As several years have passed since the opening of the Dux- bury Free Library, a brief sketch of the Library from the be- ginning may not be out of place.
In March, 1889, the late Henry Winsor of Philadelphia for- merly of Duxbury, gave by deed of trust to Hambleton E. Smith, John S. Loring, Elbridge H. Chandler, Frederick B. Knapp, John H. Parks and Horatio Adams the sum of five thousand dollars ($5,000) as a fund, of which the income should be used with certain restrictions, for the purposes of a public library. Mr. Winsor empowered the above named trus- tees to elect a seventh member and also gave the board thus constituted the power to fill all vacancies. Mr. William J. Wright was elected the seventh member of the board, and the vacancies caused by the death of Hambleton E. Smith and John S. Loring were filled by the election of Herbert E. Walker and Jonathan S. Ford, respectively.
In October, 1889, Mr. and Mrs. George W. Wright gave in trust to the trustees of the Winsor fund the building and lot now occupied by the Duxbury Free Library, as a memorial for their son, George Buckham Wright, the deed of trust giving the trustees practically the same powers that Mr. Winsor had previously given. Together with the house and lot Mr. and Mrs. Wright also gave a large collection of pictures, books and bookcases and handsome furniture for two reading rooms. Thus within a few months from the date of Mr. Winsor's gift the Town had a well equipped public library.
In March, 1892 at the annual meeting, the Town voted to transfer to the trustees of the Library a bequest of three thou- sand dollars ($3,000) received from the estate of the late Henry Hathaway for a public library. Therefore the Library has two funds, known respectively as the Henry Winsor and the Henry Hathaway funds.

Many other gifts have also been received from time to time. Among these are books and periodicals from different members of the Wright family, old books and documents of local inter- est from former residents of the Town or their descendants, pictures, etc. During the past year Mr. William B. Weston of Wilton presented to the Library a painting of the Brig Smyrna, built in Duxbury in 1825 by Ezra Weston and Sons. This was the first American vessel that bore the national flag into the Black Sea after it was opened to our commerce. Together with the painting are several documents of interest. Recently the widow of the late Hon. Gershom B. Weston presented to the Library a number of volumes and engraved portraits of Charles Sumner and Theodore Parker, and a photograph of the late Rev. Dr. Allyn.
At the annual meeting of the trustees in July, 1902, it was voted to change the financial year of the Library so that it might coincide with that of the Town. Therefore the treasurer's report submitted at the meeting in January, 1903 was for a period of only six months. The following summary from that report gives the receipts and expenditures for the six months ending December 31, 1902 :

Mrs. Frances M. Weed, who had served as librarian very effi- ciently for nearly three years, resigned in December, and Miss Sara B. Higgins was elected librarian. During the year two hundred and fifteen (215) volumes were added, and the read-

ing rooms were supplied with a good proportion of the leading periodicals. The number of volumes on December 31, 1902, was 3,599. The circulation for the past two years is given be- low :

While not town officers, it is the wish of the trustees in exe- cuting the trust assumed by them to make the Library more useful to the citizens from year to year, and the thanks of the trustees are hereby tendered for the generous assistance re- ceived from the town.

SCHOOL REPORT.
The School Committee of the Town of Duxbury herewith submit their annual report, in connection with the reports of the Superintendent of Schools, and the Principal of Partridge Academy for the year ending December 31, 1902.
As there have been very few changes in the teaching force for the past year, even though some of the schools have been somewhat broken by diseases of a contagious character, your committee feel justified in pronouncing the present year a sat- isfactory one, as far as school work is concerned. Miss Han- ยท nah J. Tibbetts closed her connection with the Ashdod school, and Miss Anne R. Howe was appointed her successor. Miss Howe is a teacher of experience, and the school, under her charge, made excellent progress. It is with much regret that the committee were obliged to accept her resignation at the close of the fall term. The school at High street has been taught the past year by Miss Marguerite J. Conway and Miss Alice L. Rankin, two thoroughly wide-awake teachers, who are bound to rise in their profession. In view of the small num- ber attending that school it was thought best to discontinue it at the close of the school year in June, giving the children an opportunity to attend the school in Pembroke, if too far from the schools in Districts No. 4 or 5. The High street school numbered only seven or eight scholars, altogether too small a number to do satisfactory school work. Your committee have occasionally visited the school in Pembroke, and are pleased to report it in excellent condition. The amount paid for tuition will be much less than the expense required to maintain the school, which will fully justify the change made.
Your committee would again present to your notice the ad- vantages arising from the consolidation of schools in Districts No. 5 and 9, and in order to bring the matter more definitely before the town, we have caused an article to be placed in the warrant.
All needed repairs have been made in our schoolhouses dur- ing the year. The schoolhouse at South Duxbury has been

painted outside, a new platform has been made, and it has been thoroughly renovated inside.
The truant officers for the present year are William J. Turn- er, George E. Belknap, Warren E. Peterson, Thaddeus W. Chandler, and the Superintendent. It was thought best to have a larger number than usual, not on account of the increase of truancy, but that any possible cases occurring might be reached more readily.
The Joint Board of the School Committees of Scituate, Marshfield and Duxbury, held its annual meeting in Scituate April 12, for the purpose of electing a Superintendent. Dr. Nathaniel K. Noves was elected chairman, and Miss Clara Skeele, secretary. Mr. Edgar L. Willard was unanimously
elected Superintendent of Schools for the ensuing year. We are pleased to note that there has been a constant and steady advancement in our schools since they have been under his charge, and we are hopeful for still better results in the future. We have been endeavoring when any change in text books was considered necessary that it should be uniform throughout the District. At a subsequent meeting of the Joint Board Mor- ton's geographies were introduced.
The town at its last annual meeting voted $5,000, and at a subsequent meeting $1,000 additional for the erection of a building suitable for the accommodation for the Grammar and Village schools. The following persons were appointed a building committee : Alfred E. Green, Sidney Peterson, Joshua W. Swift, William W. Campbell and George H. Stearns.
The site selected was the Village lot, and a thoroughly up-to- date building with all modern improvements will take the place of the old one which for so many years has been unfit for school use.
The building, though completed, has not been occupied, mainly on account of the scarcity and high price of coal.
Your committee regret that so little has been done in regard to the grading of our schools, and we hope in the near future that an advancement may be made along that line, thus bring- ing our schools to a much higher standard of excellence than could otherwise be obtained.

REPORT OF THE SUPERINTENDENT OF SCHOOLS.
To the School Committee-
The eighth annual report of the Superintendent is herewith submitted :
Since the aim of all school work is, in general, the same, from year to year, and since public sentiment in the smaller towns is somewhat conservative, and does not allow much in the nature of radical changes, reports of this kind cannot vary much from what they have been in years gone by.
Special endeavor, however, has been made in this report to present to the citizens some statistics which ought to be of in- terest to everybody, particularly to those who have children at- tending the schools.
The first topic of this kind to be touched upon, is the com- parative cost of our schools with the average of all in the state.
