OF HEALTH.
To the Citizens of Duxbury-
During the past year the town has been comparatively free from those diseases generally regarded as dangerous to life. But an epidemic of measles, however, swept the town. There were over one hundred and fifty cases. Some were not re- ported by the parents, and so could not be recorded. It is the duty of local Boards of Health to report all contagious diseases

to the State Board of Health. Parents should remember this, and that it is their duty to advise the local Board of Health in cases where they do not seek medical aid.
During the smallpox scare we had a case of exposure to the contagion which called for prompt action, but fortunately nothing more serious happened than the payment of expenses which the precautions taken by the Board of Health made necessary.

REPORT OF TREE WARDEN.
I have purchased and planted about one hundred trees dur- ing the past year and placed them where in my judgment they were most needed, besides filling in spaces where some of those planted in previous years had died. There were very few of these, however, as nearly all that have been planted by the Rural Society and Tree Wardens are in good condition and doing well.
It is early yet to say whether the spraying has been a suc- cess or not, but in my opinion it has, and of course the same process should be followed for at least three years to fully demonstrate its efficiency. My method has been to corral the beetle into the smallest territory possible, working from the outside to the centre of the tree. The mixture used was Bow- ker's Disparene, which is highly recommended by Tree War- dens of other towns and cities, its complete insolubility in water rendering it safe to apply to foliage at any desired strength without burning or scorching. On becoming dry it adheres firmly to the leaves, and is not materially. washed off by heavy rains. In my opinion all Elms would be benefitted by being scraped once in every two years, as it would not only be beneficial to the tree, but would take less spraying to effectually combat this pest. My experience this year has been that insects of various kinds find a home under the thick bark, and are very hard to reach, and that those that were scraped last year are in much better condition than those that were neglected.
Early in the spring I would advise using a kerosene emul- sion around the base of the trees and see that the scrapings are

immediately burned. This emulsion is also beneficial to the trunk of the tree, and where I have used it has been a success in helping to exterminate insects.
There has been some doubt expressed about the danger to the life of the tree if this beetle is not destroyed, and it has been stated that it will disappear if let alone.
I quote the following from the City Forester of Northamp- ton.
"Let me say that there is no foundation for the supposition that it will disappear if let alone. It has been in this country since it was imported from England before 1840 into Mary- land on some English elm trees, and is a permanent pest that will kill the trees if not exterminated. It has reached, or will soon reach, all the New England states being transported on the cars that distribute freight throughout this whole region." · I would add that I have used disparene on orchards in dif- ferent parts of the town, and it has proved sure death to can- ker worms. In fact, as an insect destroyer, it is equally bene- ficial to fruit trees, rose bushes, etc., as well as ornamntal trees. The spraying machine which the town voted to purchase last spring has proved to be one of the best. It works well, and has cost comparatively nothing to keep in repair. It will undoubtedly do good work for a number of years.

The Treasurer's account will show this year that I am credited with $41.82. Since the above account was made up I have paid him $40.00, leaving a balance of $8.27, uncollected, due the town.
EUGENE S. FREEMAN, Tree Warden.
REPORT OF THE RURAL SOCIETY.
All of the suggestions made by the Rural Society last year have been carried out. The Tree Warden has not asked for any specific appropriation ; therefore we recommend that the town appropriate $400 to be expended by him. At least this amount is needed to set cut more shade trees ; to care for those recently planted, and prune the older ones, including many na- tive trees within the roadway, and to continue the fight against the elm tree beetle and the tent caterpillar.
As pointed out by the Tree Warden two years ago, the wild cherry tree is in many places well started, and makes a good shade tree as shown by some fine specimens in town. Where no better tree is growing, enough of these should be left, pruned and cared for, while the remaining brush is cut down. More trees on the roads through the woods should be saved as shade trees, and marked with M nails.

The Dingley Burying Ground on West street needs atten- tion, and we recommend the appropriation of $50 to this end. At this time of scarcity of fuel an unusual amount of wood is being cut, and we earnestly urge the owners of wood lots to leave enough well formed trees on the edges of the roads, whether public or private, to give shade and beauty. The cost to the owner would be very slight, and the gain to the town great. The Rural Society will gladly buy at a fair market value strips from two to four rods wide along the roads, and under such restrictions as not to damage the rest of the land.
A number of public dumps should be established.
Attention is called to the Revised Laws, Chap. 53, Sec. 12, defining all shade trees within the limits of a public way as pub- lic shade trees :
Chap. 208, Sec. 101, 102, and 103. Injury to trees. Chap. 208, Sec. 104. Prohibiting fixing notices, etc., to trees.
